Staff Report
SUBJECT:
Resolution of the City of San Bernardino authorizing replacement of the Police and Fire
Department's Public Safety Dispatch computer/radio consoles.
BACKGROUND:
In December of 1989 the City approved the purchase of upgraded computer/radio consoles for
the Police and Fire Department's Public Safety Dispatch Center. These consoles have already
been through two major modification projects (1995 and 1997) to extend their useful service
period.
These consoles need to be replaced. They have exceeded their useful service life. The consoles
can no longer hold all of the necessary computer and radio equipment needed for each
workstation. The new consoles are ergonomically engineered with user controlled features that
help to reduce dispatcher fatigue and the likelihood of injuries. The new consoles provide the
necessary expansion room for current and future operations. The expected useful life of these
new consoles is fifteen years.
Watson Communication Console Furniture Company was deemed the best responder to an open
and competitive bid process recently completed by the Orange County Probation Department in
July 2002, for the replacement of their dispatch consoles. The open RFP (Orange County
Procurement RFP #PKZ0000029) was released to the public in March 2002. Montage Furniture,
Modular Systems Services, Inc, Costal Systems, Vision Business Products, and Watson
Communication Console Furniture participated in the competitive bid process for this award.
Watson Communications Console Furniture Company has certified, in writing, that the prices for
our replacement consoles match or are less than the items purchased on the Orange County
Probation Department bid award.
This product cannot be purchased through a local reseller since each company that manufactures
the item is also the supplier. There are no local vendors that manufacture this product.
FINANCIAL IMPACT:
The Public Safety Dispatch computer/radio console replacement will cost $89,006.05.
Details of the fmancials are in a separate item on this agenda.
RECOMMENDATION:
Adopt resolution.

RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING
REPLACEMENT OF THE POLICE AND FIRE DEPARTMENT'S PUBLIC SAFETY
DISPATCH COMPUTERJRADIO CONSOLES.
BE IT RESOLVED:
SECTION 1. That Watson Communication Console Furniture Company is a selected
source vendor for the replacement of the Police and Fire Department's Public Safety dispatch
computerlradio consoles having used the competitive bid from Orange County Probation
Department.
SECTION 2. That the Mayor and Common Council authorize the Purchasing
Manager to issue a purchase order not to exceed $ 89,006.05 to Watson Communication
Console Furniture Company as the awarded bidder to supply replacement consoles.
SECTION 3. The Purchase Order shall reference the number of this resolution and

shall incorporate the terms and conditions of the Quote, which is on file in the City Clerk's

Office. The Purchase Order shall read, "12 Watson Dispatch Consoles (Model Fusion 90*) as

described in Quote #0205 I 7WNID. Not to exceed $ 89,006.05."

SECTION 4. That the Purchasing Manager may solicit as needed, lease-purchase rate
quotes under existing Master Lease Agreements and to award a lease-purchase to the lowest
possible leasing company.
