STAFF REPORT
For the past several years Catholic Charities, Inc. Diocese of San
Bernardino has provided Senior Aides to city operated programs such
as Senior Nutrition and Senior Service Center operations. These
aides are provided to the city at no cost.

RESOLUTION NO.
RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING THE
DIRECTOR OF PARKS, RECREATION AND COMMUNITY SERVICES DEPARTMENT
TO EXECUTE AN AGREEMENT WITH CATHOLIC CHARITIES, INC. DIOCESE OF
SAN BERNARDINO. TO PROVIDE SENIOR AIDES TO CITY WORK SITES.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
SECTION 1.
The Director of Parks, Recreation and
Community Services is hereby authorized and directed to execute
on behalf of said City an agreement with the Catholic Charities,
Inc. Diocese of San Bernardino, relating to the placement of
senior aides at City work sites. A copy of said agreement is
attached hereto, marked Exhibit "A" and incorporated herein by
reference as fully as though set forth at length.
SECTION 2.
The authorization granted hereunder shall
expire and be void and of no further effect if the agreement is
not executed by both parties and returned to the office of the
City Clerk within 60 days following effective date of the
resolution.

Americans Jet, this JJqreenent is voluntarily entered into by

hereinaftlr referred to as the IlOst JJqency, and
Catholic Charities Ibc., Diocese of SIB 150 E. Olive St. c6 ~~4 ,
a subcontractor of the National COuncil of Senior Citizens Senior AIDES
PrDgrzm, hereinafter referred to as the Sponsor ~en::y.

The Host JJqency agrees to prcwide a safe and healthful work site for
each Senior Aide, to prcwide adequate orientation and trainiD3 necessary
to perfom assigned job duties in ac:c:ordance with a written job
desc:ripti~, to provide additional trainiD3 as opportunities oo::ur, and,
to the extent possible, to treat each Senior Aide as a regular IllElllber of
the Host ~ercy staff.
The H:lst JJqercy agrees to consider each Senior Aide for regular
enplo}'lllent, either full-time or part-time, when vacancies oo::ur in the
Host JJqency staff or lohen new positions are created.
The Host ~en::y unaerstands that the max imum 18rJ3th of time that a
Senior Aide may rEl'llain in the SCIe job assigment shall not exceed 24
months, except under limited circ::anstanc:eS which will be detemline:i by
the ICSC Senior AIDES PrDgrIlll. Moreover, the Host JJqency IX1derstands
that the Sponsor ~en::y reserves the right, following reasonable notiCB,
to reassign any Senior Aide at any time that reassigrment will increase
the Senior Aide'. opportunities for training or unsubsidized 8Ilployment,
or will otherwise serve the Dest interests of the Senior Aide, or will
better support the goals and objectives of the Senior AIDFS PrDgrzm.
The Host Jlgen::y agrees that no other national Title V project sponsor
will De prcwided . work site while this ~reenent is in effect.
The Host Jlgen::y agrees to abide by the hours and work s:hedules mutually
agreed to far each Senior Aide and to prcwide properly -prepared time
sheets, periodic perfozmanc:e ...,aluations, and other required doc:I.Inents.
In aaditiat, the Host ~ency agrees and understands that eac:h Senior
Aide will be required to attend periodic Senior AIDFS Project _tings
during re;ular working hours.

The Host )qency agrees to provide doC'.nentation of in-kind
contributions, if specified in an aeccnpanying letter of agreement.
Further, it is understood by t."le Host Jgency and t."le Spensor )qency that
any contribution, whether cash or in-kia!, by t."le Host 1J;err:y is purely
voluntary and is not a co~ition for t."le assigmlent of .any Senior Aide.
The Host 1J;ency certifies by this Agreenent that it is a govemnental
agency or is a non-profit agency ~ich is =rently certified as a
Section SOl (c) (3) organization under the Internal ReolenCl! Code.
!Urther, if the Host )qency is certified as a .Section SOl (c) (3) age.'XY,
a copy of that certification is attached or is on file with the Sponsor
1J;ency and is still in effect. The Host )qel'x:~{ agrees to infotlll the
Spcnsar 1J;err:y inmediately if t."le Sec:tion SOl(c) (3) certification is
changed.
The Sponsor )qeric:y agrees to reCruit, enroll, and assign a Senior. Aide
or Senior Aides to the Host Iqerr:y for the purpose of .engagin; in
pr=u:tive c:alIllIUl'Iity service 8IIpl~ent wit."l duties and tasks as
specified in a written job desc:dption.
The Sponsor )qency agrees to be responsible for all a:=i1'listrative and
fiscal controls of the Seniar AIDES Project and for paying wages an:'!
providing fringe benefits to each Senior Aide.
