MINUTES
REGULAR MEETING
March 13, 1989
11:20 a.m.
The Community Development Commission/Redevelopment Agency meeting was
called to order at 11:20 a.m., on March 13, 1989, in the Council Chambers of
City Hall, 300 North "D" Street, San Bernardino, California, by Chairman
Evlyn Wilcox.
ROLL CALL
Roll Call was taken with the following being present: Members Esther
Estrada, Jack Reilly, Jess Flores, Michael Maudsley, Tom Minor, Norine
Miller. Absent: Valerie Pope-Ludlam
STAFF PRESENT
Steven H. Dukett, Executive Director; Arlene Berman, Deputy Director, J.
Lorraine Velarde, Manager, Administrative Services; John Hoeger, Manager,
Development Division; Dennis Barlow, Senior Assistant City Attorney; Patty
~ Lang, Deputy City Clerk; Margie Vance, Recording Secretary.
Public Comments on Items not on Agenda. There were no public comments.
1. Community Development Commission/Redevelopment Agency of the City of
San Bernardino Minutes of February 20, 1989.
Commissioner Flores made a motion, seconded by Commissioner Maudsley, to
approve the minutes of the meeting of the Community Development
Commission/Redevelopment Agency of the City of San Bernardino held on
February 20, 1989, as submitted in typewritten form.
The motion carried by the following vote: Ayes: Members Estrada,
Reilly, Flores, Maudsley, Minor, Miller. Noes: None. Abstain: None.
Absent: Pope-Ludlam.
2. Redevelopment Committee Meeting/Redevelopment Agency of the City of San
Bernardino Minutes of February 23, 1989.
Commissioner Flores made a motion, seconded by Commissioner Maudsley, to
receive and file the minutes of the meeting of the Redevelopment Committee
held on February 23, 1989, as submitted in typewritten form.

3. South Valle Redeve1op8ent Project Area Citizens Advisory Committee
Minutes of October 14, 1988.
Commissioner Flores made a motion, seconded by Commissioner Mauds1ey, to
receive and file the minutes of the meeting of the South Valle Redevelopment
Project Area Citizens Advisory Committee held on October 14, 1988, as
submitted in typewritten form.
The motion carried by the following vote:
Reilly, Flores, Mauds1ey, Minor, Miller.
Absent: Pope-Ludlam.
Ayes: Members Estrada,

AT 11:27 A.M. COMMISSIONER POPE-LUDLAM ARRIVED AT THE MEETING
4. Ualto & "r - Phillips Proposal
Peggy Ann More1y, Loma Linda Financial Services, representing Mr.
Darrell Phillips, addressed the Commission and discussed Mr. Phillips'
proposal for the purchase of Agency-owned property at 101 North "I" Street
(Mental Health Building).
A lengthy discussion ensued.

Commissioner Flores made a motion, seconded by Commissioner Reilly, to
reject Mr. Darrell A. Phillips' acquisition proposal for the Agency-owned
property at 101 North "I" Street.
The motion carried by the following vote: Ayes: Members Reilly,
Flores, Mauds1ey, Minor, Miller. Noes: Estrada, Pope-Ludlam.
Abstain: None. Absent: None.
5. License Agreement - Provisional Accelerated Learning ("PAL") Center
Commissioner Miller made a motion, seconded by Commissioner Pope-Ludlam,
to approve the attached Real Property License Agreement between the Agency
and the Provisional Accelerated Learning ("PAL") Center.
The motion carried by the following vote:
Reilly, Flores, Maudsley, Minor, Pope-Ludlam,
Abstain: None. Absent: None.

6. Request for Qualifications for Development Proposals for a Regional
Sports/Entertainment/Cultural Center
Commissioner Estrada made a motion, seconded by Commissioner Miller, to
authorize staff to contact all property owners and tenants affected by the
Empire Dome Corporation's proposal and offer them an opportunity to submit a
statement of interest and development qualifications proposal.
The motion carried by the following vote:
Reilly, Flores, Maudsley, Minor, Pope-Ludlam,
Abstain: None. Absent: None.

Miller.

Noes: None.
7. Demolition and Site Clearance of 240 South "E" Street
Commissioner Estrada made a motion, seconded by Commissioner Reilly, to
authorize issuance of an invitation for bids on the demolition of the
improvements located on Agency-owned land at 240 South "E" Street.
The motion carried by the following vote:
Reilly, Flores, Maudsley, Minor, Pope-Ludlam,
Abstain: None. Absent: None.

to be adjourned to 11:00 a.m., on Monday, March 20, 1989, in the Council
