SUBJECT
Establish a new position of Security Guard (Part-Time) in the Facilities Management
Department.
BACKGROUND
The Facilities Management Department is assigned with providing security services at City Hall
and two City libraries. These services have been provided for over 10 years utilizing part-time
Custodial Aides. The program has worked very effectively at having a higWy visible individual
on duty to deter theft and public nuisance incidences. State laws have changed and now security
guards are required to register with the California Bureau of Security and Investigative Services.
The state requires that guards carry Security Guard Registration (California Guard Card).
The Facilities Management Department is requesting personnel changes for the current fiscal
year as follows: Create the position of Security Guard and change the title of six (6) Custodial
Aides to fill the positions. A draft job description is attached.
Staff is recommending that the six (6) currently employed Custodial Aides be trained at the
City's expense. The current Custodial Aides are long-time employees who are dedicated and
deserving of these positions. These employees may not have the means to receive the training, if
not provided by the City. All future new hires will be required to have a valid California Guard
Card.
The County of San Bernardino is the only local public agency with a similar position and their
wage scale is $IOm to $13.08 per hour.
Staff is recommending that the salary range for the new position of Security Guard be
established at $9.00 - $9.45 - $9.92 - $10.42 - $10.94 per hour. While this range is lower than
the San Bernardino County salary range, it maintains internal equity with the City's part-time
Security Officers, whose salary range is $11.84 to $14.98 per hour. This difference in salary is
based on the fact that the part-time Security Officers are armed guards, who are POST certified
and have the power to arrest.
FINANCIAL IMPACT
The current Custodial Aides are paid $7.48 per hour and each work approximately work 1400
hours per year. The cost for these six (6) positions is approximately 563.900. To increase these
six (6) Custodial Aides to Step 1 of the new Security Guard classification would cost 576.900. or
an increase of 513.000. The training course which employees will undergo during normal
working hours will cost $300 per Guard, or $1,800 for all six (6) employees. The total cost of
this proposed action would be 514.800 for FY 2002/03. Funds to cover this action are available
in the Division's FY 02/03 proposed budget in Account No. 001-324-5014.
RECOMMENDATION
1. Establish the new position of Security Guard, Range PT, $9.00 - $10.94 per hour.
2. Change the title of six (6) Custodial Aide employees to the new classification of Security
Guard.
3. Direct the Human Resources Department to update Resolution 6413, Section Thirteen, to
reflect this particular action.
4. Direct the Human Resources Department to update Resolution No. 97-244 to reflect these
particular actions.
5. Authorize the Director of Finance to amend the Preliminary FY 2002-03 Facilities

HOW TO REGISTER AN IN-HOUSE
SECURITY GUARD
(Instructions for In-House Employers)
An in-house security guard is an employee that provides security for one
employer, is listed on the payroll of that employer, whose wages are paid
directly by that employer, and only provides security for that employer's
property, e.g. store, parking lot. A security guard is a uniformed or non-
uniformed person employed to protect people and property or to prevent the
theft of property. An in-house security guard performs the same functions a
contract security guard but is not employed by a private patrol operator. An
unarmed in-house security guard may apply for registration, but is not requi
to do so. However, those in-house guards who intend to carry a baton or a
firearm are required to be registered and must obtain the appropriate weapo
permit.
To become registered as a security guard, a person must pass the Power to
Arrest examination and send an application for security guard registration,
second copy of the live scan form or two fingerprint cards, and fees to the
Bureau within three working days of the first date of employment.
Live Scan Fingerprinting
Live Scan is a system for the electronic submission of fingerprints and the
subsequent automated background checks and responses. The Bureau stron
encourages the use of Live Scan for submitting fingerprints to the 001 and
FBI. Live Scan is much faster and more efficient than fingerprint cards and
would prefer that you use Live Scan.
Live Scan is easy to use. Simply go to the nearest Live Scan station to have

established ongoing training programs. Approval may be obtained by sendi
a written request to the Bureau on business stationery (letterhead). The lette
must be accompanied by resumes of those seeking approval to administer th
examination. You will be notified in writing within six to eight weeks
regarding the request.
Only those persons who receive written authorization from the Bureau may
give the Power to Arrest examination and sign applications for registration.

Once an in-house guard is registered, he or she becomes subject to the
provisions of the Private Security Services Act, Business and Professions
Code, Chapter 11.5. A copy of the Act is provided to individuals authorized
administer the Power to Arrest examination. Additional copies of the Privat
Security Services Act may be purchased by submitting a written request
accompanied with the fee of $1 0.75 for each copy.
Follow these steps to register an in-house security guard:
Ask each new security guard employee whether he or she has a guard
registration card or a temporary registration (Pink copy of the application).
A. IF THE EMPLOYEE HAS A REGISTRATION OR TEMPORARY
REGISTRATION:
1. Does the employee have personal identification matching the guard
registration (valid driver's license, identification card issued by the Departm
of Motor Vehicles or a military identification card)?
2. Is the registration valid? If it has expired, the employee must reapply in t
same manner as ifhe or she had not previously been registered. If you have
concern about the validity of a registration, you may call the Bureau at (916
322-4000.
3. If the employee is currently registered, copy the registration number and
expiration date for your records.
4. If the employee has a temporary registration and has not yet received a
registration card, check the date of instruction. A date that is more than 90
days old may indicate a problem with the application, and you should call t
Bureau at (916) 322-4000 to determine the status of the application. The
temporary registration expires 120 days from the date the applicant signed t
application. The Bureau may grant an extension of the temporary registratio
if the registration card has not been issued before the temporary expires. Th
employee may request an extension by calling the bureau at (916) 322-4000
B. IF THE EMPLOYEE DOES NOT HAVE A REGISTRATION OR

fingerprints, do not attempt it. The Department of Justice will reject cards w
improperly rolled prints and processing will be delayed.

