SUBJECT
To reclassify one (1) Maintenance Worker II position to a Hazardous Materials Specialist
position in the Public Services Department.
BACKGROUND
There are currently 47 employees in the Street Division who handle a variety of requests for
service from both the general public and other City departments. These service requests include
responding to hazardous materials that have been found abandoned along the public right-of-
way, assisting Code Compliance in handling hazardous materials discovered during the course of
an abatement activity and providing hazardous materials management support to other
departments seeking to dispose of these materials.
The Fire Department has the capability to respond to incidences that involve the identification
and emergency response to hazardous materials; however, under current City policy they do not
provide any transportation, storage or disposal management. Public Services has the
responsibility, on request, to provide materials and equipment to mitigate the effects of a release
or spill. (Examples - sand, barricades, dump truck, or skip-loader.) This has evolved into the
following practice:
1. Potentially hazardous materials found along the public rights-of-way or on private
property under inspection and/or abatement by Code Compliance are identified by the
Fire Department in coordination with Risk Management.
2. If determined by the Fire Department as safe to transport to the Hazardous Materials
Storage Facility located in the yard, the materials are labeled and turned over to Public
Services for such transportation. This transfers responsibility to properly store, inspect
and arrange for disposal to the Public Services Department.
3. If the materials are determined not to be hydrocarbon, acid or base chemicals and are
determined to be dangerous (such as radioactive, explosive or extremely toxic or
reactive), a professional hazardous materials management company is called in by Risk
Management at a significant cost to the City.
Recent inspections during 2001 of the City Yard by the County of San Bernardino Fire
Department, the City of San Bernardino Fire Department, the County of San Bernardino
Environmental Health Department and the Santa Ana Regional Water Quality Assurance Board
have identified a number of issues in the storage, handling and disposal of hazardous materials
within the yard by tenant departments. In all cases, the Public Services Department has accepted
responsibility from these departments to coordinate the correction of these deficiencies and to
handle these materials in a manner according to current requirements.
The necessity to comply with federal and state laws and regulations relating to the proper
management of hazardous materials has increased beyond the current capability of the
department. Presently, the Public Services Department has been using a Maintenance Worker II
employee who, upon his own initiative and in the interest of the betterment of his own career
opportunities, has obtained an certification in Environmental Management.. This employee has
been providing assistance to the City by assuming responsibilities to respond to hazardous
material service requests.
The Public Services Department is requesting that this position be reclassified from a
Maintenance Worker II to the new position of Hazardous Materials Specialist. This position
would be under the general direction of the Street Superintendent along with continuing to
provide general maintenance duties and would develop, implement and maintain programs
relating to the management of internally and externally generated hazardous wastes in
accordance with local, state and federal requirements. The incumbent would respond to and
manage abandoned or illegally dumped hazardous materials along public right-of-ways and in
support of Code Compliance activities. This position would provide daily management of City
Hazardous Materials Storage Facility, including coordination of removal in accordance with
applicable state and federal requirements.

The net cost to add the new Hazardous Material Specialist position is $1.725. The cost for this
position will be absorbed by a reduction of $500 from Account No. 001-402-5171 (Rentals) and
$1,200 from Account No. 001-402-5111 (Material and Supplies).
RECOMMENDATION
1. Reclassify one (1) position of Maintenance Worker II, Range 1329, $2,291 - $2,748/mo
to a Hazardous Materials Specialist, Range 1349, $2,531 - $3,076/mo.
2. To authorize the Director of Human Resources Department to update Resolution 6413,

