Backl!l"ound In 2005, Resolution 2005-16 accepted the COPS 2005 Technology Grant and authorized the expenditure plan of grant funds in accordance to the grant expenditure plan. Part of the expenditure plan included the purchase of Mobile Data Computers (MDC) to be used in police vehicles. The Panasonic CF-30 laptop is the standard MDC used by the PD. GTSI Corporation is the Original Equipment Manufacturer provider recommended by Panasonic. GTSI Corporation managed the original MDC project that upgraded a majority of the PO vehicles to the new MDC technology. GTSI Corporation has agreed to sell all of the essential MDC components under the terms of the Los Angeles City Fire Department competitive bid award with pricing at or below the LAFD awarded price. It is recommended that the City Council approve a sole source purchase for these Panasonic devices under San Bernardino Municipal Code Section 3.04.010.B.3 (Purchases approved by the Mayor and Common Council). It is requested that 12 Panasonic MDCs (and other related components) be purchased using funds from the COPS 2005 Technology Grant. Financial ImDact $65,799.81 for this purchase has been budgeted in COPS 2005 Technology Grant (Account #123-788-5704). BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: WHEREAS, GTSI corporation is a sole selected provider of Mobile Data Computer (MDC) equipment; SECTION 1. That the Director of Finance or hislher designee is hereby authorized to issue a purchase order for 12 Panasonic CF-30 laptop based Mobile Data Computers as configured in Quote QUT2205684 (a copy of which is attached hereto and incorporated herein as Exhibit "A") for a total of $65,799.81 to GTSI Corporation. The purchase order shall reference the number of this resolution and shall read "12 Panasonic CF-30 laptop based Mobile Data Computers. GTSI Quote QUT2205684. Not to exceed $65,799.81." SECTION 2. That the Mayor and Common Council authorize an exemption from the regular bid process in accordance with Section 3.04.010.B.3 of the San Bernardino Municipal Code.
