SECTION 1. Wickum Construction is the lowest responsible
bidder for: Construction of Bleacher Additions and Alterations to John
Fiscalini Field in Perris Hill Park, in accordance with Plan No. 7150, for the

total amount of $229,000.00, a contract is awarded to said bidder accordin9ly,
9
but such award shall be effective only upon the contract being fully executed
10
by the parties; all other bids therefor are hereby rejected; and the Mayor
11
is hereby authorized and directed to execute said contract on behalf of the
12
City; a copy of the contract is attached hereto, marked Exhibit "A" and
13
incorporated herein by reference as fully as though set forth at length.

SECTION 2. Execution and Amendments. This contract and any
15
amendments or modifications thereto shall not take effect or become operative
16
until fully signed and executed by the parties and no party shall be
17
obligated hereunder until the time of such full execution. No oral
18
agreements, amendments, modifications or waivers are intended or authorized
19
and shall not be implied from any act or course of conduct of any party.

ADDENDUM NO. ONE
FOR
BLEACHER ADDITION AND ALTERATIONS
AT
JOHN FISCALINI FIELD
PERRIS HILL PARK
PLAN NO. 7150
The contract plans and documents for this project are hereby amended as
follows:
1. SECTION 4 -- "CONSTRUCTION SCHEDULE AND COMMENCEMENT OF WORK, TIME
OF COMPLETION AND LIQUIDATED DAMAGES", is hereby changed to read as
foll ows:
4-1.01 -- Attention is directed to the provisions in Section
6-1 "Construction Schedule and Commencement of Work", in Section 6-
7.1, "Time of Completion", and in Section 6-9, "Liquidated
Damages", of the Standard Specifications and these Special
Provisions.
The Contractor shall diligently prosecute the work to
completion before the expiration of
50 Working Days
from the date of the "Notice to Proceed". It is the City's
intention for all work to be completed by April 3, 1987.
The Contractor shall pay to the City of San Bernardino the sum
of $ 500.00 per day, for each calendar days delay in finishing
the work in excess of the date prescribed above.
2. SECTION 6-1.06 "PAYMENTS" is hereby changed to read as follows:
Attention is directed to Section 9-3 "Payments", and 9-3.2
"Partial and Final Payment", of the Standard Specifications and
these Special Provisions.

Partial payments will be made for materials fabricated and
delivered to the job-site.
Final payment shall be made only after written acceptance of
the work by the City Engineer.
3. All riser boards for bleacher units "A", "B", "c" shall be gold
anodized.
4. Backrests and seats for stadium chairs, (Sections "A" and "B") and
backrests for plank-type seating (Section "C") shall be painted
with powder coat baked enamel in color, or colors as approved by
the Engineer.
Contractor shall submit a color chart to the Engineer for color
selection (5) five days after award of contract.
5. Sheets 3 through 6 covering Sections 2 through 6 of the Special
Provisions are hereby added to the Specifications.
All bidders shall indicate receipt of Addendum No. One in their bids.

SECTION 2
2-1 PROPOSAL REQUIREMENTS AND CONDITIONS
2-1.01 GENERAL Bids must be submitted on the proposal
form contained herein. All bids or proposals shall be signed,
sealed and accompanied by cash, cashier's check, certified check or
bid bond made payable to the City of San Bernardino, in the amount
of ten percent (10%) of the bid. Such cash, check or bond shall be
given as a guarantee that the bidder will enter into the contract,
if awarded to him. In the event the bidder, to whom the contract
is awarded, refuses to execute said contract, the use by the public
of the improvements will be delayed and the public will suffer
great damage. From the nature of the case, it would be extremely
difficult and impractical to fix said amount of damage. Therefore,
the City and the bidder agree that the proposal guarantee of 10% of
the bid shall be oaid to the City upon the conditions set forth
above as liquidate'd damages and not as a forfeiture. Bid bonds
shall be underwritten by a surety company having a rating in Best's
most recent Insurance Guide "A" or better.
SECTION 3
3-1 AWARD AND EXECUTION OF CONTRACT
3-1.01 GENERAL Award of the contract will normally be made
by the Mayor and Common Council at the subsequent Council Meeting
after opening of the bids. The bidder, to whom the contract is
awarded, shall file with the Engineer all required bonds and
insurance policies, and execute the contract, within 5 calendar
days after receiving notification of the award. Failure to file
the stipulated documents and execute the contract within the
prescribed time shall constitute good and sufficient grounds for
recession of the ward and payment of 10% of the bid to the City as
liquidated damages.
3-1.02 CONTRACT BONDS The Payment and Faithful
Performance Bonds shall be filed with the Engineer before the
contract is executed by the City in accordance with Section 2-4,
"CONTRACT BONDS," of the Standard Specifications.
SECTION 4
4-1, CONSTRUCTION SCHEDULE AND COMMENCEMENT OF WORK,
TIME OF COMPLETION AND LIQUIDATED DAMAGES
4-1.01 Attention is directed to the provisions in Section
6-1, "Construction Schedule and Commencement of Work," in Section
6-7.1, "Time of Completion," and in Section 6-9, "Liquidated
Damages," of the Standard Specifications and these special
provisions.

