SUBJECT:
Resolution authorizing execution of Amendment No. One to expand the Agreement with The
Planning Center for providing professional services to update the City's General Plan to include
preparation of the Arrowhead Springs Specific Plan, Traffic Impact Analysis, Environmental
Impact Report, Development Agreement, and Annexation Documents; and authorization for the
Finance Director to amend the Fiscal Year 2002/03 budget.
BACKGROUND:
The Planning Center is in the process of updating the City's General Plan and is ideally suited to
assist the City in preparing the Arrowhead Springs Specific Plan..
The developer and property owner is Campus Crusade for Christ. Development Services
Director James Funk has worked for a year with the developer/owner's representative, Thomas
Thornburgh of the American Development Group, to prepare an acceptable scope of work for
preparation of a Specific Plan and related documents leading to annexation of the 1,916 acres
known as Arrowhead Springs.
The Planning Center would be the lead consultant in preparing the specific plan, acting as the
prime contact coordinating schedules, budget, products, and the necessary specific plan
documents. The City would be the client of The Planning Center. The Development Services
Director would be directing The Planning Center's activities. This arrangement would eliminate
the need for the City to hire planning and environmental specialists to review the specific plan
document prepared by a planning consultant firm selected and directly paid by the
developer/property owner. The Planning Center would work with both the City and the
representative of the developer/property owner to complete the required studies, specific plan,
and necessary documents.
The developer/property owner would advance funds as necessary for each phase of the work.
The costs for the work would be at the sole expense of the developer/property owner. The City
would not reimburse to the developer/property owner costs for the services of The Planning
Center. The City would not authorize The Planning Center to proceed with a work item, task, or
phase of the scope of work until receipt of funds from the developer/property owner to pay for
said work.
ARROWHEAD SPRINGS: THE VISION
The Arrowhead Springs property presents an exciting opportunity. Given the location of the
property, its natural assets, resources, and the ownership configuration, a specific plan provides
the ability to tailor land uses and development standards that respond to the unique aspects of the
site.

The concept for development of 556 acres of the 1,916 acres of the Arrowhead Springs property
includes a golf course; an impressive, upscale corporate office complex; a "residential hill-town"
community of 272 homes on 52 acres; a "first class" senior retirement village abutting the most
southerly portion of the golf course; an upscale single family residential neighborhood abutting
the most northerly portion of the golf course; a "village walk" shopping complex; and an
education and entertainment park focusing on community sustainability principles and the world
of water. The remaining portion of the property would remain as open space, watershed, and
wilderness.
The vision includes development of a world-class icon of a sustainable community, including
water, electricity, and sewer treatment. The developer intends this project to be a demonstration
to the world of a sustainable community in harmony with the natural environment. This "one of
a kind" community will build on the effective use of water, the imagery of artesian wells, and the
romance of geothermal waters and steam heating, mud baths, and the nostalgia of silver screen
movie stars.
The major components ofthe project include the following:
Parcel 1. Historic Hotel and Conference Center (approximately 25 acres)
Parcel 2: Arrowhead Springs Spa and Health Resort (approximately 22 acres)
Parcel 3: Residential Hill Town (approximately 52 acres)
Parcel 4: Golf Course (175 acres)
Parcel 5: Golf Course Residential North (approximately 79 acres)
Parcel 6: Golf Course Residential South (approximately 65 acres)
Parcel 7: International Hotel (approximately 27 acres)
Parcel 8: Corporate Office Complex (approximately 34 acres)
Parcel 9: Village Walk (approximately 43 acres)
Parcel 10: Edu-tainment Center (approximately 34 acres)
Remainder Parcel: Open Space/Watershed held by Arrowhead Water and Power, LLC
(approximately 1,360 acres)
THE APPROACH:
The scope of work for this effort is designed in three main phases: the first phase focuses on
critical path items, roadways, vehicle and truck trips, biological and cultural issues/concerns, and
potential "fatal flaws." Phase two focuses on baseline studies (including such items as analysis
of the permitting process, circulation and environmental issues, and base mapping) and an
alignment study. The third phase involves the creation of the specific plan and supporting
documents. The scope of work is designed to allow the second and third phases to be modified
depending upon the outcomes of the studies that occur in earlier phases. In this manner, the
necessary environmental and research efforts can be tailored to the specifics of the project in a
manner that is not possible at this early stage.

In summary, the scope of work includes the preparation of a traffic analysis, alignment study for
Arrowhead Springs Boulevard, specific plan, annexation agreement, environmental analysis, and
development agreement for Arrowhead Springs. This scope of work is intended to augment and
amend the existing General Plan scope of work.
SCHEDULE:
The General Plan and Arrowhead Springs Specific Plan will be coordinated, simultaneously
prepared, and processed for adoption. Presentation of the proposed updated General Plan and
Arrowhead Springs Specific Plan for consideration by the Mayor and Common Council is
anticipated for mid-2003.
FINANCIAL IMPACT:
The existing Agreement for Services with The Planning Center is in the amount of $530,000 and
is charged to Account No. 001-190-5502 (Professional/Contractual Services). This amount was
budgeted in the City's Fiscal Year 2001/02 Budget.
The fee for Amendment No. One to the existing contract is not to exceed $470,000, with the fee
(for each work item and/or phase) to be paid in advance by the developer/property owner to the
City for payment to The Planning Center. The addition of the scope of work identified as
Amendment No. One will not have a financial impact on the City. The developer/property
owner will pay (via the City) for the cost of the project.
RECOMMENDATION:
I. Adopt Resolution; and
2. Authorize the Finance Director to amend the Fiscal Year 2002/03 budget to increase the
Development Services Department's Professional/Contractual revenues by $470,000 and do
a corresponding increase in Professional/Contractual Account No. 001-190-5502.