HAZARDOUS MATERIALS SEPCIALIST
Class specifications are intended to present a descriptive list of the range of duties performed by
employees in the class. Specifications are!!!!!. intended to reflect all duties performed within the job.
SUMMARY DESCRIPTION
Under general direction of the Street Superintendent, develops, implements and maintains programs
relating to the management of intemally and externally generated hazardous wastes in accordance with
local, State and Federal requirements. May develop and present educational programs to City employees
relating to proper handling of hazardous waste materials generated during the course of daily activities.
Responds to and manages abandoned or illegally dumped hazardous materials along public right-of-ways
and in support of Code Compliance activities. Provides daily management of Hazardous Materials
Storage Facility, including coordination of removal in accordance with applicable State and Federal
requirements. Performs a variety of semi-skilled and/or skilled work in the maintenance, construction,
repair, and installation of City sidewalks, streets, curbs, pavement, sewers, signs, structures, islands,
culverts, alleys, ditches, trees, shrubbery and storm drains; operates a variety of maintenance and repair
tools and equipment.
ORGANIZATIONAL RELATIONSHIPS
The class of Hazardous Materials Specialist is a technical and field position in the Streets Division.
Supervision is received from the Street Superintendent or designee.
REPRESENTATIVE DUTIES
The following duties are typical for positions in this classification. Any single position may not perform
all of these duties and/or may perform similar related duties not listed here:
1. Responds to reports of abandoned or illegally dumped hazardous materials along the public Right-of-
Way and, in coordination with the Fire Department and Risk Management Departments. When
authorized by the Fire Department, prepares, transports and stores abandoned or illegal dumped
hazardous materials at the Hazardous Materials Storage Facility in the City yard for final disposal.
2. Provides inter-departmental management of all hazardous materials generated within City operations,
including preparation, transportation and storage from originating Department facility to the
Hazardous Materials Storage Facility located in the City Yard.
3. Prepares educational materials and training programs for City employees relating to the proper
handling and management of hazardous wastes generated during normal City activities.
4. Provides daily management of the Hazardous Materials Storage Facility, including collecting,
segregating, preparing, monitoring and tracking of hazardous waste materials stored within the
Facility.
5. Coordinates the preparation of hazardous waste materials for pick-up and disposal by licensed
hazardous waste management company, including preparing all necessary manifests, reports or other
records as required by State and Federal regulations and laws.
6. Maintains records and prepares a variety of periodic and special reports, identifies, prepares and
administers grants relating to hazardous waste management, and other reports, correspondence or
documentation in support of the program.

7. Researches and makes recommendations to various Departments relating to use of products within
City operations that are less toxic and do not generate hazardous wastes as a by-product of use or
disposal.
When assilZlled to anv Maintenance Function:
I. Provides courteous and expeditious customer service to the general public and City department staffs.
2. Sets up traffic control devices and performs flagging functions in work zones; ensures a safe working
environment according to established safety guidelines.
3. Operates a variety of heavy and light equipment, and hand and small power tools including trucks,
skip loaders, light rollers, backhoes, dump trucks, airless spray equipment, shovels, rakes and related
equipment.
4. Performs minor maintenance and adjustments on equipment; performs preventative maintenance
procedures on equipment used.
5. Assists other crews in performance of their responsibilities as necessary.
6. Routinely adheres to and maintains a positive attitude towards City and Department goals.
7. Performs related work as required.
GENERAL OUALIFICATIONS

Minimum Oualifications:
Graduation from a two-year college with major coursework in environmental sciences, hazardous
waste management or a related field, lIBEi six months of part-time experience in hazardous waste
management.
License or Certificate:
Current possession of 24-hour HazWhopper training and certification.
Possession of a valid Class "c" California Driver's License. (Must comply with a\1 Department of
Transportation and State requirements for operators of commercial motor vehicles.)
A copy of California Department of Motor Vehicles print out dated within 30 days of date of
application must be submitted with application and possession of a valid Class "B" California driver's
license with HAZ MAT endorsement, or ability to obtain a Class "B" with HAZ MAT endorsement
within six months from date of appointment. For out-of-state applicants, a valid driver's license is
required. A valid Class "c" California driver's license must be obtained within ten (10) days of
appointment (CA Vehicle Code Section 12405c); and applicant must be able to obtain a valid Class
"B" license with HAZ MAT endorsement within six months from date of appointment.
California Department of Motor Vehicles driving record must reflect the following in the past three
years from date of application:
1 )No more than two (2) moving violations;
2)No more than one (1) tailgating offense (included in the moving violations);
3)No open "Failure to Appear's" (FTA); and,
4)No reckless driving or driving under the influence citations (three years from the date of conviction,
not arrest.)