5. Simply go to the nearest Live Scan Station to have your fingerprints
submitted to the DOJ and FBI. Pay the Live Scan operator the $32 DOJ

convicted of a crime, DO NOT RELEASE THE TEMPORARY

EMPLOYEE AS A SECURITY GUARD. This employee shall not work as
security guard until the Bureau issues a registration card. Send the applicati

7. Security guard registrations are valid for two years. In order to renew, the
renewal fee and renewal form must be sent to the Bureau at least 60 days pr
to the expiration. To request renewal forms, please visit the Bureau's Websit
at http://www.dca.ca.govlbsis/ and download the form. A security guard wh
sends the renewal form and fee before the expiration date, but who does not
receive the renewed card from the Bureau before the expiration date, may st
work as a guard for up to 90 days after expiration of the old registration. He

she must carry the expired security guard registration and proof of timely
renewal, such as a canceled check.
FIREARMS PERMIT
. Security guards who have a valid security guard registration and a val
firearms permit may carry exposed firearms while going directly
between home and work, or range training. We suggest that you conta
your local law enforcement or district attorney's office regarding local
accepted methods of transporting firearms.
. Security guards who have a valid security guard registration and
firearms permit may carry exposed firearms as long as they wear a
uniform with a patch on each arm that reads" Private Security" and it
includes the name of the company for which the person is employed.
The patch must be clearly visible at all times, and approved by the
Bureau.
. To apply for a firearms permit, security guards must attend a firearms
course at a Bureau certified training facility. Before instruction begins
they must provide proof of citizenship or permanent legal alien status
the United States to the firearms' instructor. After they successfully
complete the firearms course, the facility will supply application form
and help the security guards complete them. The instructor will
complete the back of the application and sign it. You may receive
information on training facilities by calling the Bureau at (916) 322-
4000.
. To obtain a firearms permit. Security guards must send an application
second copy of the Live Scan Form or two completed fingerprint card
and fees to the Bureau. The Department of Justice and the Federal
Bureau ofInvestigation process the fingerprint cards and the firearm
permits will not be issued until the Bureau receives a criminal
background response regarding any criminal history. A FIREARM
MAY NOT BE CARRIED UNTIL THE FIREARMS PERMIT IS IN
THE GUARD'S POSSESSION. THE PERMIT IS VALID FOR AN
EXPOSED FIREARMS ONLY, FOR ONLY THOSE CALIBERS
LISTED ON THE PERMIT, AND ONLY WHILE THE GUARD IS
ON DUTY AND IN POSSESSION OF A VALID SECURITY GUA
REGISTRATION.
. Firearms permits expire two years from the date of issuance. An
applicant must requalify four times during the life of the permit: twic
during the first year after the date of issuance, and twice during the
second year. Requalifications must be at least four months apart. The
application for renewal should be submitted to the Bureau 60 days pri
to the expiration date. You may not renew your firearms permit once
you have allowed it to expire. You must instead apply for a new firear
permit.
. The firearms permit is valid for two years. In order to renew a firearm
permit, security guards must complete the firearms requalification
course at a Bureau-certified training facility and must send an

Security guards wish to carry batons while on duty, they must be in possessi
of a valid security guard registration and a baton certificate. Upon passing a
baton training course at a Bureau-certified training facility, the instructor wi

1. Patrol the interior and exterior areas of a facility. Escort visitors and staff. Perform crowd control;
enforce no smoking policy. Respond to and investigate reports on thefts, trips/falls, and missing
patients. Coordinate response to incoming helicopter traffic; control elevators for incoming trauma
cases.
2. Respond to emergency situations involving bomb threats, civil disturbances, code blue calls in a
medical setting, disasters, hostage situations, panic alarms, utility failure or weapons. Function as
liaison with law enforcement and assist with command center operations.
3. Operate a security communications center which includes monitoring and controlling surveillance
camera television screens; answer intercom and telephones; respond to and prioritize requests for
security and dispatch security staff.
4. Monitor an automated security door access system. Lock and unlock doors at established times
and by remote access according to policy; respond to door alarms. Modify and delete security
access parameters on employee identification cards according to policy; generate reports on
security access violations.
5. Monitor fire and smoke alarm system; contact fire department and inform maintenance support
staff; initiate evacuation/isolation procedures; function as liaison with the fire department and
assist with command center operations.
6. Respond to infant abduction alarm system; report such incidents to administration and contact
law enforcement if necessary.
7. Monitor facility maintenance system; ensure maintenance support staff is aware of alarm
situations; may contact vendors to correct malfunctions.
8. Maintain records and reports; log security event information and write reports manually or by
utilizing an automated report writing application.
9. Assist medical staff with restraining patients, and transportin9 behavioral health or deceased
patients.
10. May work at an information desk to cover breaks, lunches, weekends and holidays.
11 . Provide vacation and temporary relief as required.
In addition to the above duties, the Security Technician II performs the following:
1. Assign and review the work of Security Technicians on an assigned shift; train staff and provide

Report malfunctions in equipment and unsafe condition of

Transport materials and supplies weighing up to 25 pounds;