The Contractor shall diligently prosecute the work to

The Contractor shall pay to the City of San Bernardino the sum
of $500.00 per day, for each calendar days delay in finishing the
work in excess of the date prescribed above.
SECTION 5
5-1 LEGAL REQUIREMENTS
5-1.01 LIABILITY INSURANCE The Contractor's attention is
directed to Section 703, "Liability Insurance," of the Standard
Specifications, providing that the contractor shall furnish the
City with a policy or certificate of liability insurance as
prescribed therein, prior to execution of the contract.
5-1.02 WORKMEN'S COMPENSATION INSURANCE The Contractor's
attention is directed to Section 7-4, "Workmen's Compensation
Insurance," of the Standard Specifications, providing that the
contractor shall file a signed certification Certificate of
Workmen's Compensation Insurance before execution of the contract.
5-1.03 PAYMENT OF PREVAILING WAGE RATE The Contractor and
all sub-contractors shall pay each craft or workmen employed on
this project not less than the prevailing wage rates specified in
Resolution No. 12846 of the Mayor and Common Council of the City of
San Bernardino. The Engineer shall have the right to interview any
craft or workman on the project site in order to verify payment of
prevailing wage rates in accordance with Resolution No. 12846.
5-1.04 PAYROLL RECORDS The Contractor's attention is
directed to the following provisions of Labor Code Section 1776
(Stats. 1978, Ch. 1249). The Contractor shall be responsible for
the compliance with these provisions by his subcontractors.
(a) The contractor and all subcontractors shall keep an
accurate payroll record, showing the name, address, social security
number, work classification, straight time and overtime hours
worked each day and week, and the actual per diem wages paid to
each journeyman, apprentice. worker, or other employee employed by
him or her in connection with the public works.

(c) Each contractor shall file a certified copy of the records
enumerated in subdivision (a) with the Engineer on a weekly basis.
It will be the contractor's responsibility to submit the records
enumerated in subdivision (a) for all of his subcontractors, in
addition to his own employees. Failure to submit the records
enumerated in subdivision (a) on a timely basis shall constitute
good and sufficient reason for withholding the partial payment for
work accomplished.
5-1.05 BUILDERS RISK INSURANCE The Contractor shall
secure and maintain in force a Builders Risk Insurance Policy in
the amount of the contract price of all buildings that are included
in the contract award during the life of his contract. A copy of
the Builder's Risk Insurance shall be furnished to the City by the
Contractor.

SECTION 6
6-1 GENERAL
6-1.01 INCREASED OR DECREASED QUANTITIES If the total pay
quantity of any item of work, subject to the provisions in Section
3-2.2.1, "Increased or Decreased Quantities," of the Standard
Specifications varies by more than 25 percent, compensation payable
to the Contractor will be determined in accordance with said
Section 3-2.2.1 and these special provisions.
When the compensation payable for the number of units of an
item of work performed in excess of 125 percent of the Engineer's
estimate is less than $1,500 at the applicable contract unit price,
the Engineer reserves the right to make no adjustment in said price
if he so elects, except that an adjustment will be made if
requested in writing by the Contractor. Such Contractor's request
shall be accompanied by adequate, detailed data to support costs of
the item.
Should the total pay quantity of any item of work required
under the contract be less than 75 percent of the Engineer's
Estimate therefore, the Engineer reserves the right to make no
adjustment in said price if he so elects, except that an adjustment
will be made if requested in writing by the Contractor. Such
contractor's request shall be accompanied by adequate, detailed
data to support costs of the item.
6-1.02 SOUND CONTROL REQUIREMENTS The Contractor shall
comply with Chapter 8.54 of the City of San Bernardino Municipal
Code regulating and prohibiting loud. unnecessary and excessive
noises.

