SUBJECT
Increase the salary for the position of Animal Control Operations Manager in the Animal Control
Department.
BACKGROUND
The Animal Control Operations Manager is a key position in the Animal Control Department.
The Animal Control Operations Control Manager supervises and coordinates personnel engaged
in the enforcement of federal, state, county and city ordinances governing animals. In addition,
it is the responsibility of the Animal Control Operations Manager to submit court cases to the
District Attorney and City Attorney.
The Animal Control Operations Manager coordinates all the operations of animal control,
including field operations of the Animal Control Officers, the licensing department, clerical staff
and shelter employees, and oversees the 13 vehicles in fleet management. There are a total of21
full-time and 10 part-time employees that require some amount of supervision. In addition,
responsibilities of the Animal Control Operations Manager include general management of the
shelter and welfare of the animals.
In an effort to evaluate the compensation of this position, agencies that have animal control
operations were surveyed (Orange, Riverside and Los Angeles Counties). The average top step
salary for a similar position is $4,451 per month. The agencies surveyed do have an animal
control unit but are a much larger operation than that of the City's division. Furthermore, many
cities contract these services with one of the county organizations. The current range for the
Animal Control Operations Manager is Range 2378, $2,925 - $3,555 per month. A fifteen
percent (15%) increase to the salary would put the Animal Control Operations Manager at Range
2408, $3,397 - $4,129 per month. This range will keep the position properly aligned with other
position in the Mid-Management group and be competitive with similar outside positions while
taking into consideration the smaller size of the City's Animal Control operation.
FINANCIAL IMP ACT
The proposed salary for this position for 12 months is:
Animal Control Operations Manager
Range 2408, $3,397 - $4,129 per month
$3,499 (Step 4) x 12 months = $41,988
Benefits = 8.592
TOTAL $50,580
The current budgeted salary for this filled position for 12 months is:
Animal Control Operations Manager
Range 2378, $2,925 - $3,555 per month
Salary = $40,184
Benefits = 8.435
TOTAL $48,619
The total salary and benefits will increase by approximately $1.961.
The increased cost associated with this action will be offset by a reduction of $1 ,000 in Account
Nos. 124-231-5111 and 124-231-5111 (Materials and Supply).
RECOMMENDATION
1. Increase the salary for the Animal Control Operations Manager from Range 2378, $2,925
- $3,555 to Range 2408, $3,397 - $4,129 per month.
2. Direct the Human Resources Department to update Resolution 6413, Section Eleven, and
Resolution 97-244, to reflect this change.

ANIMAL CONTROL OPERATIONS MANAGER
Class specifications are intended to present a descriptive list of the range of duties performed by employees in the
class. Specifications are not intended to reflect all duties performed within the job.
SUMMARY DESCRIPTION
Under general direction, supervises and coordinates the City Animal Shelter and animal control field
operations; coordinates assigned activities with other divisions, outside agencies and the general public;
provides highly responsible and complex staff assistance to the Director of Animal Control; and performs
related work as required.
ORGANIZATIONAL RELATIONSHIPS
The class of Animal Control Operations Manager is the frrst-Ievel line-supervisory class in the animal
control series. Supervisioh is received from the Director of Animal Control. Supervision is exercised over
Animal Control personnel. Incumbents must be available by phone after hours, including nights, weekends
and holidays.
REPRESENTATIVE DUTIES
The following duties are typical for pasitions in this classifICation. Any single pa,ition may not perform all of these
duties and/or may perform similar related duties not listed here:
I. Provides courteous and expeditious customer service to the general public and City department staffs.
2. Supervises and coordinates personnel engaged in the enforcement of federal, state, county and City
ordinances governing animal licensing, quarantine, vaccination, impounding, care, destruction and
disposal of animals; assists in coordinating low-cost rabies clinics as necessary.
3. Participates in the development and implementation of goals, objectives, policies and priorities;
recommends and implements resulting policies and procedures.
4. Identifies opportunities for improving service delivery methods and procedures; identifies resource
needs; reviews with appropriate management staff; implements improvements.
5. Coordinates and reviews the work plan for assigned animal control services and activities; assists in
planning and improving animal control services; assigns work activities and projects; monitors work
flow; reviews and evaluates work products, methods and procedures; meets with staff to identify and
resolve problems.
6. Assists with the public relations program; provides information to civic groups and news media on
matters relative to animal control; responds to and resolves citizen complaints; investigates
complaints and determines most appropriate action.
7. Participates in the selection, training, motivating and evaluating of animal control personnel; provides
or coordinates staff training; assists with employee counseling; works with employees to correct
deficiencies; implements discipline procedures; maintains attendance records for all employees.
8. Participates in the development and administration of the animal control program budget; submits
budget recommendations; monitors expenditures.
9. Provides staff assistance to the Director of Animal Control; prepares and presents staff reports and
other correspondence as appropriate and necessary.

10. Coordinates animal control activities with those of other divisions and outside agencies and
organizations.

in the field of animal control.

Minimum Qualifications:
Graduation from high school or GED equivalent and one of the following:
I. Four years supervisory/managerial experience in the operation of a full-service animal control
program; or,
II. Seven years experience as an Animal Control Officer in the City of San Bernardino; or,
III. Five years experience as an Animal Shelter Office Specialist in the City of San Bernardino.
License or Certificate:
Possession of a valid Class 'C' California Driver's License is required.
