Synopsis of Previous Commission/Council/Committee Action(s):
April 19, 1993 - Mayor and Council and the Community Development Commission approved
a contract with 1. F. Davidson to design directional signage program for downtown.
October 7, 1993 - RDA Committee reviewed conceptual, and referred back to Staff to refine and
add additonal signs on west side of 1-215.
November 10, 1994 - RDA Committee reviewed and moved to forward to the Community
Development Commission.

The downtown direction signs have been designed to reflect the Main
Street theme, to be clear and concise, direct pedestrian and
vehicular traffic in, out and around downtown. The signs are also
designed to be efficient, cost effective and low maintenance.

The following proposal to manufacture and install twenty-two (22) non-illuminated
directional signs at twenty-two (22) strategic locations represents what we believe
to be and effective solution in directing both the private and public sectors throughout
the downtown area.
Emphasis was placed on the following during the designing of this complete package:
1. Cost effectiveness without sacrificing quality while maintaining the
"MAIN STREET" theme.
2. Recognition - i.e. creating a "look" easily located and identifiable with
little or no effort by both foot and vehicular traffic.
3. Flexibility - regarding copy changes which are inevitable over a period of
time in any city.
4. Readability - as with recognition the readability should require little or no
effort in understanding.
5. Location - EXACT LOCA TlONS will not only offer directions into and
around the downtown area but placed as to allow the comfortable lane adjustments
(changes) should they be necessary.
Special emphasis was also placed on the ability to make adjustments to
a number of these signs due to space limitations, visibility restrictions or clearance
requirements yet maintaining "LOOK" conformation and maximum exposure.

6. Multi-Directional signage to service the highest possible percentage of
those entering the downtown area with consideration given to regular as well as first
time visitors.

Construction along with options or variations noted will be as follows:
All construction will utilize aluminum tubing and panels. Frame work will
consist of 2" x 4" rectangular tubing with 2" x 4" radius top section and horizontal
divider separating the directional section from identifying logo section. Logo will
consist of one (1) flat cut out aluminum "Arrowhead" centered within radius top
section - 2' height x 4' width. Computer generated vinyl copy identifying "MAIN
STREET" and the "DISCOVER DOWNTOWN" theme. Accent panels either side of
logo.
Directional section of sign will have an overall outside measurement of
3' x 4'. Sides to be a continuation vertical from above radius separated by horizontals
(top and bottom) creating frame. Aluminum panel insert with vinyl dividers allowing
four (4) 9" panels per sign face. 4" computer generated vinyl copy and directional
arrows throughout.
Base or support structure will consist of one (1) 4" x 4" x .250 aluminum
square tube with 314" square tube aluminum decor spaced at 314" either side.
(OPTION: Center mount sign will receive two (2) rolled decor sections
creating scroll appearance. "SIDE" or "FLAG MOUNT" option will receive a single
rolled section and single straight section. Rolled or scrolled piece placed directly under
sign frame per print.)
All copy and arrows computer generated as noted above and reflective
3M vinyl. Copy and arrow color - black applied to white background - structure color
to match existing Main Street green 100%.
INSTALLA TIONS will require access by crew and equipment. All locations
approved by authorized representative at "Main Street" and marked prior to crew
arrival.
NOTE: All signs will be bid as single face directional signs concerned primarily with
"IN BOUND" traffic. This in turn creates an opportunity to utilize the backside of the
3' x 4' directional. Applications could include: Coming Events, Advertising Space,
Directional Information, etc.

side of . 125 panel. Top section including radius, notched to accept flat cut out
aluminum. 125 decor. (Arrowhead and side pieces) vinyl copy computer generated.
Main Street and Discover Downtown on Arrowhead.
3/4" x 3/4" square tube decor stripes on 4" x 4" .250 base pole. Install to concrete
base direct burial. Colors of structure to be determined.

Install will require access by crew with install sites clearly marked prior to arrival. No
concrete or asphalt removal. Dirt install.
Permits, civil or structural engineering if required would be additional to this estimated
price. Approximate cost: Manufacturing, Tax and Install.....

We have reviewed the Directional Sign Program proposed bv Quiel
Brothers, and have the following comments:
1. A Public Works Construction Permit will be needed for these
signs. The fee is set at 4% of the estimnted construction
cost. Our Construction Inspector will "ork with Quiel
Brothers to determine the precise location of the signs.
2. A minimum clear side~lalk width of 4 feet will need to be
maintained, in order to provide handicap access.
3. A minimum clear distance of 2 feet 'viII need to be main-
tained from the edge of the sign frame and curb face. This
could be facilitated if the sign post was off-'set to one
edge of the sign face, as shown in one of the concept
drawings.
4. A notice Vlill need to be submitted to Underground Service
Alert, in order to afford the utility companies to mark
their facilities.
5.
We assume that the Economic Development Agency
maintain oVlnership, and will assume responsihilitv
maintenance and graffiti removal.