Each internal combustion engine, used for any purpose on the
job or related to the job, shall be equipped with a muffler of a
type recommended by the manufacturer. No internal combustion
engine shall be operated on the project without said muffler.
Said noise level requirement shall apply to all equipment on
the job or related to the job, including but not limited to trucks,
transit mixers or transit equipment that mayor may not be owned by
the Contractor. The use of loud sound signals shall be avoided in
favor of light warnings except those required by safety laws for
the protection of personnel.
6-1.03 LICENSE

6-1.04 EXTRA WORK Any extra work done shall conform to
the provisions in Section 3-3, "Extra Work ," of the Standard
Specifications. However, equipment rental rates shall conform to
State of California Business and Transportation Agency, Department
of Transportation, Division of Construction, "LABOR SURCHARGE AND
EQUIPMENT RENTAL RATES," latest Edition, unless the extra work is
done for a negotiated price. Change order for extra work must be
signed by the Contractor, Structural Engineer and approved by OSHA,
City Council before extra work can commence.
6-1.05 HOURS OF LABOR In the event that the Engineer is
required by the Contractor's operations to work more than eight (8)
hours in any given day, or more than forty (40) hours in any given
week, or on any Saturday, Sunday or Holiday, in the setting of
Lines and Grades or performing inspections, the Contractor shall
pay an amount to the City equal to one and a half (1 1/2) times the
Engineer's normal wages and fringe benefits. Such amount shall be
deducted from the next following progress payments.
6-1.06 PAYMENTS Attention is directed to Section 9-3,
"Payments," and 9-3.2, "Partial and Final Payment," of the Standard
Specifications and these Special Provisions.
No partial payment will be made for any materials on hand which
are furnished but not incorporated in the work.
Final payment shall be made only after written acceptance of
the work by the City Engineer.

NOTICE INVITING BIDS
NOTICE IS HEREBY GIVEN that the City of San Bernardino will receive bids
or proposals for:
BLEACHER ADDITIONS AND ALTERATIONS TO JOHN A. FISCALINI
FIELD IN PERRIS HILL PARK. IN ACCORDANCE WITH SPECIAL
PROVISIONS NO. 7150 ON FILE IN THE OFFICE OF THE CITY
ENGINEER. ROOM 405. CITY HALL.
Deliver all bids to the City Engineer's Office, Room 405, City Hall, 300
North "D" Street, San Bernardino, California, with the specification
title and number clearly marked on the outside of the envelope.
Said bids or proposals will be received up to the hour of 2:00 p.m.
Januart 16 , 1987, at which time all of said bids or
proposals w 11 be publicly opened, examined and declared in the City
Engineer's Conference Room, 405.
No bid will be received unless it is made on a proposal form furnished
by the City. All bids or proposals shall be signed, sealed and
accompanied by cash, cashier's check, certified check or bid bond made
payable to the City of San Bernardino, in the amount of ten percent
(10S) of the bid. Such cash, check or bond shall be given as a
guarantee that the bidder will enter into the contract if awarded to
him. In the event the bidder refuses to execute said contract, the use
by the public of the improvements will be delayed, and the public will
suffer great damage. From the nature of the case, it would be extremely
difficult and impractical to fix said amount of damage. Therefore, the
Ci ty and the bi dder agree tha t the above sum of 10S s ha 11 be pa i d to the
City upon the condition above set forth as liquidated damages and not as
a forfeiture. All bonds furnished pursuant to this notice must be
underwritten by a surety company having a rating in Best's most recent
Insurance Guide of "A" or better.
Pursuant to law, the Mayor and Common Council of the City of San
Bernardino, by Resolution No. 12846 and any and all amendments thereto
which are hereby referred to and made a part there of by reference as
fully as though set forth at length herein, have acertained and
determined the general prevailing rate of per diem wages, and of per
diem wages for legal holidays and over-time work for each craft or type
of workman needed in the execution of contracts under jurisdiction of
said Mayor and Common Council.
Said prevailing rates of wages shall conform to "General Prevailing Wage
Determination made by the Director of Industrial Relations," filed in
the Office of the City Clerk, which are made a part of said Resolution
No. 12846 and amendments thereto.
The Contractor may substitute securities for any monies withheld by the
Agency to ensure performance under the contract as provided for in
Section 4590 of the California Government Code and Section 10263 of the
California Public Contract Code.
It shall be mandatory upon the contractor to whom the contract is
awarded and upon any sub-contractor under him to pay not less than said
specified rates to all laborers, workmen, and mechanics employed by them
in the execution of the contract, and to prevent discrimination in the
employment of persons because of race, creed, color, or national origin,
as set forth in the provisions of Resolution No. 7414 of the Mayor and
Common Council of the City of San Bernardino.
No bid will be accepted from a contractor who does not possess a Class
"A" or "C-61" license issued pursuant to provisions of Chapter 9,
01Vls1on III of the Business and Professional Code.
The City of San Bernardino reserves the right to
bids. No bidder may withdraw his bid within 30
the date of the bid opening.
Plans and specifications may be obtained from the City Engineer's
Office, Room 405, City Hall, 300 North "0" Street, San Bernardino,
California 9241B, upon a non-refundable payment of $ 5.00 for each
set.

