STAFF REPORT
Subject:
Resolution awarding a contract to Pro Tech Corporation for Installation of Traffic Signals and Street
Improvements at Palm Avenue and Irvington Avenue (TC06-06), per Project Plan No. 12219.
Background:
This project involves the construction of traffic signals at the intersection of Palm Avenue and
lrvington A venue. Loop detectors, curb ramps, road signs and traffic striping will also be installed as
part of the project.
In fiscal year 2005-06, funding in the amount of $22,000 was budgeted in the Capital Improvement
Program (CIP) for design of a traffic signal at the subject intersection. The funding source was the
fair-share contributions of three development projects. The goal was to design the project and when
traffic signal warrants were met and funds became available for the signal installation, the project
would be bid.
The Traffic section of Public Works completed a traffic signal warrant study for the intersection and
found the warrants were met for a traffic signal. Additionally, the City council allocated $183,500 to
the project for construction costs when the CIP was approved for this fiscal year.
Plans and specifications for this project were completed and the project was opened to public bidding
on November 22, 2007. The project was advertised locally in the San Bernardino County Sun
Newspaper, F. W. Dodge, Construction Bid Board, High Desert Plan Room, San Diego Daily
Transcript, Sub-Hub Online Plan Room, Reed Construction Data, Bid America Online, Construction
Bid Source, Bid Ocean, the City's web sites, and with the San Bernardino Area Chamber of
Commerce.

STAFF REPORT - Continued
Based on review of the sealed competitive bids received, staff has determined that Pro Tech
Engineering Corporation of Corona Del Mar, the apparent low bidder, has met the minimum
requirements of the specifications and bid guidelines; and, therefore, recommends that the Mayor and
Common Council award the referenced contract to Pro Tech Engineering.
The estimated project costs are as follows:
$ 167,734.72
$ 25,105.07
$ 25 160.21
S 218 000.00
If approved, this project is expected to begin construction in March of 2008 and be completed by
September of2008.
Financial Impact:
A total amount of $164,515 is available in Account Nos. 263-483-5504-7661 & 250-370-5504-7661
(TC06-06) Palm Avenue and Irvinlrton Avenue Traffic SilZIIalleaving a funding shortfall of $53,500.
Staff is proposing to correct the shortfall by transferring funds from Account No. 263-483-5504-7486
(TC04-31) Little Mountain Drive and 48th Traffic Sil!llal.
Sufficient funds will remain in Account No. 263-483-5504-7486 (TC04-31) Little Mountain Drive and
48th Traffic Sil!llal to complete design; however, additional funding will be necessary to construct the
project. This project must wait for development to occur on the southwest comer and completion of
the associated street improvements. This location does not currently meet warrants for a traffic signal.
Recommendation:
1. Authorize the Director of Finance to amend the FY 2007/08 Budget by transferring $53,500 from
Account No. 263-483-5504-7486 (TC04-31) Little Mountain Drive and 48th Street Traffic Siona1 to
Account Nos. 263-483-5504-7661 & 250-370-5504-7661 (TC06-06) Palm Avenue and Irvimrton
Avenue Traffic Sil!llal. and
2. Adopt Resolution.

RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
BERNARDINO AWARDING A CONTRACT TO PRO TECH ENGINEERING
CORPORATION FOR THE INSTALLATION OF TRAFFIC SIGNALS & STREET
IMPROVEMENTS AT PALM AVE. AND IRVINGTON AVE (TC06-06), PER
PROJECT PLAN NO. 12219.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. Pro Tech Engineering Corporation, 3535 E Coast Hwy #325, Corona Del
Mar, CA 92625, is the lowest responsible bidder for the Installation of Traffic Signals and
Street Improvements at Palm Avenue and Irvington Avenue (TC06-06), per Project Plan No.
12219. A contract is awarded accordingly to said bidder in a total amount of $167,734.72,
with a contingency amount of $25,160.21, but such award shall be effective only upon being
fully executed by both parties. All other bids, therefore, are hereby rejected. The City
Manager is hereby authorized and directed to execute said contract on behalf of the City; a
copy of the contract is on file in the office of the City Clerk and incorporated herein by
reference as fully as though set forth at length.
SECTION 2. This contract and any amendment or modifications thereto shall not take
effect or become operative until fully signed and executed by the parties and no party shall be
obligated hereunder until the time of such full execution. No oral agreements, amendments,
modifications or waivers are intended or authorized and shall not be implied from any act or
course of conduct of any party.
SECTION 3. This resolution is rescinded if the parties to the contract fail to execute it
within sixty (60) days of passage of the resolution.