Dear Mrs. Valles:
The Arrowhead Springs project represents an exciting opportunity for both the City and
property owner. Through an integrated mix of uses such as proposed by the property
owner, the potential exists to enhance the San Bernardino's image, provide the City with
increased revenues from sales and bed taxes, increase the stock of executive'style
housing, augment recreational and retail opportunities, and provide additional executive
office space. Opportunities for the property owner are equal if not greater. The rich
history of the property is an untapped resource that has gone unrecognized for many
decades. The property owner will also greatly benefit from the numerous enhancements to
the City planned as part of the ongoing General Plan update, especially in the University
and Verdemont areas, not to mention the superiority of City services to those provided by
the County.
To take full advantages of the many benefits of Arrowhead Springs, The Planning Center
has combined the capabilities of the Consultant Team currently working with the City to
update its General Plan with additional team members to providB services to meet the
unique needs of this project. The Planning Center, Stanley Hoffman Associates, Transtech
Engineering, San Buenaventura Research Associates, NRA Inc., and SWCA appreciate the
opportunity to submit to the City of San Bernardino this proposal for the preparation of a
traffic analysis, alignment study, specific plan, annexation agreement, and development
agreement for Arrowhead Springs.
This proposal is divided into three main phases. In the first phase, we will perform a
biological and cultural records search, an assessment of truck trip benefits, and an analysis
of the permitting process for the proposed roadway to determine, on a preliminary basis, if
any fatal flaws exist or potentially exist that may impact the proposed roadway connection

between Highway 18 north of Arrowhead Springs, south to 30th Street and ultimately to
Highway 30. The thrust of the second phase is to perform baseline analysis of the project
that includes a traffic impact analysis, an alignment study for a Mure roadway connecting
Arrowhead Springs to the south, base mapping, and a determination of the environmental
documentation required for this project. The third phase would include the creation of a
specific plan,' annexation agreement, development agreement, environmental analysis, and
creation of the documents necessary to adopt for annexation of the property.
This proposal is structured in phases and work will not commence on a new phase without
authorization from the City and property owner. At this time, we are providing an estimated
scope of work and budget for the second and third phases based upon our knowledge of
the project and available background information. It is assumed that this work program will
change as more detailed information becomes available.

Dear Mayor Valles:
I was pleased to inform you that the owners of Arrowhead Springs, Campus Crusade for Christ, wish to
move forward with the preparation of the Specific Plan for the development of the historic property. The
vision for the property includes restoration and expansion of the Arrowhead Springs Hotel, a new
conference center, golf course, corporate office complex, residential hill town, senior retirement village,
"Village Walk" shopping center and Edutainment Park focusing on community sustainability principles and
the world of water.
I have been working with the Development Services Director James Funk to complete a detailed draft of the
Arrowhead Springs Specific Plan. This Specific Plan would serve as a starting point leading to the
possible annexation of property to the city of San Bernardino.
In discussions with the City's consultant, The Planning Center, concerning the Specific Plan and scope of
work I understand the total fee for the work is not to exceed $470,000. I am informed that the City will not
authorize The Planning Center to proceed with any item, task or phase of the scope of work until receipt of
funds from the developer/property owner covering the cost of such item, task or phase.
I am enclosing check in the sum of $14,400 which represents advance payment for Phase One (Tasks 1.1 to
1.5) identified on page 5 and Attachment 1 of the Scope of Work dated August 5,2002. I hereby authorize
you to have The Planning Center commence work on Phase One.
We are appreciative of the Mayor's administration in this process. The leadership, insights and creativity
of Fred Wilson, James Funk, Ray Casey and June Durr were the decisive factors in our determination to
move forward as a team to develop this one-of-a-kind property.

THIS AMENDMENT NO. ONE made and entered into this day of
by and between the CITY OF SAN BERNARDINO ("City") and THE
CENTER ("Consultant").

WITNESSETH
WHEREAS, the San Bernardino City Council, on July 9, 2001, adopted
Resolution No. 2001-218 approving an Agreement for Professional Services with The Planning
Center to update the City's General Plan (hereinafter "Agreement"); and
WHEREAS, Consultant and City desire to amend the Agreement, expand the
Scope of Work, and increase the compensation to cover the cost of additional required services;
and
WHEREAS, the Agreement allows adjustment to the total cost of services when
the Consultant and City agree -in writing that there has been, or will be, a significant change in
the scope, complexity or character of the services to be performed; and
WHEREAS, City agrees that the requested revisions specified in the proposal
titled "Expansion of the General Plan Scope of Work to Include the Arrowhead Springs Specific
Plan, Annexation Agreement, Development Agreement, Traffic Analysis, Alignment Study, and
Environmental Impact Report" identified as Exhibit "B" are not within the scope of services
covered in the Agreement; and
WHEREAS, the proposed additional services to be performed by Consultant are
identified in Exhibit "B", attached hereto and made a part hereof. The cost for the additional
services shall be based according to Attachment I of Exhibit "B", attached hereto and made a
part hereof.
NOW, THEREFORE, it is mutually agreed that the Agreement is amended as follows:
1. SCOPE OF SERVICES
Section 4, Consultant Responsibility, is amended to add those additional services
identified in the "Scope of Work" in Exhibit "B".
2. COMPENSATION
Section 8, Compensation, is amended to add the following: Consultant
acknowledges that the City shall not authorize in writing the Consultant to
proceed with any work item, task, or phase of the Scope of Work in this

Amendment No. One until the City has received funds from the

contained herein, the City shall pay to Consultant the additional fee applicable to
each work item, task, or phase identified in Exhibit B, with the total fee for the
additional work not to exceed $470,000.00
3. NO ADDITIONAL CHANGES
Except as otherwise stated in this Amendment No. One, all terms of the original
Agreement, as approved by City on July 9, 2001, shall remain in full force and
effect.

