STAFF REPORT
SUBJECT
Reclassify one Administrative Analyst II position to a Senior Administrative Analyst in the City
Administrator's Office.
BACKGROUND
The City Administrator's Office is proposing a minor reorganization to include the
reclassification of one Administrative Analyst II position to that of Senior Administrative
Analyst.
The department currently has the following complement of employees:
City Administrator
Assistant to the City Administrator
Administrative Analyst II (2 positions) .
Executive Secretary
Secretary
Over the last year, the duties of the incumbent in one of the Administrative Analyst II positions
have increased significantly as the employee has taken on a larger role in the operations of the
office. Specifically, the incumbent is performing a wide range of administrative duties involving
the analysis of existing programs, policies and procedures, departmental operations, and special
projects. She is highly instrumental in the City's efforts to obtain and administer grant funding
which is a priority of the Mayor and Council.
The incumbent is also providing essential staff support to the Council Committees, and is acting
as liaison between the Council Office and the City Administrator's Office on many projects
including the Lot Beautification Program, the City's efforts in annexing several County islands,
and several other key projects. As more new programs are initiated requiring higher-level and
detailed analyses, it is recognized that these greater responsibilities are duties typically
associated and assigned to a Senior Administrative Analyst.
FISCAL IMPACT
The annual net increase in cost of the reclassification of this position is $2,798. Because the
position also administers the City's Rideshare Program, the cost will be borne equally by the
Rideshare Fund (111-241-5011) and the General Fund (001-101-5011). The increase is listed as
follows:

This increase in General Fund cost will be offset by a reduction in professional and contractual
services (001-101-5502) and the increase in Rideshare Fund cost will be offset by a reduction in
other operating expenses (111-241-1181) resulting in a total net change of $0 to the City
Administrator's budget.
RECOMMENDATION:
1. Reclassify one position of Administrative Analyst IT in the City Administrator's Office to
the position of Senior Administrative Analyst in the FY 02/03 Budget.
2. Direct the Human Resources Department to update Resolution 6413; Section Twelve, and
Resolution 97-244 to reflect this particular action.

SENIOR ADMINISTRATIVE ANALYST
Class specifications are intended to present a descriptive list of the range of duties peiformed by employees in the
class. Specifications are not intended to reflect all duties performed within the job.
SUMMARY DESCRIPTION
Under direction, performs a wide variety of advanced level professional and technical administrative
analysis regarding municipal policies, organization, procedures and services. Gathers, analyzes and
presents data and recommendations regarding assigned projects; and, performs other related duties as
required.
ORGANIZATIONAL RELATIONSHIPS
The class of Senior Administrative Analyst is the advanced journey level professional in the
Administrative Analyst series. Supervision is received from the Department Head or his/her designee.
Supervision may be exercised over other office staff as assigned.
REPRESENTATIVE DUTIES
The following duties are typical for positions in this classification. Any single position may not perform all of these
duties and/or may perform similar related duties not listed here:
I. Provides courteous and expeditious customer service to the general public and City department staffs.
2. Conducts special studies, including surveys of practices in other jurisdictions, and prepares reports
including recommendations for corrective action and methods for implementation.
3. Conducts feasibility and cost benefit analysis and studies; provides recommendations based upon
survey data; prepares proposals for new and adjusted services, including financial impact, staffing and
organizational requirements.
4. Gathers and analyzes data and makes recommendations on the formation of policy and procedures;
represents the City in community and professional meetings; makes presentations before City
committees, commissions and Council.
5. Coordinates departmental activities with other City departments and divisions and other agencies.
6. Incumbents assigned to the City Administrator's Office and Finance perform advanced level analysis
and financial costing for labor negotiations and employee salary and benefits issues.
7. Routinely adheres to and maintains a positive attitude towards City and Department goals.
GENERAL OUALIFICATIONS

Establish and maintain effective working relationships with all those contacted in the course of work.
Minimnm OnaIifications
Bachelor's degree, preferably in public administration, political science, finance or related field and
three (3) years experience performing analysis, research and report writing. Two (2) additional years
of related experience may be substituted for one year of education.
License or Certificate:
Possession of a valid Class "C" California Driver's License is required. For out-of-state applicants, a
valid driver's license is required. A valid Class "C" California Driver's License must be obtained
within ten (10) days of appointment (CA Vehicle Code 12405c).

Environment: Normal office setting with some travel to attend meetings.
Phvsical: Incumbents require sufficient mobility to work in an office setting and operate office

print, computer screens and other printed documents.
