On October 7, 1994, the Community Development Commission authorized an extension for ninety (90) days to the existing
security services contract being provided at Arrow-Vista and directed staff to solicit bids for additional security services.

MOTION: That the Community Development Commission authorize the Acting Director to enter into an agreement with
Mega F orees in an amount not to exceed $151,200 to provide security services at the Arrow Vista development
project.

STAFF REPORT
MEGA FORCES SECURITY CONTRACT
On November 7, 1994, the Community Development Commission approved a ninety (90) day extension to the
existing security contract and purchasing authority not to exceed $25,000 and authorize payment for prior
services rendered in the amount of$36,744 and authorize staff to request bids for security services.
Mega Forces Security has been providing security within the Arrow-Vista subdivision since June 1994.
Security was initiated to prevent vandalism as the existing housing units were continuously being broken into
with substantial physical damage occurring almost on a daily basis. Moreover, damage to the existing units, if
continued, without security could easily exceed an estimated $10,000 per house already incurred due to theft of
appliances, broken windows and doors, removal of plumbing and electrical fixtures along with associated
piping, wiring and walls, damaged as a result of vandalism. The need for security within the Arrow-Vista
subdivision is directly related to sales activity. As homes are sold and families occupy the now vacant homes,
security services may be reduced.
BIDS RECEIVED
A Request for Proposal (RFP) advertisement for Security Service was placed in the local newspaper (The
SUN), on December 4,1994 with sealed bids to be submittal by December 9, 1994. Oulyone (1) bid was
received in the amount of$151,200 from Mega Forces Security and Detective Agency. This bid provides for
the following services:
Provide two (2) unarmed guards to patrol Phase 1 and Phase Ii on a 24-hour per day, seven (7)
days per week for a period of one (I) year using bicycles to patrol.
. Guards are to routinely check model area for security.
. Guards shall be responsible for reporting from time to time to assess the security needs of the
subdivision and make written recommendations to the Agency.
. The Agency reserves the right to reduce the number of guards or terminate this agrcement at any
time with a written thirty (30) day cancellation notice to the contractor.
Based upon the foregoing, staff recommends adoption of form motion.
