Synopsis of Previous Commission/Council/Committee Action:
03-07-92 - An amount of $800,000 included on list of projects to be
financed from Tax Allocation Bond Funds (at Commission
Budget Priority Workshop) .
09-08-92 - Allocation of $800,000, from bond proceeds, approved to
finance costs of improvements on Highland Avenue.
09-08-92 - Resolution adopted authorizing execution of Design Reim-
bursement Agreement.
11-04-92 - Resolution No. 92-455 adopted authorizing execution of
Development Agreement No. 91-02.
03-08-93 - Plans approved and authorization granted to advertise
for bids, for permanent traffic signals, and installa-
tion of temporary traffic signals.
03-22-93 - Payment of $13,333, as City's and EDA's share, approved.
Recollllllended Motion:
That the plans for installation of street improvements, storm
drain, and traffic signals, on Highland Avenue at the Wa1-Mart
Development, in accordance with Plans Nos. 8801, 8918 & 8919, be
approved; and the Director of Public Works/City ineer be
authorized to Advertise for bids.

Approval of Plans and
Authorization to Advertise for Bids
Improvements on Highland Avenue
at Wal-Mart
Plans for the improvements on Highland Avenue have been prepared
by a Consulting Engineer, and the project is ready to be
advertised for bids. The project consists, in general, of in-
stalling improvements along the north side of Highland Avenue, a
curbed median, traffic signals at Boulder Avenue, and a storm
drain, generally between Piedmont Drive and Boulder Avenue.
Landscaping and irrigation facilities will need to be installed
within the curbed median, in order to complement the improvements
to be installed on the Wa1-Mart site. It is proposed that these
facilities be installed under a separate contract. The
landscaping will probably be done after Highland Avenue is relin-
quished by Caltrans to the City. In this event, a permit will
need to be obtained from the City of Highland, since a portion of
the medians south of the street centerline is within their juris-
diction.

All costs incurred for this project will be financed from the
$800,000 allocated from Tax Allocation Bond Proceeds, under
Account No. 650-0170.

Staff Report Continued:
The tentative schedule for this project is to advertise for bids
about 5-15-93, with a Notice to Proceed issued about 7-15-93.
This schedule should allow the improvements to be installed prior
to the Christmas shopping season.
Caltrans anticipates diverting traffic to the new freeway in mid
June. They then will need about 30 days to complete the required
pavement rehabilitation work, before Highland Avenue can be re-
linquished to the City. Therefore, Caltrans' schedule should
complement our anticipated start of work date on the Highland
Avenue improvements.
We recommend that the plans be approved and authorization granted
to advertise for bids.