SECTION 2
2-1 PROPOSAL REQUIREMENTS AND CONDITIONS
2-1.01 GENERAL Bids must be submitted on the proposal
form contained herein. All bids or proposals shall be signed,
sealed and accompanied by cash, cashier's check, certified check or
bid bond made payable to the City of San Bernardino, in the amount
of ten percent (10%) of the bid. Such cash, check or bond shall be
given as a guarantee that the bidder will enter into the contract,
if awarded to him. In the event the bidder, to whom the contract
is awarded, refuses to execute said contract, the use by the public
of the improvements will be delayed and the public will suffer
great damage. From the nature of the case, it would be extremely
difficult and impractical to fix said amount of damage. Therefore,
the City and the bidder agree that the proposal guarantee of 10% of
the bid shall be said to the City upon the conditions set forth
above as liquidated damages and not as a forfeiture. Bid bonds
shall be underwritten by a surety company having a rating in Best's
most recent Insurance Guide "A" or better.
SECTION 3
3-1 AWARD AND EXECUTION OF CONTRACT
3-1.01 GENERAL Award of the contract will normally be made
by the Mayor and Common Council at the subsequent Council Meeting
after opening of the bids. The bidder, to whom the contract is
awarded, shall file with the Engineer all required bonds and
insurance policies, and execute the contract, within 5 calendar
days after receiving notification of the award. Failure to file
the stipulated documents and execute the contract within the
prescribed time shall constitute good and sufficient grounds for
recession of the ward and payment of 10% of the bid to the City as
liquidated damages.
3-1.02 CONTRACT BONDS The Payment and Faithful
Performance Bonds shall be filed with the Engineer before the
contract is executed by the City in accordance with Section 2-4,
"CONTRACT BONDS," of the Standard Specifications.
SECTION 4
4-1, CONSTRUCTION SCHEDULE AND COMMENCEMENT OF WORK,
TIME OF COMPLETION AND LIQUIDATED DAMAGES
4-1.01 Attention is directed to the provisions in Section
6-1, "Construction Schedule and Commencement of Work," in Section
6-7.1, "Time of Completion," and in Section 6-9, "Liquidated
Damages," of the Standard Specifications and these special
provisions.

