Synopsis of Previous Council action:
On June 3, 1989, the Mayor and Common Council adopted the General
Plan which included the land use Designation Map.
Recommended motion:
That the Mayor and Common Council Direct Planning staff to prepare
an analysis of a General Plan Map Amendment for the area
encompassing and surrounding the Casa Ramona Community Facility at
1524 W. 7th Street; and based on that analysis, make a
recommendation for a General Plan Amendment of appropriate parcels
to an appropriate designation.

STAFF REPORT
When the General Plan was adopted, the land on which Casa Ramona
and the Wests ide Medical Clinic are located was designated RMH,
Residential Medium High. This designation was adopted to
facilitate a Senior Housing project proposed on the site. The
designation has made Cas a Ramona Facility and the Medical Clinic
Non-conforming uses.
The Medical Clinic which is operated~san Bernardino County, is
in need of expansion due to State Regulations relative to the
number of clients served per size of the facility. However, the
expansion of a non-conforming use is not practicall for financing
and insurance proposes. Therefore, a change in land use
designation is necessary so the County may expand the facility in
compliance with state Regulations.
It is requested that the Mayor and Common Council Direct planning
Staff to:
1. Analyze the area encompassing and su~rounding Casa Ramona
to determine a more appropriate land use designation; and
2. Based on the analysis, make a recommendation for a General
Plan Amendment to change the designation for appropriate
parcels.
