The meeting of the Citizens Advisory Committee for the Uptown
Redevelopment Project Area was called to order by RDA staff member Gary
Wagoner at 2:53 p.m.. at the home of Committee members Bob and Sue Krone,
950 N. -D- Street, San Bernardino, California.

FORM MOTION: That the Minutes of the Meeting of December 15, 1988 be

Introduction of Steven B. Dukett, Ezecutive Director of tbe

Eacb CODIDIittee member present introduced biaself/herse1f and gave Mr.
Dukett a brief background into the reasons for his/her interest in
serving on the Uptown Citizens Advisory Committee.
Mr. Dukett introduced himself to tbe COIIIIII1tttee. Be shared bis
professionBl background with tbe CODIDIittee.
Mr. Dukett discussed the following issues with the COIIIIII1ttee-at-1arge:
Victory Outreach Center
One of the CODIDIittee members ezpressed the fact tbat the Victory Outreach
Center appeared to be approved with no knowledge of the project by the
CODIDI1ttee before sucb approval was granted.

Mr. Dukett ezp1ained to the CODIDIittee that the R.DA is not necessarily
apprised of projects just because tbey occur within a redevelopment
project area. The R.DA becomes involved witb projects when R.DA financial
assistance is needed. Mr. Dukett stated that it is important to
understand that the R.DA is not an "enforcement arm" of City government,
i.e., issuance of permits, etc., but a "development" arm. The Victory
Outreach Project was a project that was not in any way involved with tbe
RDA. R.ecent1y, however, at the request of the CODIDIission, Mr. Dukett
stated that the RDA has been requested to analyze the economics involved
with revitalizing tbe proposed property on wbich the Victory Outreacb
Project intends to locate.

Mr. Wagoner stated that in an effort to keep the CoDlDl1ttee informed there
is now a procedure in place whereby a member of the R.DA staff will keep
the RDA Development Division staff informed of any potential developments
in individual project areas long before tbe project is presented to the
Planning CODlDliasion.
Mr. Oldenkamp asked if tbe Victory Outreach Project received any
variances for development of tbe proposed location. Mr. Wagoner stated
that a Conditional Use Permit (CUP) was issued consistent with tbe
underlying zoning for the area. Mr. Dukett added that it ia his
understanding that Victory Outreach persolllle1 have ezecuted a ten-year
lease witb tbe property owner with some options for renewal.

Mr. Wagoner stated that the Victory Outreach Project is primarily a
church. There are no facilities for housing within the building.
Philosophy for Redevelopment
Harry Hollies asked Mr. Dukett to explain the philosophy of -redeveloping
an area. - Mr. Holmes asked the question: Is true redevelopaent
-deve10paent- of vacant land? Mr. Dukett explained that the RDA has
obligations in development of vacant land as well as in redevelopment of
blighted areas.
Mr. Dukett uplained that in recent years California Redevelopment Law
has been _ended to restrict the amount of vacant land allowable in a
redevelopment project area. However, redevelopment areas adopted before
that time are still valid; and as such, the Agency is involved in
-development- of those areas. Mr. Dukett stated that it is a goal of the
RDA to invest an increasing _ount of effort towards encouraging
individual redeVelopment of projects in blighted areas of the City, e.g.,
Mental Helath Bldg. in Sub Area -B-. Mr. Dukett stated that hia goal is
to see less and less of the philosophy of waiting for a developer to
approach the Agency for assistance and more and more aggressive marketing
via the use of alPs.

Housing
Maria McNulty stated that she would like to see less rezoning of R-1
(Single Family Residential District) properties to R-3 (Multi Family
Residential District). She continued speCifying that her major objection
to R-3 zoning is that the zoning classification in the areas of which she
is acquainted seems to encourage poor quality of multi residential
building workmanship while allowing increased density of population. Mr.
Dukett aCknowledged the importance of this i88ue; however, he stated that
the RDA is not a land use entitlement agency or an enforcement agency.
This issue 8hould most appropriately be discussed with Planning
Department personnel.
Mr. Dukett suggested that staff research the option of a Planning
Department representative attending the Uptown CAe meetings on a regular
basis.
Long Range Planning
Dr. and Mrs. Krone spoke in favor of promoting development in the City of
San Bernardino with a view to the future.
General Plan Amendment Process: Auto-Related Busine8ses
Scott Scheibe asked Mr. Dukett for his (Dukett) opinion of auto related
businesses. Mr. Dukett responded that in basic terms he feels there
should be a suitable place for all honorable businesses to operate within
City boundaries.

