RESOLUTION NO. 32-96
RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING THE EXECUTION OF
AN AGREEMENT WITH ROBERT M. EPLER COMPANY, INC. RELATING TO CONSULTING SERV-
ICES FOR EMPLOYEES' GROUP INSURANCE PLANS.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
BERNARDINO AS FOLLOWS:
SECTION 1. The Mayor of the City of San Bernardino is hereby author-
ized and directed to execute on behalf of said City an Agreement with
Robert M. Epler Company, Inc. relating to consulting services for employees'
group insurance plans, a copy of which is attached hereto, marked Exhibit "A"
and incorporated herein by reference as fully as though set forth at length.
I HEREBY CERTIFY that the foregoing resolution was duly adopted by
the Mayor and Common Council of the City of San Bernardino at a regular
meeting thereof, held on the lst day of march
1982, by the following vote, to wit:

AMENDMENT TO AGREEMENT ON
EMPLOYEES' GROUP INSURANCE
OF JANUARY 5, 1978
As provided under Section 14 (Changes) of the above-named Agree-
ment, this Amendment is incorporated into such Agreement, and is
made and entered into this day of W/OUZ1982, by

and between the CITY OF SAN BERNARDINO, a municipal corporation,
hereinafter called "City," and ROBERT M. EPLER COMPANY, INC., a cor-
poration, hereinafter called "Consultant."
City hereby employs Consultant to perform the following tasks
for the City's group insurance program for the plan year December 1,
1981 to December 1, 1982. Consultant shall:
1. Monitor Medical experience, determine the amount of claim re-
serve liability accruing to the City under its self-funded plan,
and advise regarding any changes in required funding level.
2. Review the Medical benefit structure, advise regarding any sug-
gested revisions, and determine the impact of the revisions upon
the self-funded paid claims.
3. Provide assistance in solving any on-going problems with admin-
istration or claims handling of the City's group plan.
4. Evaluate and review expenses and claims administration proce-
dures of Blue Cross of Southern California and the Foundation
for Medical Care of San Bernardino. Provide preliminary report
regarding whether comparable services can be provided by some
other company or companies for a significantly lower cost.

5. Evaluate and review Individual Practice Association (IPA) Health
Maintenance Organizations for possible inclusion in the City's
benefit program.
6. Review the benefits, rates, and financial accounting of the
City's Life and AD&D plan with Standard Insurance Company.
7. Advise regarding Federal and State legislation, and the effect
of such legislation upon the City's benefit program.
City shall pay to Consultant a total sum not to exceed $6,425
for the above-named services, such payments to be in accordance with
the following fee schedule, said sum to constitute a full and com-
plete compensation for Consultant's services rendered hereunder:

In addition, City shall pay a sum not to exceed Four Hundred
Dollars ($400.00) for stenographic expenses, report reproduction and
travel. There shall be no other compensation payable to Consultant
hereunder, and Consultant shall be solely responsible for paying for
all expenses for services rendered to City.
Consultant shall only bill City for actual expenses incurred
and for actual time expended.

Term: This agreement shall be effective for the period
February 1, 1982 through December 1, 1982.
IN WITNESS WHEREOF, the parties hereto have executed this
Agreement on the date first hereinabove written.
