Recommended motion:
That the City Attorney be directed to prepare the appropriate docu-
mentation to establish a formal relationship with St. Bernardine
Medical Center for the purpose of facilitating the delivery of para-
medic services by establishing a Quality Improvement Plan and the
position of Medical Director as required by the provisions of Title
22, of the California Code of Records.

STAFF REPORT
The San Bernardino City Fire Department
proposes to establish, at no cost to the City,
a formal relationship with st. Bernardine
Medical Center. This relationship would focus
on the implementation of a Medical Director
and Quality Improvement Plan to facilitate the
delivery of paramedic service.
New revisions to Title 22, California Code of
Records, effective January 1, 1992 allow for
paramedic certification examinations to be
given every four years. Past practice
required testing every two years. Because of
this change EMT-paramedic service providers
must also have a Quality Improvement Plan
approved by the local E.M.S. Agency
(1. C. E.M.A.) . An emergency room physician
must oversee this plan as the Medical Director
of the EMT-P service provider agency.
. The Emergency Department Staff at st.
Bernardine Medical Center will assist the Fire
Department in developing our Quality
Improvement Program. They will provide a
Medical Director and on-duty . continuing
education programs for our paramedics and work
on improving communication between the Fire
Department and hospital staff. They will
identify areas of potential concern in patient
care and record keeping practices.
The Fire Department Training Officer manages
the Program and a paramedic liaison position
has been established and assigned to a shift
firefighter. This person will provide
internal monitoring of the program and work
with the hospital staff to identify needs,
develop and schedule training programs.
The effective date for implementation of this
program is scheduled for January 1, 1992.
Program has no additional impact on Fire
Department budget.
This program is mandated by Title 22. There
is an existing working relationship with st.
Bernardine Medical Center and the Fire
Department. A pro-active role in implementing
this program will prevent having another base
hospital or Medical Director Physician
assigned to us by the County.
