Synopsis of Previous Council action:
On November 10, 1994, the Council Personnel Committee recommended this item for approval.
Recommended motion:
1. Approve salary increases for the position of Custodial Aide, effective December I, 1994,
listed as follows: Step 1 - $4.46/hr; Step 2 - $4.68/hr; Step 3 - $4.91/hr; Step 4 -
$5.15/hr; Step 5 - $5.41/hr. This represents a 5% increase over current salaries.
2. Direct the Personnel Department to update Resolution 6413, Section Thirteen.

STAFF REPORT
BACKGROUND
The Facilities Management Division is experiencing difficulty in retaining employees for
extended periods of time. The Division operates the Custodial Maintenance Section with an
average of 30 part-time custodians. In the past twelve months, the division has had 84 custodial
aide appointments and 62 separations. That works out to seven appointments and five
separations per month. For these appointments, custodial staff interview approximately 20
candidates per month. In any given month, administrative time for custodial aide in-processing
averages 18 hours. Training time for new employees averages six hours for the first month per
employee, for an average of 42 hours per month. Hiring and retaining custodial aides would
save the division the costs associated with employee processing and initial training resulting from
high turnover.
James Sharer, Facilities Manager, requested that a salary survey be conducted for the part-time
position of Custodial Aide. The current salary is $4.25 - $5.15/hour. According to Mr. Sharer,
the last salary increase was made in July 1988.
Dee Saenz, Personnel Analyst, conducted a salary survey of similar part-time custodial positions
in nearby cities (attachment #1). Beginning salaries were between $6.77/hour and $7.48/hour.
Considering current budgetary constraints, it is recommended to raise the Custodial Aide salary
by 5%. Upgrading the salaries will cost $15,600. Funding within the current Division budget
will be accomplished with salary savings from vacant Custodial Aide positions. These vacancies
have resulted from reevaluation of assignments and improved work methods.