EXPANSION OF THE GENERAL PLAN SCOPE OF WORK TO
INCLUDE THE ARROWHEAD SPRINGS SPECIFIC PLAN,
ANNEXATION AGREEMENT, DEVELOPMENT AGREEMENT,
TRAFFIC ANALYSIS, ALIGNMENT STUDY, AND ENVIRONMENTAL
IMPACT REPORT
THE APPROACH
The Planning Center will bring a number of strengths to this project. We have
extensive experience in the preparation of site plans and specific plans that address
the unique aspects and issues of each project. In fact, The Planning Center has
prepared over 200 specific plans, each one requiring a special approach and
resulting in a unique outcome. The Planning Center will bring this experience to
bear on the Arrowhead Springs project and prepare a specific plan on behalf of the
City and the property owner. One thing our experience has taught is that a close
collaboration between the City and property owner is crucial to a project's ultimate
success. Fortunately, this project has involved and will continue to involve a
collaborative effort between the American Development Group, the City, and the
consultant team.
The scope of work for this effort is designed in three phases: the first phase would
be a fatal flaw analysis for a proposed roadway extension, the second phase would
focus on preliminary studies and an alignment study while the third phase would
involve the creation of the specific plan and supporting documents. The scope of
work is designed to allow the second and third phases to be modified at the
conclusion of the previous phases. In this manner, the necessary environmental
and research efforts can be tailored to the specifics of the project in a manner that is
not possible at this early stage.
The following describes the three phases of work proposed for the preparation of a
traffic analysis, alignment study, specific plan, annexation agreement, environmental
analysis, and development agreement for Arrowhead Springs. The budget, which
corresponds to each task, is provided in Attachment 1. This scope of work is
intended to augment and amend the existing General Plan scope of work and
budget.
The Consultant, City, or Property Owner, upon five (5) days written notice, may
terminate this amendment for the expansion of the scope of services either with or
without cause or for any reason at any time. Upon such notice, Consultant shall
provide work product to the City and Property Owner, and City shall compensate
Consultant for the reasonable value of services rendered and reimbursable
expenses incurred to the date of termination.

In the event of any such termination, Consultant shall provide to the City and
Property Owner any documents, notes, maps, reports, and data accumulated to the
date of such termination related to the Arrowhead Springs project. The Consultant
further covenants to give its good-faith cooperation in the transfer of the work to the
City or to any other consultant designated by the City following such termination, and
to attend and participate in any meetings, on a time and materials basis, as shall be
deemed necessary by the City to effectively accomplish such transfer.
ARROWHEAD SPRINGS: THE VISION
The Arrowhead Springs property presents an exciting opportunity. Given the
location of the property, its natural assets, resources, and the ownership
configuration, the options for viable yet sensitive use and development are endless.
We concur with your judgment that a specific plan is the appropriate vehicle to
process a development proposal for this property. A specific plan provides the
ability to tailor use and development standards that respond to the unique aspects of
the site, are flexible enough to account for long-term market changes, and are
detailed enough to provide the City with the level of assurances needed to respect
the public interest.
Given the unique nature of the Arrowhead Springs proposal, a specific plan is the
ideal tool to address the long-term use and development of the site. The Arrowhead
Springs project envisions the restoration and expansion of the historic Arrowhead
Springs Hotel Resort, the development of a new Conference Center, spa, and health
club, and the restoration of the historic pools.

neighborhood abutting a portion of the most northerly portion of the golf course; a

electricity, and sewer treatment. This project will be a demonstration to the world of
a sustainable community in harmony with the natural environment. This "one of a
kind" community will build on the effective use of water, the imagery of artesian

nostalgia of silver screen movie stars. The following is a description of the vision for
the use and development of Arrowhead Springs:
Parcel 1 : Historic Hotel and Conference Center (25 acres). The hotel, constructed in
1939, once hosted Hollywood's celebrities including Elizabeth Taylor, Lucille Ball,
Humphrey Bogart, and Jimmy Durante. The hotel is positioned directly under the
Arrowhead imprinted on the San Bernardino mountainside and can be seen from 30

