As a result of the 1990 Federal Census, cities, counties and
states across the nation are faced with making changes to their
voting districts to assure that voters will be equally
represented in future elections.
General law cities are required to adjust boundaries of
councilmanic districts before the first day of November of the
year following the year in which the Federal census was taken.
Section Three (3) of our City Charter indicates that: "The
Mayor and Common Council by ordinance shall divide the area of
the City into seven (7) wards of approximately equal population
and thereafter shall periodically change the boundaries of the
wards to maintain them in compact form and as nearly equal in
population as possible, provided that such changes shall not be
made more than once in any two (2) year period nor within ninety
(90) days of any general municipal election."
Although our City Charter specifies no time limit within
which the ward boundaries must be adjusted after a Federal
census, the City Attorney's Office, in a legal opinion dated
August 12, 1981, concluded in part that "The statute requiring
general law cities to reapportion by November 1st of the year
following the year in which the census is taken is not expressly
binding upon the City of San Bernardino but should be used as a
guideline. .....
Therefore, following the 1990 Census, on April 15, 1991, the
Common Council appointed a Task Force to come back with options
for the redistricting of wards. This Task Force was comprised of
representatives from the Department of Planning and Building
Services, City Attorney's Office, City Clerk's Office, the

Management Information Systems Division1 City Administrator's
Office1 and the Planning Commission.
In late August the County provided the City with the graphic
map base needed to identify the census blocks throughout the
City.
During the months of September and October, Ruth Parish, our
GIS Coordinator, worked on rationalizing the map base with City
streets and changing it into polygons so that each census block
could be treated as an integral square.
On October 4, in house staff serving on the Task Force met
to review preliminary data.
The reconciliation of County figures was completed the third
week in November and the Task Force met again on November 25,
1991 to draft a projected timetable for completion of the
redistricting process. Since December, the Task Force has held
six meetings to go over possible changes.
Redistricting is the process of establishing new voting
boundaries to ensure that each district has approximately the
same number of votes.
The process involved:

3. Assigning Blocks1
4. Calculating Stats1
5. Displaying1
6. Accept or Revise1
7. Document the Plan.

The Council will need to decide whether or not it wishes to
hold a public hearing before adopting a final redistricting plan.
As indicated earlier, as a Charter City we were not required
to complete our ward redistricting by November I, 1991; however;
we should be prepared to complete the process as soon as
possible, but I would hope the Council would adopt its ordinance
redistricting ward boundaries no later than June 1992 since soon
thereafter planning will begin for the 1993 municipal elections.
