The City has received numerous complaints relative to on-street parking on the segment of
Rockford Avenue between Lynwood Drive and Marshall Boulevard and the other streets
branching out from Rockford Avenue in this area (see attached map). This area is entirely
residential. Out of convenience, patrons of the San Manuel Indian Bingo and Casino appear to
be parking vehicles on these streets causing concerns for the residents. These concerns include
loitering, long-term parking in front of their homes, littering, and confrontations with the
patrons of the casino. This situation occurs particularly on evenings and weekends.
To resolve this undesirable situation, traffic engineering staff is proposing the implementation
of a "Residential Parking Permit" program on these streets. The same type of program was
implemented successfully approximately five years ago on the residential streets east of the
Casino. Basically, the program entails prohibiting parking on the streets, however, residents of
the restricted areas would be exempt from the parking prohibition, provided that they display a
parking permit/placard issued by the City. Two permits would be issued per residence,
however, additional permits may be issued, for one day, so that guests can park on the street
for special events. Failure to display the parking permit may result in the issuance of a
parking citation.
However, staff felt that for this type of program to be successful, overwhelming support would
be needed from the affected residents/property owners. Therefore, a survey was sent out to
the residents/property owners to gauge their support for this program. The following are the
results of the survey:
Thirty-seven (37) properties were surveyed. Fifty (50) letters/surveys were mailed out to the
property owners/tenants. Seven (7) surveys were returned as "undeliverable" and thirty-three
(33) responses were received. The following are the results of the responses received:
. Thirty-one (31) are in favor of the residential parking permit program
. Two are against the residential parking permit program
Of the thirty-one (31) responses in favor of the program, twenty-three (23) are property
owners and the other eight are tenants.
In view of the results of the survey, staff feels that enough support exists to proceed with the
implementation of the "Residential Parking Permit" program. Consequently, staff
recommends that the attached Resolution be approved authorizing its implementation.
Financial Imoact:
The estimated cost of $ 3,500.00 for installing the "No Parking" signs will come from Account
No. 001-187-5111 (Signing and Striping Materials)
