The Conunission has discussed during several previous meetings a proposed baseball stadium for San Bernardino. These
discussions resulted in the approval of the issuance of an RFP on F ebrwuy 21, 1994.
On April 4, 1994, the Community Development Commission authorized staff to retain KPMG Peat Marwick to conduct a
financial feasibility study for a multi-use baseball stadium. On July 18, 1994, the Community Development Commission
authorized staff to prepare a financing plan and prepare alternate stadium uses. Subsequently, on September 6, 1994, the
Community Development Commission approved a financing plan for a new baseball stadium.
On October 3, 1994, the Mayor and Common Council approved a lease agreement with the Spirit for the new stadium.
On October 17, 1994, the Community Development Commission approved the selection ofHOK Sports to provide design
services for the new stadium.

STAFF REPORT
EIR Consultant - Multi-Use Minor Leal!ue Stadium
Staff seeks allocation of funding for the contracting of a consultant to prepare the Environmental Impact Report
for the proposed Multi-Use Minor League Stadium.
BACKGROUND
Development of a 5000 seat multi-use baseball stadium in the Central City South project area may create possible
environmental impacts on the proposed site and surrounding area. These potential impacts are identified by the
California Environmental Quality Act (CEQA) Initial Study as: Air Quality; Light and Glare; Noise;
Transportation and Circulation; Liquefaction; Aesthetics and Cultural Resources. These potential impacts
necessitate the preparation of an Environmental Impact Report (EIR). Neither the Agency nor the Planning and
Building Services Department staffhave the requisite resources to undertake this specialized process. Therefore,
staff proposes to hire a qualified consultant to prepare the EIR.
CONSULTANT SELECTION
The Request for Proposal (RFP) for the EIR consultant was advertised on December I, 1994, by the Planning
Department, and proposals are due back to the Planning Department at noon on December 16, 1994. Staff from
the Mayor's office, Planning, Public Works, the Economic Development Agency and Tom Dodson & Associates
will review the proposals and fmalize a recommendation by December 21, 1994.
In order to meet the proposed stadium schedule, the EIR consultant will be required to prepare the EIR document
within six (6) weeks, and will need to begin work immediately after staff makes its recommendation. To keep
this project on track, staff seeks advance approval for funding and contract execution. Otherwise, the schedule
will be delayed by several weeks.
RECOMMENDATION
The EIR for the stadium must be completed before construction can begin. The proposed schedule requires that
the EIR consultant be hired as soon as possible in order for the City to meet the CEQA requirements. Agency
staff seeks funding in an amount estimated not to exceed $150,000 for the cost of the consultant contract.