miles away. The grounds surrounding the hotel are richly landscaped. There is a
planned renovation of the existing 135 room, 154,000 square foot hotel along with
construction of an adjoining 115 room, 75,000 square foot annex along with a
15,000 square foot conference center.
Parcel 2: Arrowhead Springs Spa and Health Resort (22 acres). The existing 60,000
square foot complex of buildings is planned to become a world-class spa and health
resort. This spa will incorporate the natural spring waters and geothermal waters
located on the property, which will serve to set this resort apart. It contains an
executive rope: course, tennis courts, volleyball courts, and geothermal heated pool,
all of which are in good condition. The plans include developing trails into the
surrounding San Bernardino Mountains for both hiking and horseback riding.
Parcel 3: Residential Hill Town (52 acres). This proposed residential site has been
selected to overlook the historic hotel and spa allowing for both expansive views up
into the canyons and down to the valley. This residential development will include
condominiums to be constructed in a pedestrian-oriented European hill town setting.
The residential community itself would be surrounded on the perimeter by olive
orchards and vineyards, which will also serve as fire breaks. The remote and private
setting in a natural environment provides easy access to recreation, quiet and
relaxation. Approximately 272 units are planned.
Parcel 4: Golf Course (175 acres). Using the West Twin Creek as its spine the
planned 18-hole public golf course will extend from the upper canyon down into the
southern portion of the property. The golf course offers easy access to the public
and at same time serves as the front lawn of the Arrowhead Springs development.
The Clubhouse will be situated virtually in center of the planned neighboring
restaurants and shopping areas offering views of the lake and of the botanical
gardens.
Parcel 5: Golf Course Residential North (79 acres). The golf course allows for two
distinctive residential areas: one will be located to the north in the canyon and the
other in the southern portion of the property. The residential components shall be
incorporated along the fairways with the North residential property consisting of
private residences.
Parcel 6: Golf Course Residential South (65 acres). The South residential area will
consist predominantly of senior citizen condominium style units or single-family
detached units. Access to this portion of the development is provided both by
Waterman Road and anew four-lane highway to the East Which connects directly to
40th Street.
Parcel 7: International Hotel (27 acres). This proposed hotel will be situated in a
prime location overlooking the existing Lake Vonette and the valley below. The site
is planned for a 300-room hotel, which will serve the Conference Center, the Spa
Resort, and the planned Edutainment center. This site is located within easy walking

distance of the "Village Walk" which includes shops and restaurants planned around
the expanded five-acre lake and botanical gardens.
Parcel 8: Corporate Offices (34 acres). Adjacent to the proposed hotel site is
property overlooking the entire golf course, botanical gardens and Lake Vonette. In
this private yet prominent setting the site is ideal for a proposed corporate
headquarters. In this location security is easily maintained. It is within easy walking
distance of the golf course clubhouse and "Village Walk" shops and restaurants.
Parcel 9: Village Walk (43 acres). Plans include expanding the existing lake and
landscaping the northern edge with botanical gardens. This is the proposed site for
the "Village" center. The center will include restaurants, shops, pedestrian
promenades and an outdoor concert theater for day and nighttime entertainment.
This site will be known as the "Village Walk" and is planned for 175,000 square feet
of building space along with terraced parking structures and easy access from 40th
Street.
Parcel to: Edutainment Center (34 acres). Using a concept similar to Universal City
Walk with its adjoining Universal Studios theme park, the Arrowhead Springs
"Village Walk" plans to host a smaller version of an adjoining theme park. This
theme park will depart from traditional parks by combining the best technologies in
entertainment with the highest quality educational environments thereby becoming
an "Edutainment" center. Rides such as the "Journey to the Center of the San
Andreas Fault" will engage guests on an adrenaline-heightened learning experience
to determine how the Arrowhead Springs site developed such unique geothermal
resources. Sponsors from many sectors will be engaged to participate in this next
generation theme park from information technologies to robotics, from history and
science to the arts and entertainment, including new forms of transportation, energy,
and advanced principles of sustainable living.
Remainder Parcel held by Arrowhead Water and Power, LLC. Arrowhead Water
and Power, LLC will own the approximately 1,360 acres on the Arrowhead Springs
site for watershed and its mineral rights. It owns all water rights for all springs,
underground water, geothermal as well as the wells and the surface water. It owns
all the shares of stock in two mutual water companies and the rights to spring water
sold to Arrowhead Puritas. Arrowhead Water and Power, LLC will be responsible to
design, develop and construct any and all water distribution systems within the
project. Arrowhead Water and Power, LLC shall develop and manage those
resources for sale both for domestic and irrigation purposes within the project as well
as water to be bottled and sold off the project. Arrowhead Water and Power, LLC
may provide all or some of the following services: Electric service; heating and
cooling; gas; telephone; IT; sewer treatment; security; metering of all utilities; billing
and customer service.

SCOPE OF WORK
The following describes the tasks and steps to adopt a specific plan. The scope is divided
into three phases. At the end of each phase, a determination will be made as to the need
to proceed with the subsequent phases. If it is decided to continue, the scope of work will
be studied to determine if a revision to the tasks and budget are necessary. This proposal
is valid for 30 days.
PHASE ONE
A critical piece to this project is a roadway connection between Highway 18 north of
Arrowhead Springs, south to 30th Street and ultimately to Highway 30. The feasibility of
this roadway will help determine the viability of development in the Arrowhead Springs
Specific Plan area.
The roadway project proposes to utilize a substantial amount of excess decomposed
granite (approximately 700,000 cubic yards) from the ongoing water line tunneling
operation. As it stands now, the decomposed granite is going be hauled to a landfill,
resulting in approximately 70,000 truck trips on City streets. In this proposal, the
decomposed granite would instead be used to build the base of the future roadway
between 40th Street and 30th Street, which would have the benefit of eliminating the
majority of the construction truck trips in the City.
Phase One addresses an initial effort to determine if any fatal flaws, from the environmental,
permitting, and traffic standpoints, exist that would make potential roadway link is
infeasible. It is anticipated that Phase One will take approximately four weeks to complete.
Phase One does not represent an analysis of the environmental impacts of the roadway
itself.
Task 1.1 Permitting Process and Coordination. The Planning Center will serve as the
overall project coordinator for this effort as well as perform an analysis of the permitting
process required for the roadway analysis. As the final product, The Planning Center will
develop a brief report on the roadway connection feasibility. This report will summarize the
findings of the various tasks outlined in this scope of work.
Task 1.2 Truck Trips. Transtech will analyze the potential benefits and consequences of
the truck trips to the City with the proposed roadway project.
Task 1.3 Biological Records Search. NRA, Inc., will perform a records search for
sensitive plant and animal species that may be within the roadway alignment area.
Task 1.4 Cultural Records Search. SWCA will perform an archaeological literature review
and records search for significant archeological and cultural resources in the alignment
area.
Task 1.5 Phase One Rescope. Assuming no fatal flaws exist. this is an opportunity for the

