RESOLUTION OF THE CITY OF SAN BERNARDINO OFFERING A REWARD
FOR INFO~iATION LEADING TO THE APPREHENSION AND CONVICTION OF
PERSONS RESPONSIBLE FOR DAMAGING THE TEMPLE EMANU EL.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. Recitals
A. On the night of Thursday, January 8, 1981, the Temple
Emanu El, San Bernardino, California, was defaced and desecrated
when two swastikas were painted on the Temple entrance way.
B. On the night of Thursday, January 8, 1981, the Temple
Emanu El was damaged when a leaflet-wrapped rock was thrown
through a window in the front entrance of the Temple.
C. These actions are criminal actions and a sinister,
subversive and acrimonious attack upon a religious group.
D. These criminal actions also represent an effort to
undermine our country.
E. The apprehension and conviction of the person or
persons who committed these acts is necessary and desirable to
discourage and prevent similar acts from being committed in the
future.
F. The offer of a substantial reward for information
leading to the apprehension and conviction of the person or
persons who committed these acts would greatly enhance the prob-
ability that these persons would be apprehended and convicted.
G. Government Code Section 53069.5 provides authority
for the City of San Bernardino to offer and pay a reward for
information leading to the apprehension and conviction of the
person or persons who committed these acts.

SECTION 2. Reward

A. That the City of San Bernardino offer and pay a
3 reward of $5,000.00 for information leading to the apprehension
4 and conviction of the person or persons who defaced, descreated
5 or damaged the Temple Emanu El in San Bernardino on Thursday night
6 January 8, 1981.
7 B. That if said information is furnished by more than
8 one person, the reward shall be divided between the persons
9 furnishing said information in the same proportion as the infor-
10 mation is used for its stated purpose. The Chief of Police of
11 the San Bernardino Police Departmertt shall determine the distri-
12 bution of the reward and his decision shall be final.

C. No public employee who obtains the said information
14 in the normal course and scope of his employment shall be eligible
15 to receive any portion of the reward.
16 I HEREBY CERTIFY that the foregoing resolution was duly
17 adopted by the Mayor and Common Council of the City of San
