I /1' CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT SUBJECT Reclassification of two (2) positions in the Fire Department. BACKGROUND The Fire Department seeks the reclassification of two (2) essential non-safety positions, which are as follows: . Dispatch Supervisor to Fire Communications Manager . Equipment Mechanic I to Equipment Mechanic II DisDatch SUDervisor The Dispatch Supervisor classification has historically been utilized by both the Fire and Police Departments. Over the past few years, the Fire Dispatch Supervisor position has evolved to include duties and responsibilities similar to those of the Police Communications Manager. Specifically, the incumbent is responsible for all work and training issues for Fire Dispatch personnel, conducts evaluations, handles disciplinary issues, and interfaces with the union. The Dispatch Supervisor ensures work quality and adherence to established policies and procedures within the Fire Dispatch Division by developing appropriate training. The Dispatch Supervisor is responsible for computer-aided dispatch system, Emergency Medical Dispatching and maintaining associated interface with San Bernardino County Medical Authority, ambulance transportation (AMR) and area hospitals. The Fire Dispatch Supervisor reports directly to a Battalion Chief. As a result of this increase in duties and in order to ensure that title reflects unique requirements of the Fire Department, staffis recommending a change in title to Fire Communications Manager which is appropriate to the duties administered by the incumbent. The recommended salary range of $3,606 - $4,383 will keep the new classification of Fire Communications Manager approximately five percent (5%) below the Police Communications Manager, which is appropriate given the fewer number of employees supervised in the Fire Department. ElIuiDment Mechanic I Currently, there is one (1) Equipment Mechanic I position and two (2) Equipment Mechanic II positions within the Vehicle Maintenance section of the Fire Department. The Equipment Mechanic I position can perform very limited work on heavy-duty vehicles due to the position classification. An Equipment Mechanic I is primarily able to work on small equipment such as chain saws and passenger vehicles. Reclassifying one (1) vacant Equipment Mechanic I to an Equipment Mechanic II will allow much more flexibility in assignment of repair work of the heavy vehicles. In addition, the Shop Supervisor will be able to depend on three (3) mechanics rather than two (2) mechanics for off-hour emergency road repair call outs. SUMMARY DESCRIPTION Under supervision, perfonns semi-skilled service and repair on diesel and gasoline-powered equipment; tunes gasoline engines; maintains service facilities; and perfonns related work as required. ORGANIZATIONAL RELATIONSHIPS The class of Equipment Mechanic I is the semi-skilled level in the equipment repair series. Supervision is received from a Supervising Equipment Mechanic. REPRESENTATIVE DUTIES The following duties are typical for positions in this classification. Any single position may not perform all of these duties and/or may perform similar related duties not listed here: I. Provides courteous and expeditious customer service to the general public and City department staffs. 2. Inspects, services and repairs diesel and gasoline-powered equipment; lubricates automobiles, trucks and other motorized equipment; tunes engines; services brakes, adjusting and replacing lining on brakes; operates motorized equipment in connection with repair and servicing; changes and repairs tires; replaces worn tires; balances wheels after tire change; cleans, washes and polishes motorized equipment; replaces universal joints; replaces rear axles and seals; replaces radiator hoses and fittings, and recharges air conditioning systems. 3. Repairs or replaces electrical wiring, batteries, alternators, generators and starter motors; steam cleans refuse trucks and fire engines; fuels refuse trucks and fire engines; checks undercarriage of trucks for damage; perfonns minor body and fender work. 4. Cleans upholstery and headlining; repairs and replaces door handles, window handles, door hinges, seat guides, decals, push bars, cages, emblems, shock absorbers, fan belts and windshield wipers. repairs fuel facility pumps and plumbing; requisitions supplies and parts; operates City vehicles; draws supplies and parts from stock; maintains labor and material records. S. Assists in troubleshooting, tearing down, rebuilding, replacing or adjusting major assemblies and complex components, such as transmission and clutch assemblies, automatic transmissions, differentials, power steering mechanisms, front and rear axle assemblies, electrical/hydraulic systems and other mechanical accessories. 6. Assists on specialized fire and heavy equipment repairs including installing parts and components, and replacing electrical components and wiring. 7. Perfonns preventive maintenance and inspections, minor repairs and learns to diagnose, repair and overhaul systems and components on specialized fire and heavy equipment. 8. Perfonns emergency repairs out of shop as necessary; may be placed on-call to respond to after hour emergency repair needs. 9. Operates automotive test equipment, such as oscilloscopes, compression gauges, electrical testers, micrometers, exhaust analyzers and other testing equipment. Maintains shop equipment; cleans and maintains assigned work area; disposes of hazardous materials according to established policies. II. GENERAL OUALIFICATIONS Knowledl!e of: Appropriate safety precautions and procedures; Basic tools, lubricants, equipment and procedures used in servicing, overhauling, repairing and adjusting a varietY of automotive and other power driven equipment; Basic record keeping; Proper spoken and written English; Tire sizes used on light and heavy equipment; Principles of internal combustion engines.
