CI",:Y OF SAN BERNACJINO - REQUEST F~ COUNCIL ACTION
STAFF REPORT
During the last year, the Department of Public Services/Fleet Division has accumulated 30
surplus fleet vehicles and equipment. A detailed "Surplus Equipment" list is attached for
Council's review and information. These vehicles were replaced with new or refurbished units
as part of the vehicle replacement program and have outlived their useful life to the City.
In the past, the City has successfully auctioned off surplus City equipment through private
auctioneer services. Fleet Division staff would like to continue using this method to dispose of
surplus equipment. Fleet staff obtained informal bid proposals from Ken Porter Auction
Company, Riverside Auto Auction and The Nationwide Companies. The Nationwide
Companies, a commercial auction company, has offered to extend the City the same rate and
commission structure as offered to the County of San Bernardino per County contract Number
93-726. This contract provides a commission fee of three point five percent (3.5%) of the
auction sale price for the vehicles. Vehicle transportation, storage and a detailed service prior
to the auction is provided for in the commission fee.
Following a review of all the proposals, it was determined that it would be in the best interest
of the City to accept The Nationwide Companies offer to extend the County's agreement to the
City of San Bernardino at the same rate and commission structure. The City has previous
experience with The Nationwide Companies and was satisfied with their performance.
The revenue generated from the disposition of this surplus equipment is estimated to be
approximately $35,000.00. Staff is proposing that the money received from this auction be
credited to the Motor Pool Fund revenue account to be used to refurbish and improve the
existing City fleet.