parties involved to determine if the tasks outlined in the scope of work dated June 3, 2002,
are still appropriate or if refinement is necessary. This task would involve a meeting with
the applicant, City Staff, and consultant team to discuss the next steps.
PHASE TWO
Phase Two is a baseline analysis of the project that includes a traffic impact analysis, an
alignment study for a Mure roadway connecting Arrowhead Springs to the south, base
mapping, and a determination of the environmental documentation required for this project.
Task 2.1 Circulation Studies. In this task, Transtech will perform a Traffic Impact Analysis
for the Arrowhead Springs project and an Alignment Study for the Mure parkway through
Arrowhead Springs connecting to the south. A detailed description of this work effort is
provided in Attachment 2.
Task 2.2 Environmental Studies. In this task The Planning Center will review existing
environmental documentation and monitor the road alignment project with the objective of
determining what technical studies and environmental documentation will be required. The
Planning Center will review existing data and studies provided by The American
Development Group and as prepared for the road alignment analysis.
Task 2.3 Base Mapping. This task includes the preparation of base maps for the
Arrowhead Springs project site. The Planning Center will create base maps for Arrowhead
Springs utilizing existing GIS coverages from American Development Group, Inc., City, and
County.
Task 2.4 Phase Two Re-Scope. Upon Completion of the tasks outlined above, the City,
American Development Group, Inc., and The Planning Center will meet to determine the
appropriate steps to adopt a specific plan, development agreement, and complete an
annexation application as well as the necessary level of environmental documentation. The
Planning Center will then submit a revised scope of work to the City that includes an
estimated budget for the remaining tasks.

PHASE THREE
This phase involves the creation of the documents necessary to entitle the Arrowhead
Springs project in the City of San Bernardino. The tasks described in this phase provide
the consultant's initial determination of the steps necessary to prepare the specific plan,
annexation agreement, development agreement, and necessary environmental
documentation. Due to the unknown outcomes of the alignment study and quality of
information that can be provided by the property owner, The Planning Center has provided
this initially assessment of the steps and level of work necessary to complete this project.
The tasks in Phase Two may vary depending upon the outcomes of Phase One and the
quality of information available from the property owner. Assuming that no additional
studies beyond those described in this scope of work are required and the information from
the property owner is sufficient to allow the preparation of the specific plan, then the fee
would be $XX as noted. Further, Phase Three will only begin after Phase Two has been
completed and upon authorization from the City and property owner.
In developing the work program for this phase, the Consultant Team assumed certain
characteristics of the project based upon input from the City and property owner. These
assumptions include:
o The preferred plan for the project is essentially defined, as described above, and is
based upon documents provided by the American Development Group.
o The subject of the specific plan will be the approximately 556 acres and the 1 ,444 acres
of open space. Detailed analysis will focus on the ten parcels proposed for
development that include the hotel and conference center, spa, resort, residential hill
town, golf course, golf course residential north and south, the international hotel,
corporate office site, village walk, and unique "Edutaintment Center."
o The American Development Group will provide detailed background information based
upon their preliminary research of the project site.
o The City Attorney will be instrumental and take an active role in reviewing and finalizing
the Development Agreement between the City and the property owner.
o The provision of infrastructure to the project site will be the responsibility of the property
owner and, as such, the provision and phasing of infrastructure will not be included in
the specific plan.
Given these assumptions, our approach to this phase of the project will be to work with the
property owner and the City to create a specific plan and development agreement that
meets Campus Crusade for Christ's expectations and vision, while creating development
standards based on sound and legally defensible planning practices to ensure quality
development. In turn, the environmental analysis and annexation agreement will be
developed in accordance with federal, state, and local regulations to promote the
development of Arrowhead Springs under the jurisdiction of the City of San Bernardino.

Task 3.1 Baseline Analysis. In this task, the consultant team will meet to discuss the
status of the project, the necessary steps to compete the job, and to officially start the
second phase. The Planning Center will create a Critical Issues Summary and Map, which
documents the significant physical and policy issues including historic, biological, cultural,
historic, seismic, safety, natural resources, and public services. The Planning Center will
analyze the current and updated General Plan policy foundation and other relative
documents and policies to determine the regulatory framework governing the site.
Task 3.2 Specific Plan Preparation. In this task, The Planning Center will prepare a
specific plan for Arrowhead Springs. A specific plan is a detailed plan guiding the
development of a particular area. The specific plan implements the general plan by
creating a bridge between the general plan policies and individual development proposals.
Ideally, a specific plan directs the aspects of Mure development: from the distribution of
land uses to the location and sizing of supporting infrastructure, from methods of financing
public improvements to standards of development.
The preparation of this specific plan will be a collaborative effort between the City and
property owner. In this manner, the City and property will receive a regulatory product that
works for both parties, helping to ensure successful adoption and implementation. The
American Development Group will be instrumental in the development of all aspects of the
specific plan. Of course, they are supplying the basic vision and plan for the use of the
property, but they also have a wealth of unique knowledge of the site and have performed a
number of studies that will be critical for the completion of the specific plan. The American
Development Group will also supply the infrastructure analysis that will be incorporated into
the specific plan and eventually analyzed in the environmental documentation. The
Planning Center will work closely with the American Development Group and City to
develop the development standards, design guidelines, and regulatory tools for the site.
The Planning Center will also discuss the organization and content of the specific plan with
the property owner and City Staff. The Planning Center will propose an organizational
structure, as well as style and format, which will be finalized based on feedback. Through
this collaboration, The Planning Center will establish a well-structured specific plan that
ensures optimum utility and ease of administration by City Staff, City Council members,
other agencies, and the property owner. The specific plan will provide the guidance for the
development and use of the property and comply with the requirements of state law.
While the final content and form of the specific plan will be determined in concert City and
property owner to best fit the particulars of the project, a specific plan typically includes the

