An amount of $83,600 was allocated in the 1987/88
Storm Drain Construction Fund Budget for construction of Phase
I, from San Gabriel Street to East Twin Creek Channel, of the
21st Street Storm Draih. Extension of the storm drain in 21st
Street to Kenwood Avenue was to be done in later phases.

St. Bernardine Medical Center is processing plans for
construction of a hospital addition and parking structure.
The plans for this development will necessarily be prepared to
drain surface water through the curb face, due to the absence
of a storm drain. However, after the storm drain' is
installed, the drainage system will need to be revi.:sed to
discharge directly into the underground drain. This will be
an additional expense to the hospital.
One of the conditions of approval for the new develop-
ment is participation in .the cost of the 21st Street Storm
Drain. A development agreement is being negotiated to provide'
that St. Bernardine Medical Center will participate in the
cost of the storm drain in the amount of $92,500. This agree-
ment will be required as a condition of approval of the
development.
Since sufficient funds are available to construct the
entire storm drain, we recommend that it be done at this time.
Construction of the complete storm drain will avoid revision
of the on-site drainage system, disrupting traffic after the
parking structure is in service, and achieve better bid prices
through increased size.of contract.
