STAFF REPORT
Bids for installation of traffic signals at 1-215 and
Universi ty Parkway were opened at 2: 00 p.m., Tuesday, 9-27-94.
The project consists, in general, of installing traffic signals
at the freeway ramps and various drainage and roadway improve-
ments.
A total of 3 bids were received, ranging from $341,341 to
$349,701. The low bid of $341,341 is 37.4% over the Engineer's
Estimate of $248,399.75, that was furnished by Caltrans.
Below is an estimate of the total project cost, based
upon the actual low bid price:

All costs incurred for this project will be charged to
Account No. 250-670-57488.
The Cooperative Agreement states that the State \,ill bear
100% of the. total project cost.
Caltrans has a maximum limit of $300,000 for small
projects. A request for the necessary supplemental funding will
be submitted to the California Transportation Commission at their
meeting of 11-30-94. Approval of this request will provide the
required amounts of funds to finance the costs that will be
incurred.
We recommend that a contract be awarded to the low
bidder, contingent upon the request for supplnrnental funding
being approved by the California Transportation Commission at
their meeting of 11-30-94.

RESOLUTION NO.
2 RESOLUTION OF THE CITY OF SAN BERNARDINO AWARDING A
CONTRACT TO MATICH CORPORATION FOR INSTALLATION OF TRAFFIC
3 SIGNALS, AND VARIOUS ROADWAY AND DRAINAGE IMPROVEMENTS AT STATE
HIGHWAY I-215 AND UNIVERSITY PARKWAY.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
5 CITY OF SAN BERNARDINO AS FOLLOWS:
6 SECTION 1. Matich Corporation is the lowest responsible
7 bidder for: Installation of Traffic Signals, and Various Roadwav
8 and Drainage Improvements at State Highway I-215 and University
9 Parkway, per Plan No. 9175. A contract is awarded accordingly to
10 said bidder for the total amount of $341,341.00, but such award
11 shall be effective only upon the contract being fully executed by
12 both parties. All other bids, therefore, are hereby rejected.
13 The Mayor is hereby authorized and directed to execute said
14 contract on behalf of the City; a copy of the contract is on file
15 in the office of the City Clerk and incorporated herein by
16 reference as fully as though set forth at length.
17 SECTION 2. This contract and any amendment or modifica-
18 tions thereto shall not take effect or become operative until
19 fully signed and executed by the parties and no party shall be
20 obligated hereunder until the time of such full execution. No
21 oral agreements, amendments, modifications or waivers are
22 intended or authorized and shall not be implied from any act or
23 course of conduct of any party.
24 SECTION 3. This resolution is rescinded if the parties
25 to the contract fail to execute it within sixty (60) days of the
26 passage of this resolution.