The Contractor shall diligently prosecute the work to
completion before the 3rd Day of April 1987.
The Contractor shall pay to the City of San Bernardino the sum
of $500.00 per day, for each calendar days delay in finishing the
work in excess of the date prescribed above.
SECTION 5
5-1 LEGAL REQUIREMENTS
5-1.01 LIABILITY INSURANCE The Contractor's attention is
directed to Section 703, "Liability Insurance," of the Standard
Specifications, providing that the contractor shall furnish the
City with a policy or certificate of liability insurance as
prescribed therein, prior to execution of the contract.
5-1.02 WORKMEN'S COMPENSATION INSURANCE The Contractor's
attention is directed to Section 7-4, "Workmen's Compensation
Insurance," of the Standard Specifications, providing that the
contractor shall file a signed certification Certificate of
Workmen's Compensation Insurance before execution of the contract.
5-1.03 PAYMENT OF PREVAILING WAGE RATE The Contractor and
all sub-contractors shall pay each craft or workmen employed on
this project not less than the prevailing wage rates specified in
Resolution No. 12846 of the Mayor and Common Council of the City of
San Bernardino. The Engineer shall have the right to interview any
craft or workman on the project site in order to verify payment of
prevailing wage rates in accordance with Resolution No. 12846.
5-1.04 PAYROLL RECORDS The Contractor's attention is
directed to the following provisions of Labor Code Section 1776
(Stats. 1978, Ch. 1249). The Contractor shall be responsible for
the compliance with these provisions by his subcontractors.
(a) The contractor and all subcontractors shall keep an
accurate payroll record, showing the name, address, social security
number, work classification, straight time and overtime hours
worked each day and week, and the actual per diem wages paid to
each journeyman, apprentice, worker, or other employee employed by
him or her in connection with the public works.

(c) Each contractor shall file a certified copy of the records
enumerated in subdivision (a) with the Engineer on a weekly basis.
It will be the contractor's responsibility to submit the records
enumerated in subdivision (a) for all of his subcontractors, in
addition to his own employees. Failure to submit the records
enumeraled in subdivision (a) on a timely basis shall constitute
good and sufficient reason for withholding the partial payment for
work accomplished.
5-1.05 BUILDERS RISK INSURANCE The Contractor shall
secure and maintain in force a Builders Risk Insurance Policy in
the amount of the contract price of all buildings that are included
in the contract award during the life of his contract. A copy of
the Builder's Risk Insurance shall be furnished to the City by the
Contractor.

SECTION 6
6-1 GENERAL
6-1.01 INCREASED OR DECREASED QUANTITIES If the total pay
quantity of any item of work, subject to the provisions in Section
3-2.2.1, "Increased or Decreased Quantities," of the Standard
Specifications varies by more than 25 percent, compensation payable
to the Contractor will be determined in accordance with said
Section 3-2.2.1 and these special provisions.
When the compensation payable for the number of units of an
item of work performed in excess of 125 percent of the Engineer's
estimate is less than $1,500 at the applicable contract unit price,
the Engineer reserves the right to make no adjustment in said price
if he so elects, except that an adjustment will be made if
requested in writing by the Contractor. Such Contractor's request
shall be accompanied by adequate, detailed data to support costs of
the item.
Should the total pay quantity of any item of work required
under the contract be less than 75 percent of the Engineer's
Estimate therefore, the Engineer reserves the right to make no
adjustment in said price if he so elects, except that an adjustment
will be made if requested in writing by the Contractor. Such
contractor's request shall be accompanied by adequate, detailed
data to support costs of the item.
6-1.02 SOUND CONTROL REQUIREMENTS The Contractor shall
comply with Chapter 8.54 of the City of San Bernardino Municipal
Code regulating and prohibiting loud, unnecessary and excessive
noises.

Each internal combustion engine, used for any purpose on the
job or related to the job, shall be equipped with a muffler of a
type recommended by the manufacturer. No internal combustion
engine shall be operated on the project without said muffler.
Said noise level requirement shall apply to all equipment on
the job or related to the job, including but not limited to trucks,
transit mixers or transit equipment that mayor may not be owned by
the Contractor. The use of loud sound signals shall be avoided in
favor of light warnings except those required by safety laws for
the protection of personnel.
6-1.03 LICENSE

