FlD1hermore the Commission directed Agency staff to solicit Requests for Qualifications (RFQ) from developers to participate therein. There were two (2) respondents to the Request for Qualifications (RFQ) for the Infill Housing Development Program, Young Homes of California and Red Sun Construction Company. Young Homes of California has built in excess of thirty (30) infill houses within the past three (3) years within the City of San Bernardino. Young Homes participated with the Agency earlier this year in the development ofa thirty-six (36) home subdivision at Randall and Meridian Street. Red Sun Construction Company has built twelve (12) infill houses within the last two (2) years in the City of San Bernardino. All of the homes constructed are of high quality within San Bernardino communities. It is the desire of the Agency to see the Infill Housing Development Program succeed and facilitate housing opportunities for qualified first-time home buyers. Program funds will be utilized on a first come, first serve basis in conjunction with each developer. Participating developers will be provided financial assistance necessary to acquire vacant properties located throughout targeted areas. This process will allow ongoing construction of high quality single-family houses. Further, in addition to the land acquisition financial assistance, a portion of the repayment to the Agency loan may, however, be revolved to be utilized as down payment assistance to qualified first-time home buyers. Home buyer participation in the Infill Housing Program will be limited to low and moderate income households (120% median income) with each of the homes being sold at "affordable" costs established by Redevelopment law.
