STAFF REPORT
Shauna Clark, City Administrator, authorized a job audit to be conducted for the position of
Animal Shelter Operations Manae:er. Personnel staff completed the audit on October 31, 1994
(attached). Deborah Biggs, Director of Animal Control, has reviewed the audit and concurs
with its recommendations.
Seven (7) agencies were surveyed. Recommendations are on page 2 of the audit. The cost of
the recommended salary increase for the first year, including 18.05 % for variable benefits which
rise with salary is $38,029.
Funding will be accomplished with proceeds from the three-year contract with the City of
Fontana for animal control services. Therefore, there will be no additional cost to the City's
general fund.

I. BACKGROUND:
On August 30, 1994, Deborah Biggs, Director of Animal Control, sent a memo (Exhibit
"A") to Shauna Clark, City Administrator, requesting that the Personnel Department be
authorized to perform ajob audit for the position of Animal Shelter Operations Manager.
The memo discussed the 1atest recruitment for the shelter manager and the scarcity of
qualified applicants. Ms. Biggs believes that the salary range for this position is not
adequate to encourage qualified individuals to apply for the position.
The most recent recruitment for the position of Animal Shelter Operations Manager was
conducted during August of 1994. Prior to opening the recruitment, the job description
(Exhibit "B") was revised by Personnel staff to include updated minimum qualifications
and approved customer service language. Also, physical requirements of the position
were listed, in order to be in compliance with the Americans With Disabilities Act
(ADA). However, despite a special mailing to other cities, the number of applications
received during recruitment was insufficient to make a decision to appoint a candidate
to the position.
n. ANALYSIS:
Personnel staff surveyed various cities and counties in California which provide animal
shelter services. A majority of Southern California cities do not have their own animal
shelter facility. These services are either contracted out to a private company or
provided by a county facility which services various cities within that county. San
Bernardino County provides partial services in some parts of the county. However,
much of the!r work is contracted out to private agencies.
Seven (7) agencies were surveyed for a classification similar to the City of San
Bernardino Animal Shelter Operations Manager. A comparison was made on the basis
of minimum qualifications and duties of each position and salary ranges. All of the
survey agencies were in Southern California, with the exception of the Peninsula Humane
Society in San Mateo, California. This agency was used in the study because of the
similarity in duties and organization of their Shelter Services Operations Manager to the
City's Animal Shelter Operations Manager.
Results of the survey are shown in Exhibit "C." Salary ranges among the agencies
started at S2,1511month at Step I and ended at S4,087/month at Step 5. This represents
an increase of approximately 16.5% at Step I and 25.5% at Step 5, above the current

m. CONCLUSIONS & RECOMMENDATIONS:
Based on the survey data, the following is recommended:
Upgrade the salary of the Animal Shelter Operations Manager in order to recruit and
retain qualified employees. The closest range to the average survey salary is Range
2356, ($2,619/month - $3,184/month). This represents a 16" increase at Step 1 and
Step 5, over the current salaries.

The actual cost for the first year, assuming that the candidate appointed to the position
begins at Step I, is as follows:

Step 2 = $2,750 x 6 months = $16,500

The annual salary differential between the current salary range and the proposed salary
range is:

According to Deborah Biggs, Director of Animal Control, funding for this upgrade will
come from proceeds of the contract with the City of Fontana for anima1 control scrvic:es.
The contract with Fontana is for three years, beginning in March of 1994. The revenue
generated during the first year is $264,000. Revenues will increase in the second and
thin! years.
Therefore, there will be no additional cost to the City's general fund by implementing
this salary increase for the Animal Shelter Operations Manager.

We recently recruited for the position of Animal Shelter Operations
Manager. We mailed 331 flyers in addition to advertising avenues
normally used by Personnel. We received four (4) applications for
this position - two (2) promotional and two (2) open. The two (2)
open candidates did not meet the MQ's, leaving only two (2) in-
house candidates for this position.
I received approximately six (6) inquiries on this position from
those in the field. The comment I heard from each person was, "I'd
like to apply but the salary is too low". I know three of the six;
they are highly qualified.
The starting salary for Animal Shelter Operations Manager is
$2255/month which is $56/month lower than the present four (4) San
Bernardino Animal Control Officers and our Animal Health
Technician. Because the Animal Control Officers are guaranteed
overtime (average 4 hours/month), the Operations Manager will be
even further below the potential salary of hiS/her Subordinates.
I was contemplating the possibility of eliminating the Operations
Manager by creating two (2) "working supervisory" positions, such
as Pield Supervisor and Shelter Supervisor or Administrative
Assistant. The problem of salaries, however, still remains. In
addition, we would be paying "double benefits". This option does
not appear to be cost effective.
I would, therefore, like to request that the Personnel Department
be allowed to do a job audit for this position to ascertain if the
city's salary and job duties for this position are in line with
other agencies in our field. If we do not do a job audit and
continue with the testing process for this position, the
possibility remains that the "list" can be thrown out, as three (3)
constitutes a list and we only have two (2), applicants. We could
re-recruit, only to face the same turn-out, due to the salary.

If you approve a job audit, we should have a better idea of how we
want to pursue the filling of this position. Should the salary
increase, it would come from proceeds of the Fontana Contract.
There is already some salary savinqs due to the position beinq
vacant. The position will remain vacant for at least another two
months if we do a job audit and new recruitment.

Under general supervision, supervises and coordinates the City
Animal Shelter and animal control field operations I and performs
related work as required.
REPRESENTATIVE DUTIES
Provides courteous and expeditious customer service to the general
public and city department staffs.
Supervises and coordinates personnel engaged in the enforcement of
federal, state, county and City ordinances governing animal
licensing, quarantine, vaccination, impounding, care, destruction
and disposal of animals I assists in planning and improving animal

I. Four years supervisory/managerial experience in the operation
of a full-service animal control programl or,
II. Seven years experience as an Animal Control Officer in the

in the City of San Bernardino.
