Backaround: At the July 15, 2002 meeting of the Mayor and Common Council, Resolutions 2002-243, 2002-246 and 2002-249 were adopted calling a Special Municipal Election for three measures. The first is a proposed ordinance of the City of San Bernardino repealing Chapter 3.54 of the San Bernardino Municipal Code and adding Chapter 3.55 to the San Bernardino Municipal Code relating to Transient Lodging Tax. The other two measures are Charter Amendments relative to the salary of the Mayor and Council Members. The Special Municipal Election will be consolidated with the November 5, 2002, Statewide Presidential General Election which will be conducted by the County of San Bernardino. This election is not a regular election and was therefore not included in the FY 2002/03 budget. In meeting with staff and the County Registrar of Voters, we have determined that the election will cost an estimated $40,000. As expenses are incurred, we will allocate amounts to various line item accounts, Le., professional/contractual services, advertising, translations, and printing, etc. Financial Impact: It is recommended that the funding for this Special Municipal Election be taken from the General Fund reserve. Recommendation: That the Mayor and Common Council authorize the Director of Finance to amend the FY 2002/03 budget and transfer $40,000 from the General Fund reserve to Account No. 001-032-5502 (City Clerk Elections - Professional/Contractual Services).
