SUBJECT
Resolution of the Mayor and Common Council of the City of San Bernardino authorizing the
Police Department to accept a California Seat Belt Compliance Campaign mini-grant from the
State of California Office of Traffic Safety in the amount of approximately $11,790.00.
BACKGROUND
On February 4, 2002 Resolution # 2002-58 was adopted, ratifying submittal of a grant
application to the Office of Traffic Safety for a traffic safety concepts grant. The State of
California Office of Traffic Safety (OTS) awarded the fuiIds for a two year traffic safety program
know as the San Bernardino Traffic Enforcement Program (S.T.E.P.). The focus is on education
and enforcement of driving under the influence, seat belt, child seat, and bicycle helmet
violations.
On July 15,2002, the Office of Iraffic Safety sent the Police Department notice that they are
currently awarding local law enforcement agencies funds through a mini-grant for increased seat
belt enforcement. The mini-grant is for overtime and reporting costs related to increased
enforcement, during two week long periods known as the California Seat Belt Compliance
Campaign (CSBCC). The mobilization periods are November 25 - December 1, 2002 and May
19-26,2003.
The CSBCC goal is to increase seat belt use statewide to 92% in 2003 through the combined
efforts of the California Highway Patrol (CHP), OIS, and local law enforcement. The strategy is
to focus public information and enforcement on persons who fail to use their seat belts. The CHP
will coordinate the public information element of the campaign for three weeks prior to, and
during the mobilization periods.
After careful consideration of balancing resources with needs, a deployment plan was developed
for the mobilization periods, consisting of one Sergeant, three Police Officers, and one Clerk.
Ihe total amount of overtime dedicated to this program will be approximately two hundred fifty-
five (255) hours, at an estimated cost of$13,100.00. There is a 10 % match required, bringing
the total of the grant award to approximately $11,709.00. Refer to the attached Detailed Budget
Estimate form (OIS-38e) for details.
On July 22, 2002 the Police Department submitted the completed OIS mini-grant application
requesting $11,790.00 in State funding. On August 8, 2002 OIS advised us that our application
was approved.
FINANCIAL IMPACT
The mandatory 10 % cash match will'be derived from the FY 02/03 budget, utilizing anticipated
savings in the Police Reserves account (# 001-213-5187). Based on funds available in that

account to date, there will be a sufficient balance to cover Police Reserve expenses for the
remainder ofFY 02/03.

OF APPROXIMATELY $11,790.00.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. The Mayor and Common Council of the City of San Bernardino hereby
authorize the Police Department to accept the State of California Office of Traffic Safety Mini-
Grant in the amount of approximately $11,790.00. The grant is for overtime and reporting costs
related to increased enforcement during the California Seat Belt Compliance Campaign.
Expenditures will be in accordance with the Office of Traffic Safety Detailed Budget Estimate
14 form (OTS-38e), contained in the Office of Traffic Safety Grant Agreement (OTS Project #
