STAFF REPORT
Hughes Market was conditioned to install the Master Plan
Storm Drain along University Parkway, from College Avenue to
Varsity Avenue. Installation of the storm drain between these
limi ts would leave the section from Varsity Avenue to a point
350' to the south as the only missing link in the Master Plan
Storm Drain along University Parkway.
A proposal was made by Hughes Market that they extend
the storm drain over this 350 feet, and the City reimburse them
for the extra cost incurred. An estimate of $70,000 was pro-
vided for the City's share, but we estimated the cost at
$112,500.
Action was taken at the Council meeting of 9-20-93 to
allocate $112,500 to finance the City's share.
After the storm drain was completed, Hughes Market
submitted a request for payment in the amount of $125,677.52.
We have revie\"ed the costs incurred with Hughes Market, and
requested additional documentation. After reviewing these
items, we feel the requested amount is an accurate representa-
tion of the actual costs incurred by Hughes market for the extra
length of storm drain installed.
We recommend that the transfer
approved, in order to provide adequate funds

of the City I s share can be recovered by imposing a special
development fee as a condition of approval for development of
the adjoining parcel.
