Backl!round: On June 20, 2002 Development Services Department Staff attended a neighborhood meeting where about thirty (30) residents expressed concern relative to the traffic situation on 9th Street west of Medical Center Drive. Also attending were Councilpersons Esther Estrada and Betty Anderson. Several traffic issues were raised at the meeting relative to speeding, truck traffic, and general concern for pedestrian/traffic safety. They felt that if a 4-way stop were installed at the intersection of 9th Street and Wilson Street it would help alleviate the situation. Staff evaluated the request for a 4-way stop in accordance with the City's Administrative Policy for Stop Sign Installation on Residential Streets. Both Wilson Street and 9th Street are classified as local streets in the City's General Plan within this area. Pursuant to the evaluation, staff has determined that this intersection meets Warrant "B" of the Administrative Policy (see attachment). This warrant is satisfied when sixty (60) percent of the residents located within six-hundred (600) feet of the proposed stop sign, sign a petition agreeing to its installation, and two other criteria are met. In this case criteria B-1, B-5 and B- 7 are satisfied. Part B-1 of the warrant is met, since the intersection is within 600 feet of Arroyo Valley High School and is part of the path of travel route to the school. Part B-5 of the warrant is met when the "intersection is abutting a park, major shopping center or other high pedestrian use facility". In this case, Johnson Community Center is located on the northwest corner of the intersection. The community center includes a public park. Additionally, the San Bernardino West Head Start facility is located on the Northeast corner of the intersection. Part B-7 is met when during any two hours of an eight-hour period 125 vehicles cross the major street while 200 vehicles enter the intersection from all directions. This part of the warrant is met during the two consecutive hours between 3:00 p.m. and 5:00 p.m. Since this intersection meets Warrant "B" of the Administrative Policy for Installation of Stop Signs, staff recommends the installation of a 4-way stop at the intersection of 9th Street and Wilson Street. Finally, attached is a list of other possible City actions to address and improve vehicle and pedestrian traffic issues raised at the neighborhood meeting. Good traffic engineering judgment must be exercised before installing stop signs at certain intersections (whether it meets the warrants or not) OTHER POSSIBLE CITY ACTIONS TO ADDRESSIIMPROVE TRAFFIC ISSUES 1. 9TH AND Wilson: Install stop signs at all approaches at 9th Street and Wilson Street. This will be considered at the City Council meeting of August 5, 2002. 2. 9th and Western: There is currently no apparent ability to justify a four-way stop sign. However, the situation may change when school commences in Fall 2002. 3. Existing Speed Limit: The recently conducted speed study indicates a desired posted speed limit of 45 m.p.h. from Medical Center Drive to "H" Street, or possibly 40 m.p.h., because of the proximity to a park and school. This section of street is suppose to be posted at 40 m.p.h., however, three signs are missing. The three missing speed limit signs will be reinstalled prior to July 14,2002. 4. When Children Are Present: Install speed limit sign stating "School Speed Limit 25 m.p.h. When Children Are Present". The signs will be oversized and lime green in color. 5. 9th Street Sidewalks: Use existing budgeted FY 2002-03 CIP to complete sidewalks, curb and gutter along 9th Street school path of travel from Wilson Street to Pennsylvania Avenue. Sidewalks will help keep children out of the street and on a safe path of travel to Arroyo Valley High School.
