SUBMISSION OF A TRANSIT-ORIENTED DEVELOPMENT ("TOD") LOAN
APPLICATION TO THE STATE OF CALIFORNIA, DEPARTMENT OF HOUSING AND
COMMUNITY DEVELOPMENT FOR PROPERTY ACQUISITION - 555 NORTH "E"
STREET (CENTRAL CITY NORTH REDEVELOPMENT PROJECT AREA)
BACKGROUND:
The Transit-Oriented Development ("TOO") Housing Program was funded by Proposition IC, the
Housing and Emergency Shelter Trust Fund Act of 2006. Its primary objectives are to increase the
overall supply of affordable housing to the workforce, to increase public transit ridership and to
minimize automobile trips. The program seeks to accomplish these objectives by providing fmancial
assistance for the development of housing and related infrastructure near public transit stations. The
TOO Housing Program is authorized by Health and Safety Code Sections 53560-53564, adopted by
SB 1689 (Chapter 27, Statistics 2006). A total of $285 million will be made available over
approximately 3 years.
Under the program, low-interest loans are available to redevelopment agencies to acquire property and
to be used for gap fmancing, for rental housing developments that include affordable units, and as
mortgage assistance, for homeownership developments. In addition, grants are available to cities,
counties, and transit agencies for infrastructure improvements necessary for the development of
specified housing developments, or to facilitate connections between these developments and the
. transit station.
Research indicates that TOO is most effective in minimizing automobile trips and increasing public
transit ridership where there is substantial roadway congestion and convenient and reliable transit in
high density areas. For this reason, assisted developments must be located in areas with these
characteristics.
CURRENT ISSUE:
In 2008, the Federal Transit Administration ("FTA") awarded Omnitrans $14,600,000 to initiate the
sbX Bus Rapid Transit Line. The sbX Corridor will run between Kendall Drive and Palm Avenue in
the University Area, and extend southeast to the Veterans Administration Hospital in the City ofLoma
Linda. There will be 12 stops along the sbX Corridor. The Redevelopment Agency of the City of San
Bernardino ("Agency") TOO loan will provide funding to acquire property at the 5th and "E" Streets
stop.
Bus rapid transit in the form of sbX can serve as a catalyst for community improvements which build
on the improved access provided by the premium transit service. In turn, new development can foster
increased transit usage. This synergy between land use and transportation is a goal of the "livable
communities" or "smart growth" urban development philosophies. Smart growth can take the form of
TOO's in which a compact mix of uses may be provided within pleasant walkable environments
focused on transit stations. In addition, the FT A encourages the establishment of transit-supportive
land uses around transit facilities.

In planning the sbX, the urban design approach is to identify how the existing urban fabric along the
sbX Corridor can be transformed to a more transit supportive environment that also supports local
goals for development and revitalization. The conceptual plan for sbX alternatives primarily addresses
the area within the public realm (the public right-of-way) by inserting sbX in mixed-flow or exclusive
lanes at the curb and inserting stations along the sidewalk with transit and pedestrian amenities to
create a sense of place. Stations will be primarily located within existing transit supportive land uses
or in areas with potential for new or revitalized development.
ENVIRONMENTAL IMPACT:
The parcel acquisition is categorically exempt under the California Environmental Quality Act
("CEQA") Guidelines, Class 32, Section 15332(a). All CEQA actions will be addressed prior to
release of funds for the property acquisition.
FISCAL IMPACT:
This loan application is for $800,000 from the State of California Department of Housing and
Community Development ("State HCD") TOD Housing Program. These funds are to be paid back
from the proceeds of the sales of this property to a developer chosen by the Agency. There is no fiscal
impact to the Agency.
RECOMMENDATION:
That the Community Development Commission adopt the Motion.
