Recommended motion:
1. That the classification of CATV Programming/Traffic Assistant be established, with the
salary set at $10.00 - $12. 16/hour. This is a part-time position in the Telecommunica-
tions Division.
2. That one part-time position of CATV ProductionlProgramming Assistant be deleted.
3. That the Personnel Department update Resolution 6413, Section Thirteen, and
Resolution 6433.

Per the request of Frank Keller, Cable Television Manager, the classification of CATV
ProgrammingITraffic Assistant is being established in order to more effectively implement
the scheduling and programming activities of the Telecommunications Division and provide
expanded services to the public.
A Cable TV survey revealed that a majority of respondents addressed the need to have
Channel 3 listed in the newspaper and/or TV Guide and the cable guides. Presently, KCSB's
daily program schedule is produced weekly. All TV Guide and cable guide listings require a
one-month advance programming schedule. The new position would allow the Channel 3
program ~hedule to b,e produced within the listing services' publication time frame.

The attached job description (Attachment A) fully describes the duties of this position. The
salary is being recommended at $10.00 - 12.16/hour, after surveying several jurisdictions
with similar positions.
At the present time, there are nine (9) budgeted part-time positions for CATV Production!
Programming Assistant (Attachment B). Five (5) of these positions are vacant. The salary
set for the CATV ProductionlProgramming Assistant is $6.50 - $7.89/hour.
It is proposed that one of the vacant part-time CATV Production/Programming Assistant
positions be deleted in exchange for the new CATV ProgrammingITraffic Assistant position.
Additional monies would be transferred from Account #107-105-53150, Professional!
Contractual Services to make up the difference. Therefore, the creation of this new position
will not adversely impact the 1993-94 fiscal year proposed budget for the
Telecommunications Division.
The proposed job description will be submitted to the Civil Service Board for approval at
their meeting of May 11, 1993.

CATV PROGRAMMING/TRUPIC ASSISTANT
JOB DESCRIPTION
Under general supervision, is responsible for all traffic and
cablecast facility scheduling, including preparation of daily
cablecast logs; organizing tape library; preparing monthly
programming schedules with input from the Cable Television Manager;
shipping and receiving cablecast videotapes; coordinating
activities closely with production and engineering staff; and
performing related work as required.
REPRESENTATIVE DUTIES
Provides courteous and expeditious customer service to the general
public and City department staffs.
Coordinates the requests for, and schedules the use of, 1/2" and
3/4" videotape machine for compatibility with on-air cablecasting
and recordings. Designs and implements organization of all
videotape library materials; develops and maintains strict
inventory control system of all videotape stock.
Assists, as needed, in securing programming for use as directed by
the Cable Television Manager; schedules and coordinates all
necessary recordings and related usages of cablecast facilities.
Maintains cablecast logs and related material from which reports
are compiled upon request.
Represents the division in interactions with the general public,
responding in a professional manner to inquiries regarding
programming information. Prepares monthly and long-range program
schedules as directed by the Cable Television Manager. Maintains
master long-range programming book. Routinely adheres to and
maintains a positive attitude towards city and Department goals;
and performs related duties as required.
MINIMUM OUALIFICATIONS
Graduation from high school or GED equivalent. One year experience
in video production, communication arts or related field. Prior
experience in television programming/trafficking preferred.
Computer experience helpful. Possession of a valid class "C"
California driver's license.
GENERAL OUALIFICATIONS
Knowledae of:
Program scheduling principles;
Principles of indexing and filing;
Report writing;
Video production systems and operation;
Playback systems and operations.

Understand and carry out oral and written instructions:
Operate a vehicle observing legal and defensive driving
practices.
Establish and maintain effective working relationship with
those contracted in the coarse of work.
See in the normal visual range with or without correction.
Hear in the normal audio range with or without correction.

ORGANIZATION RELATIONSHIPS
The CATV Programming/Traffic Assistant is a part-time position
within the Telecommunications Division and performs work under the
supervision of the Telecommunications Technical Coordinator and
Cable Television Manager. Positions in this class are assigned to
work various hours including weekends and holidays.
