SUBJECT
Preliminary review of the Urban Area Security Initiative (UASI) Grant.
BACKGROUND
The Department of Homeland Security designated the City of San Bernardino as a high-
threat urban area, meaning that the City of San Bernardino can compete with other
regions for DHS funds earmarked for the Urban Area Security Initiative. UASI funds
address the unique multi-discipline planning, operations, equipment, training and exercise
needs of high-threat, high-density urban areas, and help them prevent, protect against,
respond to and recover from acts of terrorism. Although the primary thrust was directed
towards acts of terrorism, the benefits are applicable to other types of incidents within the
all-hazard spectrum.
The City of San Bernardino is a member of the newly formed Riverside Area UASI in
cooperation with the cities of Riverside and Ontario. The Riverside UASI is one of six
California UASI's which includes:

Los Angeles-Long Beach
Tier IL• Anaheim-Santa Ana
Sacramento
San Diego
Riverside
Since January 21, 2008, City of San Bernardino Fire and Police Departments have
participated in an accelerated process to develop the grant application for 2008. The
following actions have been completed:
• Develop a Governance Document
• Develop an Approval Authority
• Develop a Steering Committee
• Develop the Defined Urban Area
• Develop and Urban Area Working Group
• Develop an Urban Area Homeland Security Strategy
• Develop Investment Justifications for Homeland Security Strategy
• Develop FY'08 Grant Application
The terrorist attacks of 9/11 was the origin of the UASI grant program; since 2001, other
events including pandemic influenza threat, and the 2005 hurricane season have
influenced strategy with respect to catastrophic event preparedness. As a result, the

current UASI framework addresses preparedness for other catastrophic events, provided
the benefit is also applicable to acts of terrorism.
Key Points:
• The approval authority approves UASI grant programs, and resides with the City
Manager Office for Riverside, Ontario, San Bernardino, and the Chief Executives
for Riverside and San Bernardino County
• The steering committee is responsible for policy and programmatic
recommendations, and is composed city fire and police representatives, and
representatives from both counties
• The working group is composed of first responder disciplines, public and private
stakeholders,who develop project proposals, and implement approved projects
• National preparedness priorities include implementation of the National Response
Framework, and the National Incident Management System; expand regional
cooperation; implement the National Infrastructure Protection Plan
• Specific priorities include: (a) Strengthen information sharing and collaboration;
strengthening Chemical, Biological, Radiological/Nuclear, Explosive (CBRNE)
detection, response, and decontamination capabilities. (b) Strengthen medical
surge and mass prophylaxis capabilities. (c) Strengthen emergency operations
planning and citizen protection capabilities

July 28, 2008 - DHS award released
August 1, 2008 — State of California Office of Homeland Security
allocations released
September 10, 2008— Sub grantee performance period begins
March 31, 2011 — Sub grantee performance period ends
On April 29, 2008, the Fire Department attended the Grants Ad Hoc Committee to
discuss the proposed UASI grant. The Grants Committee recommended that the Fire
Department submit the information to the Mayor and Common Council.
FINANCIAL IMPACT
UASI is a competitive federal grant application and award process, there is no matching
funds requirement. The burden of grant administration and acquisitions will reside with
the City of Riverside for the duration of the performance period. The grant award will not
be known until August 1, 2008.
