CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION
Staff Report
Subiect: Resolution of the City of San Bernardino approving a budget amendment to transfer
funds from the Police Department's Background Investigations Account to increase the purchase
order for ballistic vests in the Materials and Supplies Account.
Backl!:round: A purchase order in the amount of $20,000.00 was issued to Adamson Industries
to purchase ballistic vests. Due to the number of police officers with expired ballistic vests and
expired detective's raid vests, it is necessary to increase the current budgeted amount by
$20,900.00.
When a ballistic vest expires, the manufacturer no longer warranties that item. Ballistic vests are
worn by all sworn and non-sworn personnel. The expiration date is five years from the
manufactured date of the vest. Also, due to the extreme heat in which officers wear these vests,
the materials break down over the years making them less effective. The ballistic vests are a
safety issue; therefore, it is imperative that this purchase order be increased to accommodate the
replacement of these expired vests.
Financial Impact: Funding source for $20,900 increase in purchase order is Account No. 001-
224-5505. Part of the monies in this account was budgeted for background investigations. The
amount remaining in this account after the transfer will be sufficient to cover the backgrounds
needed for the remainder of the fiscal year.
Recommendation:
1. That the Mayor and Common Council approve the Police Department's request for a budget
transfer/amendment in the amount of $20,900.00 from Account No. 001-224-5505 to
Account No. 001-224-5111.
2. That the Mayor and Common Council approve the increase of the current Purchase Order
No. #992851 from $20,000.00 to $40,900.00 to cover the cost of replacing expired ballistic
vests for police officers.
