SUBJECT
Increase the salary for the position of Senior Animal License Checker in the Animal Control
Department.
BACKGROUND
The Senior Animal License Checker is the lead supervisor of the Animal License Checkers and
is responsible for training and evaluating staff. In addition, this position is responsible for
auditing the daily cash receipts; audits and collects accounts receivable for all dog licenses in the
City of San Bernardino and the City of Fontana (contracts animal control services). Other
responsibilities include the annual rabies vaccination and licensing clinics for the cities of San
Bernardino and Fontana. Under the general direction of the Animal Control Operations
Manager, the Senior Animal License Checker coordinates and organizes the daily duties of the
Animal License Checkers.
In 2002, the City of Fontana contracted with the City of San Bernardino Animal Control
Department to provide services in Fontana. As a result, two (2) Animal License Checkers were
hired to provide work exclusively in Fontana. The Animal License Checkers are comprised of
10 part-time employees who canvass door-to-door throughout the cities of San Bernardino and
Fontana to locate unlicensed dogs and issue warning notices and citations for violations. The
License Division has doubled in size in the last year, and as a result, will realize revenue receipts
of approximately $341,000 for FY 01-02. This is an increase of $132,700 over the previous FY
00-01 and an increase of $146,400 over the FY 99-00. This increase is due to the larger staff and
the improved efficiencies of the office staff.
In order to recognize the increase in the amount of accounting involved and the management of a
busy and revenue-generating operation, a salary increase from Range 1291, $1,895 - $2,303 per
month to Range 1309, $2,073 - $2,520 per month is being recommended. This reflects an
approximate ten percent (10%) increase in salary and keeps a five percent (5%) salary difference
with the Animal Control Officer, which is a benchmarked position.
FINANCIAL IMPACT
The orooosed salary for this position for 12 months is:

The total increased cost associated with this action is approximately $1.441. It is anticipated that
the continued efficiencies associated with the Animal License Checker Program will produce
revenues above those projected for the FY 02-03 in an amount sufficient to cover this cost.
RECOMMENDATION
1. Increase the salary for the position of Senior Animal License Checker from Range 1291,
$1,895 - 42,303/mo. to Range 1309, $2,073 - $2,520/mo.
2. Direct the Human Resources Department to update Resolution 6413, Section Ten, and
Resolution 97-244, to reflect this change.
3. Authorize the Finance Director to increase the FY 02-03 Preliminary Budget to increase

SENIOR ANIMAL LICENSE CHECKER
Class specificatians are intended ta present a descriptive list of the range of duties performed by employees in the
class. Specifications are ~ intended to reflect aI/ duties performed within the job.
SUMMARY DESCRIPTION
Under general supervision, exercises lead supervision over subordinate license checkers; oversees and
participates in the more complex and difficult work of staff responsible for animal license checking; visits
residences throughout the cities of San Bernardino and Fontana to locate unlicensed dogs; issues warning
notices or citations to appear in court; and performs related work as required.
ORGANIZATIONAL RELATIONSmpS
The class of Senior Animal License Checker is the lead supervisory level in the animal license program
within the Field Service. Division of the Animal Control Department. Supervision is received from the
Animal Shelter Operations Manager. Supervision is exercised over part-time animal license checkers.
REPRESENTATIVE DUTIES
The fol/owing duties are typical for positions in this classification. Any single position may not perform aI/ of these
duties and/or may perform similar related duties not listed here:
I. Provides courteous and expeditious customer service to the general public and City department staffs.
2. Assists in training Animal License Checkers in their areas of work including proper work methods,
procedures and techniques; assists in scheduling and routing assignments.
3. Contacts dog owners within the cities of San Bernardino and Fontana to determine if the dogs on the
premises are licensed; issues warning notices or citations to appear in court to owners of unlicensed
dogs; prepares and maintains daily/weekly/monthly reports; compiles statistical data relating to
licensing.
4. Collects monies for the sale oflicenses; maintains and balances daily change fund; issues receipts for
monies collected; issues dog licenses at Annual Rabies VaccinationIDog Licensing Clinics and assists
in the planning of such clinics; maintains records from outside sales of licenses.
5. Receives complaints from residents regarding animal regulations; explains animal control regulations,
policies and procedures to residents; resolves issues as appropriate.
6. Provides information to the Animal Shelter Operations Manager on licensing staff necessary for
evaluations; maintains dog license and owner information in computer data base; keeps hand-written
records; operates City vehicles; orders and maintains all forms and supplies as necessary.
7. Ensures adherence to safe work practices and procedures.
8. Routinely adheres to and maintains a positive attitude towards City and Department goals.
9. Performs related duties as required.
GENERAL OUALIFICATIONS

Minimum Oualifications:
Graduation from high school or GED equivalent; and one year of recent intermediate level clerical
experience and 6 months of office or field supervision.
License or Certificate:
Possession of a valid Class "c" California Driver's license.
