Recommended motion:
That the Plan for Services for the proposed annexation of the territory located
on Southwest of the 1-215 Freeway and Southeast of the I-IS Freeway, known as
Proposed Annexation No. 344 is approved and the Director of Public Works is
authorized and directed to file same with the executive officer of the Local
Agency Formation Commission.

STAFF REPORT
On December 18, 1989, the Director of Public Works and the City Clerk were authorized
to proceed with the annexation of the territory generally located Southwesterly of the
1-215 Freeway and Southeasterly of the 1-15 Freeway. This annexation was initiated to
address the unincorporated area located between the City boundaries and the Cal-Mat
Annexation, which is directly adjacent to this proposal.
When the Local Area Formation Commission approved the Cal-Mat Annexation on October
20,' 1993, it was with the understanding that the City would contact the residents of
this area, since the Cal-Mat annexation left an approximately three mile long corridor
of unincorporated area. The area is primarily residential, but does contain some
commercial and light industrial uses. The City's General Plan has prezoned this area
as light industrial.
Two meetings were held with the residents of the affected area to discuss their
concerns. Only about 27 of the 218 residents attended these meetings.
Several of the residents requesting annexation to the City, circulated petitions.
These petitions represent approximately 73l of the registered voters in this area. On
10/17/94, the petitions were filed with LAFCO by the petitioners.
A survey was sent to various departments, requesting information regarding any special
problems or unusual costs that would be incurred by the City due to annexation to this
area. None were noted.
Before LAFCO can proceed with this proposal, the City must file a Plan for Services
basically enumerating the services that would become available to the area upon
annexation. Since annexation of this area would allow for a more efficient delivery of
services and would be beneficial to the City in the long term, we therefore recommend
approval of the Plan for Services, a copy of which is attached hereto.

FOR THE AREA GENERALLY LOCATED soutllWESTERLY OF THE 1-215 FREEWAY, AND
SOUTHEASTERLY OF THE I-IS FREEWAY.
The mayor and Members of the Common Council of the City of San Bernardino agree
and desire to annex the above described territory to the City of San Bernardino,
for the following reasons:
1. The territory proposed to be annexed is contiguous to the corporate
limits of said City on three sides.
2. The incorporation of this territory will help contribute to and
facilitate the orderly growth and development of the existing City area and the
territory proposed to be annexed. This proposed annexation is within the sphere
of Influence for the City of San Bernardino.
3. This annexation will also help to provide a uniform and orderly manner
of growth, planning and zoning of lands, and the subdivision of lands therein in
such a manner most conductive to the welfare of said City and the area proposed
for annexation.
4. The City of San Bernardino has planned for providing all typical City
services to the area under consideration for annexation. The following is an
enumeration and description of services which will be extended to the affected
territory, which describes the level and range of such services that will be
provided, as well as the feasibility of extending such services and any
improvements that will be required ~ the City, along with a description of when
the service will commence and the financing of such i.provements and services and
any conditions imposed by the City.
a) Planning, Zoning, Code Enforce.ent and Building Inspection
The City shall provide these services in conformance with appropriate
Government Codes and City Ordinances as well as following the City's
General Plan for zoning and subject to the provisions of City's
Development Code. This function is supported ~ City taxes and
appropriate zoning, building and permit fees.
This area was pre-zoned under the City's General Plan Amendment in
1989, and generally designates land uses of IL (Light Industrial), IH
(Heavy Industrial) and IE (Industrial Extractive). Any present land
use in the proposed area that is legal conforming under County of San
Bernardino zoning and land use regulations, but conflicts with the
City's regulations, would be "grand-fathered."
b) Parks and Recreation - The area proposed for annexation will
have no impact on park or recreational facilities or prograllS, and no
additional services will be required as a result of the annexation.
The cost to the taxpayer within the proposed annexation will be
collected through the City taxes and ~ required fees charges to
those individuals who wish to participate in City-sponsored
recreational activities where charges and fees are applicable.
c) Library Service - It is important to note that the resources
of the entire library system are readily made available to the
proposed annexation, including the Central Library located at 6th and
"E" Streets. The cost for these services are paid through City taxes
and become available immediately upon annexation.