HIs Higbland Avenue Parking Consolidation Project
Cas Sermak informed Mr. Dukett of tbe parking conaol1dation project
currently under discusaion by tbe Uptown CAC for tbe ,nortb side of
Highland Avenue between -E- Street and Arrowbead.

Mr. Wagoner gave Mr. Dukett aome background information on tbe project,
including tbe fact that tbe RDA had committed informally to provide basic
engineering and architectural atudiea for tbe project. Mr. Wagoner also
stated two of the foreseeable problems witb tbe project; tbose being, tbe
absentee landlords and tbe fact tbat most of tbe tenants are operating on
sbort-term leases and are, tberefore, very besitant to commit to a
long-term financial commitment.
Mr. Sermak reported tbat tbe firm of Crawford Investments has undertaken
extensive improvement to tbe area on Arrowhead from 23rd Street to
Highland Avenue. It _s mentioned that this project could act as a very
positive catalyst for tbe property owners in tbe area to encourage
redevelopment of the nortb side of Highland Avenue between -r Street and
Arrowhead.

Mr. Dukett suggested that the development of a Parking and Business
Improvement District (autborized under Sec. 36,500 Streets and Higbways
Code) be investigated. He furtber explained that tbis type of district
is a viable way of providing an ongoing revenue stream to tbe management
arm of a business district. Tbe program is activated by annual dues made
by tbe business operator as a part of tbe annual business license fee for
tbe City. Tbe dues are earmarked for tbe common good of tbe District.
The funds are tben formulated into a budget for improvements for tbe
area. A consultant could be retsined to handle administrative
responsibilities. A District of tbis type is adopted after a public
hearing is beld by a legislative body and may only be impeded if 51% of
the dues-paying businesses protest.

General Plan Aaendment Process
Mr. Scheibe updated tbe Committee on tbe General Plan Amendment process.
The City Council has decided to allow the continuation of existing
auto-related uses with tbe added condition that a Conditional Use Permit
be issued. Discussion concerning the zoning classification of these
types of businesses is still ongoing and will be reported at a future
meeting.
Baseline Traffic System
Ms. Hammer reported that tbe new Baseline traffic system sbould be
operational within tbe next 6-8 weeks. The traffic signal standards will

be saaller and more attractive than the former counterparts. The new
system will be computer-controlled in one centralized location saking the
system much much effective; thus, problems will be solved more
eff1.c1ently.
Miles House
Mr. Wagoner reported to the COIIIIittee that Mr. Carl Viers sade an offer
to purchase the property (including moving the house) and has since
rescinded his offer.
The present owner, the Community College District, is interested in using
the land on which the house sits for much needed parking. Mr. Wagoner
stated that there is a real concern as to whether the house is
salvageable due to the llIIlount of structural damage in place.
General Information Re Uptown Project Area
Mrs. Krone expressed frustration at the slowness of the redevelopment
process in the Uptown Project Area. Mr. Wagoner and Ms. Gonzales both
spoke to the uniqueness of the Uptown Project Area in that the area is
85% developed land. It was emphasized that the Uptown Project Area will
see redevelopment funds accrue slowly because tax increment monies are
generated by newly developed and increased property values.

Land Survey for the Uptown Project Area
Ms. Gonzales reported that the response has been very good to the
survey. The returned surveys are being reviewed and inputted into the
RDA coaputer system at the present time.
Mr. Sermsk reported that he did not receive the survey form in the mail.
Ms. HlIIIIIIer stated that she would send the survey form to Mr. Sermak and
investigate why he did not receive the form in the first mailing.
Vacation of Broadway and Main Streets
Carl Oldenkamp reported that the Commission voted to continue the item
till May so that further studies could be done regarding alternate street
crossing locations which could be abandoned for the benefit of the
Atchison, Topeka & Santa Fe Railway Co.