6-1.04 EXTRA WORK Any extra work done shall conform to
the provisions in Section 3-3, "Extra Work," of the Standard
Specifications. However, equipment rental rates shall conform to
State of California Business and Transportation Agency, Department
of Transportation, Division of Construction, "LABOR SURCHARGE AND
EQUIPMENT RENTAL RATES," latest Edition, unless the extra work is
done for a negotiated price. Change order for extra work must be
signed by the Contractor, Structural Engineer and approved by OSHA,
City Council before extra work can commence.
6-1.05 HOURS OF LABOR In the event that the Engineer is
required by the Contractor's operations to work more than eight (8)
hours in any given day, or more than forty (40) hours in any given
week, or on any Saturday, Sunday or Hol.iday, in the setting of
Lines and Grades or performing inspections, the Contractor shall
pay an amount to the City equal to one and a half (1 1/2) times the
Engineer's normal wages and fringe benefits. Such amount shall be
deducted from the next following progress payments.
6-1.06 PAYMENTS Attention is directed to Section 9-3,
"Payments," and 9-3.2, "Partial and Final Payment," of the Standard
Specifications and these Special Provisions.
No partial payment will be made for any materials on hand which
are furnished but not incorporated in the work.
Final payment shall be made only after written acceptance of
the work by the City Engineer.

SECTION 13125
GRANDSTANDS AND BLEACHERS
PART 1 - GENERAL
RELATED DOCUMENTS:
Drawings and general provisions of Contract, including General and
Supplementary Conditions and Division 1 Specification Sections,
apply to work of this section.
DESCRIPTION OF WORK:
GENERAL
The work to be performed under this contract includes all labor,
material and equipment necessary for the satisfactory installation
of all items of work defined in the plans and specifications. The
work consists of the following:
1. The fabrication and installation of three closed deck bleacher
units. Section A behind home base to be 57 feet long, with 13
rows of chairs and two stair aisles with chair seats 18 inches
wide. All aluminum frame understructure as shown on drawings.
Vertical columns to be of 2" x 2" square tube, with all floor
support members to be butt and lap welded to the square tube
vertical columns.
2. One section on the first base side (Section B) and one section
on the third base side (Section B') to be of the same general
specifications except that they shall be 10 rows high and 49'-
10" long. Each section to have chair seats 18 inches wide.
3. There shall be Section C behind the first base dugout, and
Section C' behind the third base dugout, as shown on layout
drawing. These sections shall both be 10 rows high, 50 feet
long, plank type seats with scalloped back rest and riser
boards.
4. The fabrication and installation of 2 bleacher units (Section D
and D') 51' long and 10 rows high, elevated, complete with
aluminum frame understructure, square aluminum tube, all floor
support members shall be butt and lap welded to the square tube
vertical column. Reuse and modifications to existing bleacher
seating to be utilized.
5. The modification, fabrication and installation of 2 bleacher
units (Section E' and F') 72'-0" long and 45'-6" long and 10
rows high, elevated, complete with aluminum frame
under structure, square aluminum tube, all floor support members
shall be butt and lap welded to the square tube vertical
column. Reuse and modifications to existing bleacher seating
to be utilized.

DESIGN AND WORKMANSHIP
Units shall be of attractive design, free from objectionable
projections and irregularities. They shall be first class
workmanship with particular reference to smoothness of exposed
bolts and nuts and freedom from all scratching, tearing, and
pinching hazards. Design to be approved by owners.
Product Data: Submit producer's or manufacturer's specifications
and installation instructions for following products. Include
laboratory test reports and other data to show compliance with
specifications (including specified standards).

a registered professional engineer, including complete details,
calculations, and schedules for fabrication and assembly of seating
and framing members, procedures, and diagrams.
PART 2 - PRODUCTS
MATERIALS:
I. ALUMINUM STADIUM CHAIR
EXTRUDED ALUMINUM: All aluminum parts of backs, seats,
standards and seat arms shall be extruded aluminum, Alloy 6063-
T6. No die cast parts will be acceptable.
FINISH
The chair should have an anodized finish with minimum
guaranteed thickness of .0004 inches, conforming to Aluminum
Association Standards AA-CZZA31, or a powder coat baked enamel
finish of a color approved by the Engineer.
BACK RESTS
Backs shall be of three aluminum members, each member being 2
1/2" wide by 1/4" thick welded into an end channel to form a
completed unitized seat. The members shall be properly spaced
to provide adequate ventilation and free air movement. The
seat numbers may be engraved in the top back rest member. All
edges of the sitting surface shall be generously radiused and
all corners shall be free of burrs and sharp edges.

