Initiation of a Development Code Amendment for Fencing and Residential Refuse Enclosures in
High Wind Areas.
Background:
After high wind activity in October 2007, the Legislative Review Committee (LRC) asked staff
to report on standards for fencing in high wind areas. Some residences in the Verdemont area
had vinyl interior fencing blown over. The LRC asked staff to survey other jurisdictions that
have similar high wind areas. That information was presented to the LRC on December 4, 2007.
Staff was asked to develop recommendations for fencing and residential refuse enclosures. Those
recommendations were presented to the LRC on January 8, 2008. The LRC concurred with the
recommendations and referred the matter to the Mayor and Common Council for initiation of a
Development Code Amendment.
Financial Impact:
Staff estimates that it will cost approximately $5,000 to process the amendment to the
Development Code. This includes advertising and mailing costs, not staff time.

At the Legislative Review Committee meeting of December 4, 2007, the committee discussed
fencing standards for new development in select cities that also have high wind problems. The
LRC directed staff to prepare a specific recommendation for the high wind areas in the City of
San Bernardino. In particular, the concern was with interior fencing; perimeter fencing is already
required to be decorative block wall.
Recommendation: Require new subdivisions (five or more lotslhouses) to provide structural
calculations for all fencing (interior and perimeter) to withstand wind loads of 100 mph for
projects located in the High Wind Area as shown on Attachment I. Decorative block will be
required for perimeter walls and decorative block and/or vinyl fencing can be used for interior
fencing. This can be accomplished through the Conditions of Approval, imposed by the Planning
Commission.
This recommendation will result in the details for both block walls and vinyl fencing to be shown
on the on-site improvement plans. Currently, only block wall details are required and vinyl
fencing is not reviewed. In addition, the recommendation for the wind load factor is new.
At the same meeting, the committee also asked staff to look into a refuse enclosure for single
family homes. Staff developed a standard drawing and submitted to the Integrated Waste
Management Division of Public Services for review and obtained their concurrence.
Recommendation: Require new subdivisions (five or more lots/houses) to provide a
residential refuse enclosure as shown on Attachment 2 for all houses located in the High Wind
Area. This can be accomplished through the Conditions of Approval, imposed by the Planning
Commission.
