Clark, City Clerk August 8, 2002 Designation of Voting Delegate for League of California Cities Annual Conference to be held October 2-5, 2002, in Long Beach, California The League of California Cities Annual Conference will take place October 2-5, 2002 in Long Beach, California. One very important aspect of the Annual Conference is the General Business Meeting when the membership takes action on conference resolutions. Annual conference resolutions guide cities and the League in efforts to improve the quality, responsiveness and vitality of local government in California. To expedite the conduct of business at the above-referenced policy-making meeting, the League has requested that each City designate a voting representative and an alternate who will be present at the Annual Business Meeting. Council Members Anderson and McCammack plan to attend this year's conference. Request is hereby made to designate Council Member Anderson as the City of San Bernardino's voting delegate at the League of California Cities Annual Conference in Long Beach, and Council Member McCammack as the voting alternate. Voting delegates must be designated as soon as possible so that proper records may be established for the conference. The City Clerk's Office must return the "Voting Delegate Form" to Sacramento no later than September 6, 2002. -. . Council member McCammack was designated as the alternate voting delegate. The completed voting delegate form has been sent to the League. Attached for your infonnation are the Annual Conference Voting Procedures of the League. As noted in the Procedures, the voting delegate (or alternate) may pick up the city's voting card at the voting card desk in the conference registration area. Once we determine who will be attending the annual conference, I can submit a Request for Council Action so that the Council can formally designate the City's voting delegate and alternate. Would you please let me know whether the Mayor plans to attend and which of the Council members plan to attend. I plan to agendize this item for the 2nd meeting in August so I would appreciate hearing back from you no later than Thursday, August 1. Thanks. One very important aspect of the annual conference is the annual business meeting where the membership takes action on conference resolutions. Annual conference resolutions guide cities and the League in our efforts to improve the quality, responsiveness and vitality of local government in California. It is important that all cities be represented at the annual business meeting on Saturday, October 5, at 10:15 a.m. at the Long Beach Convention Center. t 1 i 1 i i i " I , , I I I League bylaws state that "Any official of a Member City may, with the approval of the city council, be designated the city's designated voting delegate or alternate delegate to any League meeting. Designated voting delegates (or their alternates) registered to attend the Annual Conference constitute the League's General Assembly." To expedite the conduct of business at this important policy-making meeting, each city council should designate a voting representative and an alternate who will be registered at the conference and present at the annual business meeting. League bylaws provide that each city is entitled to one vote in matters affecting municipal or League policy. A voting card will be given to the city official designated by the city council on the enclosed "Voting Delegate Form." Please complete and return the enclosed "Voting Delegate Form" to the Sacramento office of the League at the ear1iest possible time (not later than Friday, September 6,2002), so that proper records may be established for the conference. The voting delegate may pick up the city's voting card at the designated Voting Card desk located in the League registration area. i I I The voting procedures to be followed at this conference are printed on the reverse side of this memo.
