CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT Subiect: Authorization to establish a 4-Way Stop at the intersection of Marshall Boulevard and Miramonte Drive and a 3-Way Stop at the "T" intersection of Marshall Boulevard and Muscupiabe Drive. Backeround: Engineering Staff received a request, through a petition, from the Blair Park Neighborhood Cluster Group to install a 4-way stop at the intersection of Miramonte Drive and Marshall Boulevard and a 3-way stop at the "T" intersection of Marshall Boulevard and Muscupiabe Drive. The neighborhood group feels that installation of the requested stop signs will improve traffic safety in their neighborhood. Staff evaluated the requests in accordance with City's Administrative Policy for Stop Sign Iustallation. Marshall Boulevard, Miramonte Drive and Muscupiabe Drive are all classified as local residential streets in the City's General Plan. Pursuant to the evaluation, staff has determined that both of these intersections meet Warrant "B" of the Administrative Policy (see attachment). This warrant is satisfied when sixty (60) percent of the residents located within six-hundred (600) feet of the proposed stop sign, sign a petition agreeing to its installation, and two other criteria are met. At the intersection of Marshall Boulevard and Muscupiabe Drive, criteria B-7 and B-9 are met. Part B-7 is met when during any two hours of an eight-hour period, 125 vehicles cross the major street while 200 vehicles enter the intersection from all directions. This part of the warrant is met during the hours between 3:00 p.m. through 4:00 p.m. and 5:00 p.m. through 6:00 p.m. Part B-9 is met when one approach to the intersection is a driveway serving a residential property. The intersection of Marshall Boulevard and Miramonte Drive meets criteria B-2 and B-7. Criteria B-2 is met when streets leading to the intersection do not intersect at right angles. In this case the north leg of the intersection does not meet the intersection at a right angle. Part B-7, as described above, is met during the four consecutive hours between 4:00 p.m. and 8:00 p.m. Since both of these intersections meet Warrant "B" of the Administrative Policy for Installation of Stop Signs, staff recommends the installation of multi-way stop signs at Marshall Boulevard's intersections with Miramonte Drive and Muscupiabe Drive. Financial Imoact: The estimated cost of $1,000.00 for installing the new stop signs will come from Account No. 001-187-5111 (Signing and Striping Materials) Recommendation: Adopt Resolution. '. TIte stop sign is needed for several reasons first to slow down traffic on Marshall. It will also help prevent vehicles from speeding around the smooth corner that goes down Muscupiabe. This will also make our street safer for our children.
