Staff Report
Subject:
Approve the application for $72,000 in grant funds from the Recreational Trails Program (RTP) to
construct the proposed Pepper-Linden Cross Country Trail.
Background:
The Transportation Efficiency Act for the 21st Century (TEA-2l) provides funds to the State of
California for grants to state, local, and non-profit organizations to acquire, develop, and/or maintain
motorized and non-motorized trails. The RTP is administered at the federal level by the Federal
Highway Administration, and at the state level by the California Department of Parks and Recreation.
California's allocation for this grant cycle will be approximately $3.2 million. About $2.2 million will
be available for non-motorized trail projects and $1.0 million for motorized trail projects. Cities,
counties, districts, state agencies, and non-profit organizations with management responsibilities over
public lands are eligible to apply. The RTP is a matching reimbursement program that provides
up to 80% of the project costs. The deadline for submittal of the project applications is October 1,
2002.
The City is proposing to nominate one (I) non-motorized trail project for the current RTP funding
cycle. The trail location was recommended by City and Cal State University administrative staff at a
General Plan Update meeting to refme the trails and parks plans for the 5th ward residential and
University Districts. The proposed 1.0 mile multi-use ADA accessible bicycle/pedestrian asphalt trail,
which prohibits motorcycles, ATV's, and motorized scooters/skateboards, will generally follow
the proposed Pepper-Linden Drive (Campus Way) right-of-way to connect the Kendall
DriveN erdemont residential neighborhoods with the California State San Bernardino University
campus on Northpark Boulevard (see attached map). The trail project, which requires a 20% local
match, is listed as follows:

Financial Impact:
The maximum federal reimbursement ratio for any RTP project will be 80 percent. In accordance
with that requirement, the City would be obligated to allocate local matching funds of $18,000. It is
anticipated that the local match would come from the unallocated Gas Tax fund balance. Ongoing
trail maintenance would need to be assumed by either the City's Public Services and/or the Parks and
Recreation Department(s).

RESOLUTION NO.
RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO APPROVING THE APPLICATION FOR $72,000 IN GRANT
FUNDS FROM THE RECREATIONAL TRAILS PROGRAM (RTP) TO CONSTRUCT
THE PROPOSED PEPPER-LINDEN CROSS COUNTRY TRAIL.
WHEREAS, the Transportation Equity Act For the 21st Century provides funds to the
State of California for grants to state, local, and non-profit organizations to acquire, develop,
and/or maintain motorized and non-motorized trial purposes; and
WHEREAS, the State Department of Parks and Recreation has been delegated the
responsibility for administration of the RTP within the State, setting up necessary procedures
governing the project applications under the Program; and
WHEREAS, said procedures established by the State Department of Parks and
Recreation require the applicant to certify by resolution the approval of an application(s) before
submission of said application(s) to the State; and
WHEREAS, the City of San Bernardino will enter into an agreement with the State of
California to complete the following proposed RTP project which requires a 20% local match:

NOW, THEREFORE BE IT RESOLVED that the Mayor and Common Council of the
City of San Bernardino hereby:
1. Approves the filing of a project application for the Recreational Trails Program to construct
the proposed Pepper-Linden Cross Country Trail; and
2. Certifies that the City of San Bernardino has or will have available prior to commencement
of any work on the project included in this application, sufficient funds to operate and
maintain the project; and
3. Appoints the Deputy Director/City Engineer as the agent of the City of San Bernardino to
be designated as the Project Manager for the aforementioned RTP project.