upon City input to ensure an accurate and legally defensible plan that provides the proper
development standards for the site. An Administrative Draft will then be provided to the City

A Fiscal Analysis will be conducted by Stanley Hoffman Associates to determine the
change in City revenue and cost streams potentially caused by annexation. These costs
will be critical in determining the financing portion of the specific plan.
Task 3.3 Environmental Documentation. In this task, The Planning Center will prepare the
necessary environmental documentation. For the purposes of this proposal and based
upon our experience, we have assumed that an environmental impact report (EIR) will be
the necessary documentation. The EIR for the Arrowhead Springs Specific Plan may be a
second tier document, taking full advantage of the upcoming General Plan EIR as a first tier
document. Considerable information will be generated as the General Plan, General Plan
EIR and various technical studies are completed. The General Plan and its related studies
will be especially important in providing the regional, long term and cumulative context for
the Arrowhead Springs Specific Plan EIR. As discussed, the EIR should utilize a no project
alternative, an alternative that is based on conventional design and an alternative that is
based on existing entitlements.
The Arrowhead Springs EIR will use the General Plan data to the extent possible, but will
also provide a more detailed and specific level of review for the proposed development.
This EIR will be considered a "project level" EIR. Particular emphasis will be placed on
making the EIR a valuable device for documenting the commitments to environmental
sensitivity and sustainability characterizing this plan.
While the Historical Resources study is considered an optional task, it may be required if
information provided by the property owner proves insufficient to meet legal requirements.
Additionally, it may prove necessary to conduct special geotechnical and hydrological
studies, for the environmental analysis and specific plan if existing data proves inadequate.
In any case, the focus will be on areas proposed for development and their immediate
environs
Task 3.4 Annexation. This task involves the preparation of the documents for Annexation
of the Arrowhead Springs area. The annexation should be considered as a four part
process: prefiling; filing and review by LAFCO staff; proceedings of the LAFCO officials; and
final certification. The consultant team will assist the City in completing the prefiling phase
of the process. The annexation process will begin with a preliminary meeting with the Local
Area Formation Commission (LAFCO), and representatives from The Planning Center and
the City in order to review LAFCO's application requirements. The Planning Center will work
in partnership with the City of San Bernardino in completing the Application for Annexation
forms. We will coordinate with Stan Hoffman Associates who will prepare the Plan for
Services portion of the annexation application from infrastructure and fiscal analysis
prepared for the specific plan. The environmental requirements for the application will be
met through submission of the EIR for the specific plan. This proposal does not include
services for preparation of the legal descriptions, as required by LAFCO. It is assumed this
will be provided by the property owner.
Task 3.5 Development Agreement. This task involves the preparation of the Development
Agreement between the City and property owner. As this is a highly legal issue, The
Planning Center believes the participation of the City Attorney and Development Services
Department is critical to the process. The Development Services Department will take an

active role in assisting The Planning Center in preparing the Development Agreement for
review and approval by the City and property owner.
Task 3.6 Administration. This task involves overall Project Management provided by The
Planning Center. This task is necessary to provide for the day-to-day management of the
preparation of the Plan and overseeing the products, including coordination with consultant
team and City Staff, billing activities, and schedule maintenance. The Planning Center will
prepare follow-up memos from the team meeting and Planning Commission/City Council
workshops. Instead of assuming a certain number of meetings in the budget, meetings will
be handled on a time and materials basis after prior authorization by the City and applicant.

FOR ARROWHEAD SPRINGS T1A
AND FUTURE PARKWAY ALIGNMENT STUDY
AMENDMENT TO GENERAL PLAN UPDATE CONTRACT
The scope of work for this project is to prepare a TIA and new roadway alignment analysis
for a Mure roadway connection between Highway 18 north of Arrowhead Springs, south to
30th Street and ultimately to Highway 30. Currently, Waterman Avenue, a local surface
street, serves as the north-south link. The amount of trips the project will generate exceeds
the minimum thresholds; therefore, a CMP analysis will be conducted. The study area is
defined by the magnitude of the project trips, and per the SAN BAG CMP requirements
could extend up to 5 miles beyond the project site to include "key intersections" where the
project generated traffic exceed CMP thresholds. In addition, substantial amount of excess
DG material (approximately 700,000 cubic yards) will be generated as a result of the water
line tunneling operation within the project area. The option to dispose off the excess