SEATS
Seats shall be of extruded aluminum of 2 1/2" x 1/4" members
welded into end channels to form a completely unitized seat.
The members shall be properly spaced to provide adequate
ventilation. All edges at the seating surface shall be
generously radiused and corners shall be free of burrs and
sharp edges.
CHAIR STANDARDS
The chair standard includes the main support member, the
armrest, the backrest support members, and the main hinge
bracket. The main support member shall be 1 1/2" x 1 1/2"
square tube.
HINGES
Hinges shall be designed so that it shall pivot on a swiveling
and rotating one piece stainless steel bolt rotating in a
sintered bronze bushing. The entire hinge assembly shall be
impervious to moisture. The self-lifting function of the seat
shall be accomplished with gravity as the only operating force.
No springs or tentioning devices shall be used. The seat shall
fold to a 3/4 position.
II. PLANK TYPE SEATING WITH BACK RESTS:
All materials are extruded aluminum alloy 6063-T6. No die cast
parts are acceptable.
FINISH
The seat plank and backrest bracket shall have a silver
anodized finish with minimum guaranteed thickness of .0004
inches, conforming to aluminum association standards AA-CZZA31.
The backrest shall be anodized in either silver or gold, or
painted with powder coat baked enamel in color or colors as
approved by the Engineer.
All existing bleachers shall be disassembled, modified as
needed, then reassembled beyond Section C and C', in keeping
with Engineers instructions.
The design and fabrication of all bleachers complies in all
respects with all applicable local and state ordinances, laws
and regulations, and the Uniform Building Code.
The Bleacher understructure is of aluminum, and is capable of
supporting, in addition to their own weight, the uniformly
distributed minimum unit live loads and forces: 100 Ibs, per
square ft. of horizontal projection, seat and foot boards 120

lbs, per lineal foot; sway forces applied to seat, 24 lbs per
lineal ft. parallel to seats and 10 lbs. per lineal foot,
perpendicular to seats; a wind load of 30 lbs. per square ft.
of gross area of projected surface; and side and rear rails and
guard rail posts shall be designed for a horizontal force of 50
lbs. per lineal ft. applied to the top railing.
All mechanical equipment furnished complies with the California
Administrative Code, Title 8 (Industrial Safety Orders), Title
24 (State Building Standards Low) and Title 17 (Public Health).
III ELEVATED BLEACHERS
Seat Plank:
Seat planks shall be aluminum with a fluted, nonskid surface,
be a nominal 2" x 10" or minimum 1.5" x 9.25" 6063-T6 alloy
with silver anodized 204 R1 finish, conforming to Aluminum
Association Architectural Standard AA-C22A31.
Foot Plank:
Foot planks shall be of aluminum with fluted, nonskid surface
with minimum width of 18.5" of 6063-T6 alloy, mill finish.
Hardware:
Shall adequately connect seat and foot planks to the supporting
structure so as to transmit all live and sway loads to the
understructure members so placed to resist these loads
specified. The connecting hardware shall be steel hot dipped
or mechanical galvanized bolts and nuts, and aluminum clips.
Open ends of seats and foot planks shall be covered with
aluminum caps of matching finish, riveted to the planks.
IV RAILINGS
Guard Rails:
Guard rails to be the eight rail system in keeping with 1985
Uniform Building Code. Top rail to be 42" above rear seat
level. Chain link fence rail system will not be acceptable.
Upon the approval and the award of the contract, the successful
contractor shall submit three copies of working drawings and
calculations for all structures including all railing details
for review and acceptance prior to fabrication of bleachers.
Guard railings along the sides and back of the bleachers shall
extend 42" above the seat planks with open space between rails
set so that a 6" sphere will not pass between.
Side rail posts shall be of 2"x 2" x .125 aluminum capped with
aluminum caps welded into place.

PART 3 - EXECUTION
I. ALUMINUM STADIUM CHAIR:
INSTALLATION
SCOPE OF WORK: Installation is to be performed under the
direction of a capable installation superintendent. This is to
be done in a manner satisfactory to the Engineer.
METHOD OF INSTALLATION: The seating plan is to be reproduced on
the risers and/or treads, all dimensions checked against the
plan and the necessary adjustments made in the layout for any
discrepancies.