d) Public safety, Police - The San Bernardino Police Department is
authorized a complement of 273 sworn officers and approximately 144
civilians not counting 72 school crossings guards.
The Patrol Division maintains 12 beat areas of the City. The
Division presently averages 24 Police units on patrol 24 hours a day,
counting supervisory and traffic personnel, and with a minimum on 12
patrol officers on duty at any time.
The Detective Division has 32 sworn officers and works from 6:00
a.m. to 5:00 p.m. daily, Monday through Friday.
The Services Division maintains all records and identification
and provides support services to the other two Divisions on a 24 hour
a day basis. The cost for these services are paid through City taxes,
and become available immediately upon annexation.
e) Public Safety, Fire, Paramedic and Rescue Fire protection
services will be provided upon annexation and the affected residents
will be provided with a Class 3 rated Fire department with eleven
(11) different fire stations to respond. A typical structural fire on
the first alarm deploys two (2) engine companies, one (1) ladder
truck company, a paramedic squad and one (1) Battalion Chief. In
addition to fire protection, the City also has a minimua of four (5)
paramedic units on duty 24 hours a day. Each unit haa two (2)
paramedics each, giving a total of eight (10) paramedics on duty at
all times. The closest station to the proposed annexation area is
Fire Station No.5, located at 1640 Kendall Drive. The cost for fire
suppression services are paid through the City taxes and become
available immediately. Paramedic Fees are $24 per year per household,
or $100 to $200 per call (which is reimbursable under most health
plans). Residents have the option of paying wither the $24 per year
flat fee or on a per call basis.
f) Public Safety, Allbulance Service - The City of San Bernardino,
under Ordinance No. 1967, franchise to Courtesy Ambulance Company as
the only medical transportation carrier within the City limits. The
rates are established by the above ordinance and fees are paid by the
user.
g) Water and Sewer services - The area is currently served by City
of San Bernardino Municipal Water. Currently there are is no sewer
service in the area. The treatment, disposal and reclaaation of
wastewater is processed by the City of San Bernardino's Treataent
Plant. Sewer services would be available to the residents of the area
upon annexation. The methods and availability of installing of sewer
mains would vary, as would the financing for such projects ( paid for
by developers in the area, assessment districts. City funds, etc.)
h) Public Utilities - Electricity, Gas and Telephone services
These services are currently provided to the project area. The City
will allow service to continue upon annexation under present
franchise agreements between the various utility companies. The rate
structure and cost to the property owners are controlled by the
Public Utilities Commission and any expansion of future service will
be created by the request of developers and/or property owners.

i) Solid Waste, Collection and Disposal - When the area is annexed,
the City will provide service at that time. Also, if upon request,
the City will provide refuse service to the existing customers, or at
the end of the 5 year cancellation period, whichever comes first. the
current fee for twice a week pickup (residential) is $15.25 per
month. Commercial rates vary widely, depending on the type of
container and frequency of pickup. A 3 yard bin is $9.00 per month
bin rental plus $57.69 per month for once a week pickup. 1 20 yard
roll-off bin is $45.00 per month rental plus $258 per pickup.
j) Street Sweeping , lighting and maintenance Street sweeping is
currently done a twice a month basis. Street repair and/or
maintenance is done on an as needed basis. The costs for street
repair is paid through the City taxes. Street Sweeping and Street
Lighting are paid for through a City-wide Assessment District. The
annual assessment per single family residence is $65.05 per year
(This assessment also includes City-wide traffic signal maintenance
and graffiti removal). Commercial and Industrial property is assessed
for at the rate of four assessment units (One assessment unit=$65.05)
per acre. Vacant lots are assessed at .5 Assessment units per parcel.
other uses are assessed for various amounts as defined in the
Assessment District No. 994 Engineer's Report on file in the office
of the City Clerk. Inclusion in the Assessment District is not
automatic after annexation, since separate hearings .ust be held to
bring this area into the assessment district. The services, however,
become available immediately upon annexation.
k) Transit - Upon annexation, the bus service provided for this
area will remain under control of Omnitrans.
Omnitrans' long range transit plans are at the request of residents
in the area through their Councilperson or directly to Ounitrans.
Such change must have the approval of the City Council.
The short range transit plans calls for continuation of the present
service levels on these routes. Service level changes are made twice
a year, in January and in June, and are initiated at the request of
the City Council and/or Omnitrans planning staff.
5. Special Taxes In addition to the regular property taxes, an 8.5f.
utility tax is collected by the City to offset costs of the general services
provided. This amount is billed and paid through the respective utility's billing
process. As stated above, the area would also be subject to inclusion in the
City Wide Assessaent District, which will require a separate proceeding.
6. Conditions - There are no special conditions that will be imposed as
a result of this annexation.

Thank you for the opportunity to comment on the petition to annex the area between Cajon Blvd.
and 1-215 and Palm Ave. and I-IS. Public Services staff has reviewed the area and while no
special problems or unusual costs were identified, I felt it important to note that annual
maintenance costs that will be incurred by this department, should this area succeed in its request,
are estimated to be approximately $49,100 per year. An annexation cost estimate summarizing
these costs by service areas is attached for your records.
