Description) N/A Finance: Council Notes: ~ Agenda Item No. I~ c c c CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION Staff Report Subject: Resolution certifying that the City of San Bernardino has the resources to fund the projects submitted for inclusion in the FY 2008/2009-2013/2014 Regional Transportation Improvement Program (RTIP) and affirming its commitment to implement all of the projects submitted in the program. Background: San Bernardino Associated Governments (SANBAG) has requested the submittal of projects by the City of San Bernardino for inclusion in the FY 2008/2009-2013/2014 RTIP. The RTIP program is updated periodically to promote planning and project awareness among various neighboring public agencies. In order for a project to be eligible for Federal funding, it must be included in the current RTIP. Inclusion in the RTIP, however, provides no guarantee a project will ultimately be funded. It is important to note that except as noted below, every project listed in the RTIP has already been approved in the CIP. SANBAG will review the proposed RTIP to ensure that it is financially constrained (i.e. funded in the CIP), with added emphasis on the first two (2) years of the RTIP (FY 2008/2009- 2009/2010). The list is then ultimately submitted to the Federal Highway Administration. Submission of the project list does not obligate the City to pursue the projects if priorities change. The Measure I, Development Fee, and road fund projects provided on this list meet the federal criteria of accomplishing improvements in mobility and air quality. SANBAG has advised the City that the proposed RTIP has been sent to SCAG and that no further changes can be made during this cycle. Staff, however, wishes to revise three (3) items on the list and Section (e) of the attached Resolution has been written to reserve San Bernardino's right to amend the RTIP at the earliest opportunity. The three revisions are as follows: 1. Delete Project ID 200051 "Visions 20/20 Bridge Crossings...." from the program. 2. Delete Project ID SBD31908 "(Campus Parkway) PepperlLinden Drive Kendall Drive...." from the program. 3. Delete Project ID SBD94118 "Arden Avenue - Pacific Avenue South to...." from the program. Financial Impact: All City projects included in the RTIP are either identified in the currently approved Five-Year Capital Improvement Program (CIP) or will be added in the upcoming budget year. Approval of this resolution will have no immediate financial impact. I RESOLUTION NO. 5 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF 6 SAN BERNARDINO AS FOLLOWS: 7 (a) WHEREAS, the City of San Bernardino desires to include the submitted projects in 8 the San Bernardino County Transportation Improvement Program; and 9 (b) WHEREAS, the City of San Bernardino warrants that full funding is committed and 10 available for projects submitted for programming in the first two (2) years (FY 2008/09 and 11 2009/1 0) of the Regional Transportation Improvement Program (R TIP); and that the City of San 12 13 Bernardino accepts responsibility for full funding of said projects and warrants that no additional 14 funding allocations beyond those already identified are required of SANBAG for the City of San 15 Bernardino to fully implement said projects, therefore, committing that the first two years of the 16 RTIP are financially constrained; and 17 18 19 (c) WHEREAS, projects programmed in years 2010/1 1-2013/14 are projects expected to receive future funding through anticipated revenues; therefore, all projects submitted for 20 inclusion in the first two (2) years (FY 2008/09 and 2009/1 0) of the RTIP are financially 21 constrained; and 22 (d) WHEREAS, the City of San Bernardino wishes to make the following changes and 23 plans to submit them at the next available opportunity: 24 25 26 27 28 I.