MAINTENANCE WORKER II

SUMMARYDEsaurnoN
Under general supervision, perfonns a variety of semi-skilled and/or skilled work in the maintenance,
construction, repair, and installation of City sidewalks, streets, curbs, pavement, sewers, signs, structures,
islands, culverts, alleys, ditches, trees, shrubbery and storm drains; operates a variety of maintenance and
repair tools and equipment; and performs related work as required.
ORGANIZATIONAL RELATIONSHIPS
The class of Maintenance Worker II is a skilled manual laboring class in the maintenance worker series.
Line supervision is received from a Maintenance Supervisor. Lead supervision may be received from a
Lead Maintenance Worker on an assigned project.
REPRESENTATIVE DUTIES
The following duties are typical for positions in this classification. Any single position may not perfOrm 01/ of these
duties and/or may perform similar related duties not listed here:
When assigned to any Maintenance Function:
I. Provides courteous and expeditious customer service to the general public and City department staffs.
2. Sets up traffic control devices and perfonns flagging functions in work zones; ensures a safe working
environment according to established safety guidelines.
3. Operates a variety of heavy and light equipment, and hand and small power tools including trucks,
skip loaders, light rollers, backhoes, dump trucks, airless spray equipment, shovels, rakes and related
equipment.
4. Performs minor maintenance and adjustments on equipment; performs preventative maintenance
procedures on equipment used.
5. Assists other crews in performance of their responsibilities as necessary.
6. Routinely adheres to and maintains a positive attitude towards City and Department goals.
7. Performs related work as required.
When assigned to Traffic Sil!Ilimr and Striping::
I. Performs a variety of tasks in the painting of traffic control markings and curbs; operates street
striping and stencil equipment; paints crosswalks, stop bars, stop signs, lane markers, center lines,
parking spaces, curbs, and traffic islands; installs raised traffic bars, guard rails and reflectors;
replaces defective or missing traffic controls.
2. Removes, repairs, replaces or installs street signs and traffic signs; cleans and maintains existing
signs; trims vegetation that presents safety hazards; assists in the fabrication of signs as necessary.
3. Operates a variety of equipment including stencil truck, parking lot striper and marking removal
equipment.
When assigned to Streets:
I. Performs curb, gutter and sidewalk maintenance duties; breaks up paved surfaces; sets fonns; mixes,
pours, spreads and finishes concrete.
2. Performs heavy manual labor; loads and unloads dirt, rocks, sand, gravel and other items at assigned
job sites.

3. Cleans and maintains streets and parking lots.
When assimed to Sewer Line:
1. InstalIs, repairs and maintains sewer lines; locates and repairs breaks in water and sewer main lines;
reviews maps for valve locations; sets up traffic control devices and excavate materials; repairs or
replaces valves as needed.
2. Performs maintenance and construction on City storm drainage systems; replaces and repairs
manholes.
3. Performs inspections and walk throughs of storm drains and sewers; ensures proper working order;
makes repairs as necessary.
When assil!lled to Abatement:
I. Abates weeds and delJris; operates a 5-ton truck and trailer and trash dump truck; cuts tree trimmings
for loading; feeds brush and trimmings into weed chipper.
2. Applies pesticides, herbicides and fertilizers as necessary.
GENERAL OUALIFICATIONS
Knowledl!e of:

Minimum Oualifications:
Graduation from high school or OED equivalent, and two years of recent experience in performing
skilIed manual labor in the repair and construction of streets, sidewalks and gutters and the operation
of such equipment as jackhammers, backhoes, tractors and dump trucks; or one year of experience at
the level of Maintenance Worker I.
License or Certificate:
Possession of a valid Class "c" Califomia Driver's License. Must comply with alI Department of
Transportation and State requirements for operators of commercial motor vehicles.
