STAPP REPORT

The purpose of this report is to provide an overview of staff efforts at
planning a potential Agency-initiated project for the whole-block from 1-215
to "I" Street, north of Rialto Avenue and south of Second Street. This
includes the "Mental Health" building at 101 North "I" Street.
To facilitate the amount of time required to respond to any development
proposal that may be recommended based upon the current economic studies of
the 101 North "I" Street site, staff recommends that the Agency advertise for
demolition bids. A recommendation for a demolition contractor would then be
available at the same time that a development proposal is available for
consideration. If the decision at that time were to proceed, there would be
no additional delays caused by the bidding process.
BACKGROUND
The property at 101 North "I" Street consists of two parcels, a 12,648 square
foot parking lot and a 36,061 square foot parcel improved with a structure
containing 10,000 square feet on the main floor and 3,000 square feet in the
basement.

In January 1985, the Redevelopment Agency purchased this property to
facilitate the relocation of the Mental Health Association of San Bernardino
County who were then located on property which was to be developed for
low-cost housing. The building is now vacant and is listed for sale at a cash
price of *455,000 (the current appraised value). As it appears unlikely that
such an offer will be received, staff is also exploring the possibility of
securing a master developer to master plan the entire block.
An economic reuse analysis is being done by Keyser Marston on the block
between Rialto and 2nd Streets, east of "I" Street, and west of 1-215. It is
anticipated that the study will be presented to the Redevelopment Committee
for review and recommendation on April 17, 1989. At that time, it would also
be possible to present a proposal for the demolition of the site as the first
step in the development of the property. It is recommended that the Agency
advertise for bids on the demolition at thia time so that a review of the
proposals can take place and a recommendation brought forward at the same time
the economic study is available for review.
The exclusive listing agreement with P.E. Schnetz & Co., Inc. expires on
March 20, 1989. The expiration of the listing will occur at about the same
time the economic study is available for staff review.
RECOMMENDATION
The Redevelopment Committee recommended that the Commission consider this item
on March 20, 1989. It is, therefore, recommended that the Commission
authorize advertising for bids on the demolition of the improvements at 101
North "I" Street to allow a recommendation to be developed for subsequent
