Synopsis of Previous Council action:
On November 10, 1994, the Council Personnel Committee recommended this item for approval.
Recommended motion:
Mavor and Common Council
That the Mayor and Common Council approve staffing for the Rio Vista Community
Partnerships Project for a period of one year from the date of hire as follvws:
one (1) General Building Inspector, Range 1350, $2,541. - $3. DBB/month, total
compensation for one year including salary, six months at Step One and six months
at Step Two, and variable benefits of 18.05\, equals $36,895; and one (1) Fire
Prevention Officer, Range 1350, $2,541 - $3,088/month. total compensation for one
year is the same as for the Code Compliance Officer, or $36,895; for a total cost
of $73,790.
Communi~v DeveloDmen~ Commission
That the Community Development Commission approve in concept the Economic
Development Agency payment of $75.000 of debt service on the Economic Development
Agency's City Hall financing; and that staff be directed to prepare the necessary
Community Development Commission and Mayor and Common Council resolutions to
accomplish such payment from available tax increment revenues.

STAFF REPORT
Per an October 12, 1994 memo from Fred Wilson, Assistant City Administrator, staffing needs have
been identified to help implement the Rio Vista Project.
Background
The Gangs and Drugs Task Force, a county-wide group of leaders dedicated to reducing crime, violence
and substance abuse, formed a new committee entitled, "The Operations Committee," comprised of staff
members from five different agencies. The Operations Committee agreed to conduct their intervention
in a school community and recommended Rio Vista Elementary School as the target area for community
partnerships. A community survey was conducted to create an awareness of the Rio Vista Community
Partnerships, build community ownership and to identify perceptions about the neighborhood, the
services available, and the unique characteristics of residing in this area of San Bernardino.
Staffin~ Needs/Cost
According to Fred Wilson, two (2) positions will be needed for a one (I) year period, with funding
from the Economic Development Agency (EDA) to help implement this the Rio Vista Community
Partnerships project.
The two (2) positions include one (1) General Building Inspector and one (I) Fire Prevention Officer.
The cost of funding these positions for a period of one year is as follows:
. One (1) General Building Inspector, Range 1350, $2,541 - $3,088/month.
Total compensation for one year, including salary (six months at Step I
and six months at Step 2) and variable benefits of 18.05%, equals $36.895.
. One (1) Fire Prevention Officer, Range 1350, $2,541 - $3,088/month.
Total compensation for one year is the same as for the General Building
Inspector, or $36.895.
The total cost of the two positions for year one is $73.790. A budget will be established using
general fund monies which will be freed up by EDA funding a proportionate share of City Hall
lease payments. Once this arrangement is finalized, there will be no cost to the general fund.
An evaluation of the project will be conducted as the one-year funding period comes to a close.

FIRE PREVENTION OFFICER
DESCRIPTION
Under supervision, examines industrial, commercial and resi-
dential properties and places of public assemblage, to deter-
mine compliance with appropriate Fire Prevention Codes, regu-
lations and standards; assists in public education and infor-
mation programs; and performs related work as required.
REPRESENTATIVE DUTIES
Performs and participates in fire safety surveys and examin-
ations of industrial, residential and commercial properties;
locates and identifies existing or potential fire safety
problems and recommends -appropriate fire prevention/safety
measures and devices, including correcting hazardous condi-
tions, planning fire escape routes and promoting installation
of built-in fire protection; participates in fire safety
education programs, including conducting public presentations
for groups of owners and tenants of residential, industrial
and commercial properties and other groups or individuals
having a concern or interest in fire prevention/safety
information; prepares correspondence and reports; assists in
the preparation and distribution of pamphlets, brochures and
other public information material; collects, compiles and
tabulates information data; makes studies of fire safety and
makes recommendations to assist in budgetary preparation;
surveys occupancies for fire prevention and prepares
comprehensive reports; assists in preparation of graphs and
charts for analytical study; attends meetings and conferences
as directed; re-examines occupancies to determine progress
towards compliance with codes and policies; and operates a
City vehicle.
MINIMUM OUALIFICATIQNS
Completion of 30 semester units of college level courses in
liberal arts or science, and 1 year of experience in fire or
building examination. Additional qualifying experience or
education may substitute for each other on the basis of 12
months of experience equals 30 semester units.
Possession of a valid Class "c" California Driver's License.
GENERAL OUALIFICATIONS
Knowledae of:

Fire prevention practices and procedures as they apply to
residential, industrial and commercial properties.

to explain and interpret requirements and restrictions;
ensures the integrity and compliance of the structure from
soil testing, foundation laying, framing, rough and final
plumbing, wiring, heating, rOOfing, lathing and siding to the
~inished product; makes repeated inspections froll ground
breaking to the release for occupancy; uses individual
judgment in interpreting legal requirements, standards of
J:lethod, materials and workmanship and ensures effective
corrective measures; keeps inspection logs; issues notices
~or corrections, Stop Work Orders and citations, prepares
reports, testifies in court when litigation is instigated;
reads blueprints and specifications to ensure project confor-
mity; initiates minor field changes on contract projects not
inVOlving structural or architectural features; investigates
sign ordinance and building use violations; inspects and
approves water, gas, electrical and sewer connections, checks
building plans; prepares final inspection certificates;
inspects fire damaged structures, issues peraits, calculates
~ees; operates a City vehicle, assists in training of new
personnel; attends workshops and meetings; uses two-way
radio; and performs related work as required.
MINIMUM QUALIFICATIONS
Sixty (60) semester units (90 quarter units) of college-level
courses with emphasis in enqineering, mathematics and build-
ing inspection; and 2 years of experience performing duties
of a buildinq inspector, contractor or other journey level
crafts in the construction industry. I.C.B.O. certification
or additional experience may substitute for the education
requirements on a 1 year for 30 units basis up to 2 years.
