Synopsis of Previous Council action:
1/23/91 -- Council approved the waiver of fees for the 1991
Black History Parade.
Recommended motion:
That the Black History Parade scheduled for February 1, 1992, be
co-sponsored by the City as a promotional event and that Police
overtime costs, Public Services street sweeping costs, Park, Rec-
reation, Community Services labor/equipment costs and Traffic
Engineering barricade placement and manpower costs in the amount of
$14, 917.31 be waived.

STAFF REPORT
The San Bernardino Black Culture Foundation will be holding its
annual Black History Parade on February 1, 1992 and is asking for
financial assistance through co-sponsorship of the parade and the
waiver of fees normally charged for the use of City manpower and
equipment associated with an event of this kind.
The Park and Recreation Department estimates their costs to be
$4,755.44 for facility use (Encanto Park) and the acquisition, set-
up, take-down and return of all equipment (concession stand,
tables, chairs, bleachers and bunting) and the labor costs of 32
employees.
The Public Services Department estimates their personnel costs for
street sweeping after the parade to be $414.87.
The Police Department estimates their personnel costs for spectator
and vehicular traffic coordination to be $8,533.
The Engineering Department calculates the need for 114 barricades
and directional signs plus a $630 refundable deposit to be $1,214.