II PLANK SEATING WITH BACKRESTS
DESIGN
Bench seating shall be designed to support a vertical load of
240 pounds per 18 inches of seating length without permanent
deformation. Bench seating shall support 200 pounds per lineal
foot supported on six foot centers with no more than 1/4 inch
deflection between supports. Seats shall have a minimum wall
thickness of .078 inches, and shall weigh no less than 1.90
pounds per lineal foot.
Back rest shall be 1 extruded aluminum slat,S inches wide with
3/16 inch wall thickness.
Backrest shall be furnished in sizes as required to insure
proper aisle alignment in accordance with the plans.
Backrest bracket shall be an aluminum channel 1.5 inches wide x
.75 inches thick, bent to configuration as shown on attached
drawing.
CONSTRUCTION
The seat plank shall be attached to existing supporting frames
by using 4 way adjustable attachment clips with 1 5/8 inch long
bolt slot for ease of installation. The backrest bracket shall
be attached to the underside of the plank in the same manner.

The backrest shall be attached to the backrest bracket adapter
by using 1/4 inch "Prong less T Nuts."
CONFIGURATION
Bench seating shall be one piece extruded aluminum with a
minimum width of 11.25 inches, with two internal legs. Seat
surface shall have extruded serrations to prevent slippage and
glare. Ends of aluminum planks shall be capped with an
extruded aluminum end cap with a minimum wall thickness of .060
inches.
III ELEVATED BLEACHERS
BLEACHER DESIGN
All equipment furnished shall comply with requirements of the
Uniform Building Code; Title 24, State Building Standard, Title
17, Public Health and Safety; and the Uniform Fire Code.
The understructure of each section shall be of aluminum and
shall consist of a series of frames spaced at intervals no
greater than 6' and joined by means of aluminum sway braces
alloy 6061-T6 Each frame shall consist of vertical members,
adequate diagonal braces and horizontal members of bearing on a
level surface.
The bleachers shall be designed to support, in addition to its
own weight, a uniformity distributed live load of not less than
100 pounds per sq. foot. of gross horizontal projection of the
bleachers.
All seat and foot plank members shall be designed to support
not less than 120 pounds per lineal foot.
The bleachers shall be designed to resist, with or without live
load, a horizontal wind load of 30 pounds per sq. ft. of gross
vertical projection. They shall also be designed to resist in
addition to the live load sway forces applied to the seats, in
a direction parallel to the length of the seat plans, 24 pounds
perpendicular to the direction of the seats, 10 pounds per
lineal foot of seat plank.
Railings shall withstand a loading of 50 pounds per lineal foot
applied to top horizontal member making up the railing.
Under the above loads stated, stresses in aluminum members and
connections shall not exceed those specified for building type
structures by the Aluminum Association.
IV WARRANTIES
Manufacturer shall provide a written 25 year warranty against
all defects in materials. Installation contractor to provide a
written 2 year warranty against defects in workmanship.

Department of Public Works/Engineering Division, on file in the
Office of the City Engineer, which said Plans, Special Provisions,
and Specifications, are hereby especially referred ~o and by such
reference made a part hereof.
Article II - And the said contractor agrees to receive and
accept the following prices as full compensation for furnishing all
materials and doing all work contemplated and embraced in this
agreement; also for all loss or damage arising out of the nature of
the work aforesaid or from any unforeseen difficulties or
obstructions which may arise or be encountered in the prosecution
of the work and for all risks of every description connected with
the work; also for all expenses incurred by or in consequence of
the suspension of discontinuance of work, and for well and
faithfully completing the work and the whole thereof, in the manner
and according to the Plans and Special Provisions, and requirements
of the Engineer under them, to-wit:
Article III - The said party of the first part hereby promises
and agrees with the said contractor to employ, and does hereby
employ the said contractor to provide the materials and to do the
work according to the terms and conditions herein contained and
referred to, for the prices aforesaid, and hereby contracts to pay
the same at the time, in the manner, and upon the conditions above
set forth: and the said parties for themselves, their heirs,
executors, administrators, successors, and assigns, do hereby agree
to the full performance of the covenants herein contained.

Article IV - It is further expressly agreed by and between the
parties hereto that should there be any conflict between the terms
of this instrument and the bid or proposal of said Contractor, then
this instrument shall control and nothing herein shall be

amendments or modifications thereto shall not take effect or become
operative until fully signed and executed by the parties and no
