POSITION JUSTIFICATIONS
The following are justifications for appointments, promotions and other personnel
actions to be reviewed by the Mayor and Common Council at the May 17,1999 Council
meeting.
CLASSIFIED
GENERAL FUND
1. Proarammer-Public Safety (SeDulveda. Cvnthia) - ADDointment
MIS
Cynthia Sepulveda is the fill of a CAD programmer dedicated to the Police
Department. The department needed and desired a full-time technical support
person to keep their CAD issues and enhancements moving forward. The Police
Department is funding this position with Police Evidence Impound Accounting
funding.
2. Account Clerk II (Schramm. Susan) - ADDointment
DEVELOPMENT SERVICES
This position was established when Public Works and Planning & Building
Services were combined to form the Development Services Department. One of
the goals when the department was reorganized was to streamline and improve
efficiency and consistency in the processing of financial items such as purchase
orders, payments to contractors and other suppliers, tracking of work orders and
project costs.
This position is a key to accomplishing that goal and handling the heavy
workload of such items. The position will also be responsible for recovering
department expenses by preparing billings to outside agencies and/or companies
for department services (Le., cooperative traffic signal billings to surrounding
cities, excavation permit fees).

(Reinstatements) PUBLIC SERVICES/FLEET
Based on the heavy workload in the Parts Room, it requires two (2) individuals
for coverage, the Automotive Parts Specialist and the Storekeeper. The work is
divided between the counter, providing parts support to the heavy and light
equipment maintenance functions of the Fleet Division and related duties of parts
management, including procurement, stocking, inventory control and billing.
Extensive research is often required to locate particular and/or unique parts

needed in the maintenance and repair of the extensive variety of vehicles and
equipment in the City fleet.
Operating without the Automotive Parts Specialist or the Storekeeper would
cause major disruption to the maintenance of fleet vehicles. One person cannot
effectively accommodate the demands required to supply parts in an expedient
manner.
