POSITION JUSTIFICATIONS
The following are justifications for classified appointments, promotions and other
personnel actions to be reviewed by the Mayor and Common Council at the September
23, 2002 Council meeting.
CLASSIFIED
1-3. Animal Shelter Attendant (Grav. C.: Bailev. N.: Chin. 1.) - Appointments
ANIMAL CONTROL
The Animal Shelter Attendants clean, medicate, feed and care for all shelter animals.
They provide in person services to the public such as adoptions, redemptions, receiving
and general information with animals/problems. Filling this position will allow the
shelter staff to provide adequate care and treatment to the animals and bring the staff
levels to their full total. This individual has been certified by Civil Service and will be a
welcome addition to the staff.
22. Animal Control Officer (Mvers. 1.) - Promotion
ANIMAL CONTROL
The Animal Control Officer provides services to the community in the field. These
services include enforcement of state and city laws as well as stray animal apprehension,
dead animal removal, cruelty investigations and public education. Adding an additional
Animal Control Officer will help reduce the burden of the other officers in the City. This
will enable the Animal Control Officers to spend more time on each complaint, which
will help to permanently resolve some of our animal control related problems. In
addition, this will allow for increased customer service by providing a more prompt
service to citizens in the field.
26. Workers' Comnensation Snecialist (Alarid. G.) - Out-of-Phase-Merit Increase
HUMAN RESOURCES
Ms. Alarid has been an employee of the City for over seven years. During that time she
has consistently performed at a high level and demonstrated a thorough understanding of
the Workers' Compensation system. Her diligence has saved the City a significant
amount of money while not compromising on the commitment to deliver benefits to
injured employees.
27. Maintenance Worker I (Richardson. R.) - Appointment
Public Services
The Maintenance Worker I position will be assigned to the right-of-way crew. This
entry-level position performs basic maintenance tasks in infrastructure management.
Filling this position will allow the right-of-way crew to reduce overtime expenditures by

having a permanently assigned staff member who will be working over the weekend
period, thus reducing the need to have other personnel work overtime to accomplish the
work assigned.
UNCLASSIFIED
1. Executive Assistant to the Mavor (Pruitt. D.) - Appointment
MAYOR
Mr. Pruitt was formerly the Chief of Staff for State Senator Nell Soto, and most recently,
a consultant to a Legislative Committee. His expertise will serve the City well in
dealings with other agencies and his management expertise will be a welcome addition to
the Mayor's staff.
2. Assistant to the Mavor I (Hazlett. P.) - Promotion
MAYOR
This appointment fills a recently vacated position in the Mayor's office. This position is
responsible for various programs in the community as well as charged with responding to
citizen complaints. This appointment is a key component in the Mayor's goal to maintain
communication with the community.

This action was approved by the Personnel Committee on September 16, 2002.