on City streets), or utilize it to build the base of the Mure roadway between 40th Street and
30th Street, which would eliminate the majority of the construction truck trips.
I. SCOPE OF WORK FOR THE TRAFFIC IMPACT ANALYSIS
A. Data Collection, Establishment Of Study Parameters, Determination Of Impact Area
Peak hour vehicle turning movement counts will be taken for two hours during the AM
peak and PM peak periods on weekdays at the study intersections for which recently
collected data is not available (those not included for the City of San Bernardino
General Plan Update). The collected peak hour traffic volume data will be summarized
and balanced. This compiled data will represent existing conditions. It is estimated that
a total of 50 locations will require further analysis. However, under the General Plan
Update, we are already obtaining counts for 23 of these locations. A total of three new
truck axle counts will be necessary. The CMP calls for a minimum of one 2-way
classification count be provided per arterial and the truck volumes converted to pee's.
Additional axle counts along major arterials are provided for in the General Plan Update.
Pertinent information relative to the circulation system in the study area will also be
secured from the local agencies in the project area. Our staff will supplement this
information with field verification of traffic control devices, roadway cross-sections,
parking restrictions and intersection geometries within the study area.
To determine the distribution of project traffic a CMP model select zone will be obtained
from SCAG. Project traffic will then be distributed throughout the adjacent street
network, and intersections and freeway ramps and mainline freeway lanes meeting
minimum CMP criteria for impact analysis will be determined. During this initial task, the
study scope will be refined and the locations for further detailed analysis will be
identified. Midblock counts and analysis are not required in urban areas that have
signalized intersections spaced less than 2 miles apart.

The following analysis scenarios will be included in the TIA as required per the SAN BAG
CMP guidelines.
B. Existing Conditions
The following conditions will be studied:

. Existing Level of Service
The data collected and summarized in the previous task will be utilized to assess
existing operational characteristics of the circulation system within the study area. To
assess existing operating conditions a Level of Service analysis based on the 2000
Highway Capacity Manual, will be performed for each of the study area intersections
and freeway links for existing conditions. Truck traffic will be converted to passenger car
equivalents and factored into existing counts for intersections and freeway ramps. Truck
volumes for mainline freeway lanes shall be obtained from the 1998 . Annual Average
Daily Truck Traffic on the California Highway System" compiled by Traffic and Vehicle
Data Systems. All analysis will conform to City and CMP Traffic Impact Analysis
guidelines and standards.
C. Opening Year Conditions (WIth Full Project)
The following conditions will be studied:
. Background Traffic
. Opening Year with Project Traffic
. Project Contribution to Total New Volumes (forecast minus existing)
. Project Mitigation
. Calculation of Percentage of Project Contribution
. Level of Service After Mitigation
. Cost Estimates of Mitigation
The future year CMP model select zone needs to be obtained from SCAG to determine
distribution patterns. The use of accepted growth rates, provided by the City, will be
used for interim year analysis for with and without project traffic. The Opening Day
scenario is based on forecast increases in traffic between existing conditions and
opening year conditions based on City's recommendations.
D. Horizon Year Conditions (Year 2025)
The following conditions will be studied:
. Background Traffic
. Opening Year with Project Traffic
. Project Contribution to Total New Volumes (forecast minus existing)
. Project Mitigation

Future year 2015 traffic conditions are examined to provide the background traffic
forecasts to determine long-range cumulative and project related circulation impacts.
The CMP traffic impact analysis procedures require that the future year 2025 traffic data
are obtained from an approved local or regional traffic model. In the case of this project,
the SCAG CTP traffic model will be obtained. The B-Turn program will be used to obtain
future 2025 turning movements at intersections from link volume associated with the
intersections (namely the arrival and departure volumes). All model forecasts shall be
post-processed in order to be used.
II. SCOPE OF WORK FOR THE FUTURE ROADWAY CONNECTION
The City of San Bernardino has a goal of connecting Highway 18 from north of Arrowhead
Springs to the Highway 30 by
building a new Highway in the
north-south direction. The new
highway would traverse the
Arrowhead. Springs property and
County Flood Control land, and
provide an uninterrupted connection
to Highway 30. Currently,
Waterman Avenue, a local surface
street, serves as the north-south
link.
The City's proposal is a multi-
phased approach to respond to
immediate needs (short-term goal)
and ultimate needs (long-term goal)
of traffic demand in the area.
Short-term goal of the project is
related to a tunneling operation
within the area, which will generate
approximately 700,000 cubic yards
of excess material (DG). The option
to dispose off the excess material is
either to haul it to a landfill/dump
area (which would result in 70,000
truck trips on City streets), or utilize
it to build the base of the future +-

The City's short-term goal is to build ~
the roadway segment between 40'h · J!<" .j
Street and 30'h Street by utilizing the excess material generated by the tunneling operation
for the roadway base as fill material. To expedite the facilitation of this segment, the City is
taking the lead role in the process. The first step is to conduct an alignment study to

