STAFF REPORT
the adoption of a parking agreement with Maruko Hotel for parking
on the Third Level of the Five Level parking Structure, dated August 4,.
1987, requires a change of Resolution 82-34 which established time limit
parking upon 289 parking spaces of the Third Level (reference attachment
#1).
This referenced agreement authorized the signing and designating of 200
reserved parking spaces for the Maruko Hotel and Convention Center. The
number of reserved parking spaces for the Mayor, Council. Staff, Boards.
and Commissioners has been increased fro!ll23. to ~2.( This leaves only 80
that would require time limit signing. We believe that having such limited
number of time limit parking on the third floor would cause a major
management and enforcement problem.
We recommend. the elimination of all time limit parking on this level. This
proposal has been coordinated through and with the Director of Public
Works, City Administrator, Mayor and Council. and submitted to the City
Attorney for preparation of appropriate resolution to:
1. Remove time limit parking.
2. To increase the number of reserved parking spaces for the Mayor,
Council, Boards, Commissioners, as reflected on attachment #2 of
this Staff Report.
Cost for the signing and stripping of these spaces to be charged against
Public Works Signing and Stripping Plan No. 7452, for the Five Level
Parking Structure.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
5 OF SAN BERNARDINO AS FOLLOWS:

SECTION 1. "SECTION TWO AND ONE-HALF:
7 That in accordance with Article IV of Ordinance No. 1652 of
8 the City of 'San Bernardino, it is hereby found and declared that
9 necessity requires that parking be restricted as hereinafter

( 1 ) CENTRAL CITY MALL PARKING AREAS AND DOWNTOWN PARKING
GARAGES
(a) On the third level of the five-level civic center
parking structure located north of Second Street and south of
City Hall, the following parking spaces shall be. restricted to
vehicles bearing authorized parking stickers:
(i) the most northerly nine (9) parking spaces,
counting in sequence from the north, situated on the east side of
the third aisle (Row C), counting the aisles in sequence from the
west side of the parking structure.
(ii) the most northerly twelve (12) parking
spaces, counting in sequence from the north, situated. on the west
side of the fourth aisle (Row D), counting the ais1es.in sequence
from west side of the parking structure.
(iii) the most northerly eleven (11) parking
spaces, counting in sequence from the north, situated on the east
side of. the fourth aisle (Row D), counting the aisles in sequence
from the west side of the parking structure.

handicapped parking:
(i) the most northerly first, second, fourth and
fifth parking spaces, counting in sequence from the north,
si tuated on the east side of the fifth aisle (Row E), counting
the aisles in sequence from the west side of the parking
structure.
I HEREBY CERTIFY that the foregoing resolution was duly
adopted by the Mayor and Common Council of the City of San
Bernardino at a meeting thereof, held on the