assess the issues and constraints, identify alternatives, and establish the most optimum
alternative for the proposed roadway. The alignment study will produce a document which
would enable the City to make an informed decision if, how and when to proceed with the
implementation of the proposed future parkway. This first phase of the alignment study will
not go through Caltrans/FHWA review and approval process. The objective is to conduct a
focused study to establish the conditions, issues and constraints the City will have to deal
with, potential impacts and mitigation measures, and estimate to build the roadway.
However, the ultimate goal is to build the remaining segments connecting State Highway
18 to State Highway 30, and relinquish the jurisdiction of the new roadway to Caltrans
(which in essence would be a natural extension of Highway 18 in the north-south direction).
In order to expedite the process, Caltrans/FHWA review and approval process will not be
involved for the alignment study for the first segment between 40lh Street and 30th Street.
However, the alignment study will follow a format similar to the general guidelines outlined
in Caltrans' Project Development Procedures Manual (PDPM).
The alignment study, which is identified as task 1.1 in the overall scope of work for the
project, is divided in two subtasks as follows:
Subtask 1.1.A
Subtask 1.1.A is to prepare an expedited alignment study for the segment between 40lh
Street and 30th Street. Based on our preliminary assessment, we identified that three
potential alignment alternatives might be analyzed:
1. New roadway on the west side of flood control area.
This would put heavy traffic next to residential areas. Due to noise and vibration, the
residents would most likely oppose to this alignment. However, there is already and
existing service road for the flood control maintenance vehicles. Using this road as
base alignment would be cost efficient. The noise issue can be mitigated with sound
walls and landscape improvements. A green belt can be created between the roadway
and residential areas, on which bicycle and walk trails can be constructed providing the
community with an added benefit, while mitigating the project impacts.
2. New roadway on the east side of flood control area.
Similar concerns would apply because of adjacent residential areas on the east side of
the channel. However, this alignment might create conflict for future extension to north,
because the natural alignment of Highway 18 in a straight line aligns with the west side
of flood control land.
3. New roadway in the middle of flood control area.
This alignment would most likely be less opposed by residents as the road would be
further away from the residential areas. However, the natural contours and flow lines of
the flood control channel would have to be altered.
Some of the issues related to the alignment study would include:
· Right-of-way requirements and impacts relative to flood control land as well as public
streets as the new road joins 40th Street and 30th Street.

. Service access road for flood control.
. Impacts of new road on drainage and flood control basin.
. Noise onto adjacent residential areas.
. Screening/landscaping of new road from residential areas.
. Opposition by homeowners.
· Re-alignment of 30th Street/Lynwood Drive intersection as the new road connects to
30th Street (possible cul-de-sac of Lynwood at 30th Street).
. Possible cul-de-sac of San Gabriel Street at 40th Street.
. Traffic Signals.
The following are specific tasks that will be performed by the consultant in subtask 1.1.A:
. Aerial SUNeying - Utilize existing aerial topographic mapping.
· Geotechnical/Geological Constraints - Review published geologic data and make a
cursory field reconnaissance of the project study area. 8ased on this review and
knowledge of the vicinity, we will identify general geotechnical/geologic constraints to
consider in establishing alternate routes (e.g., problematic slope orientations, seismic
features, possible excavation difficulties and potential soil removals).
. Right-of-Way - Prepare plans showing the proposed right-of-way and slope easements,
and provide approximate right-of-way costs. It is assumed that mapping of the take
areas and not the entire property will be sufficient. It is also assumed that title reports or
legal descriptions/sketches are not required.
Subtasks 1.1.8
Subtask 1.1.8 of the project is to prepare a concept alignment to extend the new roadway
from 40th Street north to connect to Highway 18, and from 30th Street south to connect to
Highway 30. The connection at Highway 30 will have new ramps and eliminate existing
ramps at Waterman Avenue/30th Street.
At this stage, the scope of work for Subtask 1.1.8 is to prepare concept level alignment
plans showing connections to State highways, initiate discussions with Caltrans, produce
the concept alignment plans with a list of potential issues, and assist the City in discussing
new highway proposal and ramps with Caltrans. While a scope cannot be identified to take
the project any further at this point, the consultants will be available to support the City as
the project progresses after receiving feedback and some direction from Caltrans/FHWA.
The concept plan would show the proposed alignment, connection to Highway 18 and 30,
new ramp configuration at Highway 30, deletion of ramps at Highway 30/Waterman/3Oth,
grading, bridge at the north end, new ramps at the Highway 30 connection, spacing with
the existing adjacent ramps, removal of ramps at Waterman/30th, crossings at 30th and
40th (underpass, overpass), traffic, and other elements.

SECTION 1. That the Mayor is authorized to execute the Amendment No. One to the
Agreement with The Planning Center for providing Professional Services to update the City's
General Plan to include preparation of the Arrowhead Springs Specific Plan, Traffic Impact
Analysis, Environmental Impact Report, Development Agreement, and Annexation Documents.

A contract is entered into with said firm for the actual costs incurred, not to exceed $470,000.00,
with the fee for a work item, task, or phase of the scope of work to be paid in advance by the

16 The City shall not authorize The Planning Center to proceed with a work item, task, or phase of
17 the scope of work until receipt of funds from the developer/property owner to pay for said work

At the Mayor and Common Council meeting of August 19, 2002, the City of San Bernardino
adopted Resolution 2002-281 - Resolution approving Amendment No. One to expand the
agreement with The Planning Center for providing professional services to update the City's
General Plan to include preparation of the Arrowhead Springs Specific Plan and related tasks.
The following motions were also approved:
That the Mayor and Common Council direct the City Attorney's Office, with the assistance of
Special Counsel Sabo, to review the agreement with The Planning Center and to make
appropriate changes to the language so it does not bind the Council, but expresses an intent to
explore and study; and
That the Mayor and Common Council direct the City Attorney's Office, with the assistance of
Special Counsel Sabo, to amend the agreement to ensure that money from the developer must be
on deposit prior to any release of payments to the consultant; and to make those changes in the
legal language that will protect the City and ensure that no City funds are expended without
coming back to the Mayor and Council for approval.
Once all changes have been made to the agreement, please forward the original agreement,
executed by City Attorney Penman, to my attention no later than Friday, September 6, 2002,
so that I will have sufficient time to obtain all requisite signatures, keeping in mind that the
resolution and agreement will be null and void if not executed within 60 days, or by October 18,
2002.
